    Query Answering in Probabilistic Data and Knowledge Bases

    Probabilistic data and knowledge bases are becoming increasingly important in academia and industry. They are continuously extended with new data, powered by modern information extraction tools that associate probabilities with knowledge base facts. The state of the art to store and process such data is founded on probabilistic database systems, which are widely and successfully employed. Beyond all the success stories, however, such systems still lack the fundamental machinery to convey some of the valuable knowledge hidden in them to the end user, which limits their potential applications in practice. In particular, in their classical form, such systems are typically based on strong, unrealistic limitations, such as the closed-world assumption, the closed-domain assumption, the tuple-independence assumption, and the lack of commonsense knowledge. These limitations do not only lead to unwanted consequences, but also put such systems on weak footing in important tasks, querying answering being a very central one. In this thesis, we enhance probabilistic data and knowledge bases with more realistic data models, thereby allowing for better means for querying them. Building on the long endeavor of unifying logic and probability, we develop different rigorous semantics for probabilistic data and knowledge bases, analyze their computational properties and identify sources of (in)tractability and design practical scalable query answering algorithms whenever possible.     This report has been put together by the Health and Care Infrastructure Research and Innovation Centre (HaCIRIC) at the University of Salford for the Department of Health. The need for the report grew out of two main simple questions, o Is Lean applicable in sectors other than manufacturing? o Can the service delivery sector learn from the success of lean in manufacturing and realise the benefits of its implementation?The aim of the report is to list together examples of lean thinking as it is evidenced in the public and private service sector. Following a review of various sources a catalogue of evidence is put together in an organised manner which demonstrates that Lean principles and techniques, when applied rigorously and throughout an entire organization/unit, they can have a positive impact on productivity, cost, quality, and timely delivery of services

    Innovation and New Path Creation: The Role of Niche Environments in the Development of the Wind Power Industry in Germany and the UK

    This paper seeks to explore the issues of innovation and new path creation in the UK and Germany, illustrated through the case of the modern wind power industry. Taking an evolutionary perspective drawing on path dependence theory, the paper examines the role of niche environments in the creation of new economic pathways. The research finds that new economic pathways are more likely to develop in places where niche conditions provide receptive environments for innovations to flourish. The policy implications of the research include the importance of supporting niche environments that encourage growth in new sectors and the need for financial support to bring innovations to market, to encourage the development of new economic pathways
