    Framework for a spatial Decision Support Tool for policy and decision making

    The main challenge of developing of a spatial DST (Decision Support Tool) to support the decision making on future livestock production will not be a technical one, but instead a challenge of meeting the con-text requirements of the tool, such as the characteristics of the country-specific spatial plan-ning and decision-making process, the wishes of the potential users of the tool and its output as well as the country-specific policies and regulations. The spatial DST which is being pro-posed in this report therefore does not include complex and state-of-the-art GIS techniques, but instead tries to be as clear and simple as possible, in order to give the potential users a full understanding during the analysis process and with using the output of the tool. A spatial DST can easily become a ‘black box’ if the users do not fully understand the limita-tions of the tool and its output. Despite the fact that output maps of GIS systems may look very detailed and suggest a high degree of accuracy, they are often not. This will entirely de-pend on the availability of reliable and detailed input data. Most likely, many of the produced output maps should be used in an indicative way only. Therefore, the output of the spatial DST needs to be accompanied by supporting information on the reliability of the output and the shortcomings due to unreliable or missing input data, as well as the consequences for use of the output. Therefore, a comprehensive meta-data assessment system is proposed as an in-tegrated part of the spatial DST. The distribution of the output will also require tools to pro-duce more sketch-like presentations, e.g. using fuzzy borders and aggregated maps, which are another important feature of the spatial DST

    Emergency response is one of the most demanding phases in disaster management. The fire brigade, paramedics, police and municipality are the organisations involved in the first response to the incident. They coordinate their work based on welldefined policies and procedures, but they also need the most complete and up-todate information about the incident, which would allow a reliable decision-making.\ud There is a variety of systems answering the needs of different emergency responders, but they have many drawbacks: the systems are developed for a specific sector; it is difficult to exchange information between systems; the systems offer too much or little information, etc. Several systems have been developed to share information during emergencies but usually they maintain the nformation that is coming from field operations in an unstructured way.\ud This report presents a data model for organisation of dynamic data (operational and situational data) for emergency response. The model is developed within the RGI-239 project ‘Geographical Data Infrastructure for Disaster Management’ (GDI4DM)

    The purpose of the workshop was to identify specific cooperative scientific study topics within the discipline of Ionosphere Magnetosphere Coupling processes and to develop methods and procedures to accomplish this cooperative research using SCAN facilities. Cooperative scientific research was initiated in the areas of polar cusp composition, O+ polar outflow, and magnetospheric boundary morphology studies and an approach using a common metafile structure was adopted to facilitate the exchange of data and plots between the various workshop participants.     The main goal is to prepare the space station technical and managerial structure for likely changes in the creation, capture, transfer, and utilization of knowledge. By anticipating advances, the design of Space Station Project (SSP) information systems can be tailored to facilitate a progression of increasingly sophisticated strategies as the space station evolves. Future generations of advanced information systems will use increases in power to deliver environmentally meaningful, contextually targeted, interconnected data (knowledge). The concept of a Knowledge Base Management System is emerging when the problem is focused on how information systems can perform such a conversion of raw data. Such a system would include traditional management functions for large space databases. Added artificial intelligence features might encompass co-existing knowledge representation schemes; effective control structures for deductive, plausible, and inductive reasoning; means for knowledge acquisition, refinement, and validation; explanation facilities; and dynamic human intervention. The major areas covered include: alternative knowledge representation approaches; advanced user interface capabilities; computer-supported cooperative work; the evolution of information system hardware; standardization, compatibility, and connectivity; and organizational impacts of information intensive environments

    The SASSCAL contribution to climate observation, climate data management and data rescue in Southern Africa

    A major task of the newly established "Southern African Science Service Centre for Climate Change and Adaptive Land Management" (SASSCAL; www.sasscal.org) and its partners is to provide science-based environmental information and knowledge which includes the provision of consistent and reliable climate data for Southern Africa. Hence, SASSCAL, in close cooperation with the national weather authorities of Angola, Botswana, Germany and Zambia as well as partner institutions in Namibia and South Africa, supports the extension of the regional meteorological observation network and the improvement of the climate archives at national level. With the ongoing rehabilitation of existing weather stations and the new installation of fully automated weather stations (AWS), altogether 105 AWS currently provide a set of climate variables at 15, 30 and 60 min intervals respectively. These records are made available through the SASSCAL WeatherNet, an online platform providing near-real time data as well as various statistics and graphics, all in open access. This effort is complemented by the harmonization and improvement of climate data management concepts at the national weather authorities, capacity building activities and an extension of the data bases with historical climate data which are still available from different sources. These activities are performed through cooperation between regional and German institutions and will provide important information for climate service related activities
