    Central Management of Local Performance: A Comparison of England and Korea

    The author analyses performance measurement in the public sector and empirically tests the validity, legitimacy and functionality of Comprehensive Performance Assessment in England and Joint Performance Assessment in Korea on the basis of comparative methodology.Since the 1980s, New Public Management (NPM) has deeply influenced the public sector across the world, and thus measuring or managing performance has become a principal element of government reform. In terms of borrowing models and techniques from the private sector, performance measurement has been significantly extended into government, but differences between the two sectors have led to difficulties and criticism of this practice with a wide inconsistent variety of different theoretical explanations about it. In this context, this thesis investigates the effectiveness of performance measurement and theoretical explanations of conditions for its success in the public sector. It focuses through a comparative methodology on Comprehensive Performance Assessment and Joint Performance Assessment that have recently been introduced between the levels of government in England and Korea for the improvement of local government performance and accountability. Extensive analysis of literature and case studies have allowed the thesis to find firstly, that the introduction of such unique assessment systems, by which the centre assesses localities, was deeply affected by the environmental commonalities of both countries such as centralisation in inter-governmental relations and enthusiasm for NPM. Second, the empirical evaluation of both tools shows that they have in practice been valid for accurate assessment, and directly functional for improvement and indirectly for accountability to the public. Their high validity and functionality proved to be mainly attributable to two characteristics. One was institutionally that both frameworks were based on a balanced approach to performance and the disclosure of assessment results to the public for facilitating competition between localities. The other was that both had impacted on internal management of local government which led to change in organisational culture with more focus on performance. However, it identified a necessity for local authorities to participate in the development process of those tools to ensure legitimacy of central management of local performance since they enjoy their own electorally based political support. The research has also found the importance of assessors’ expertise for accurate assessment and a possibility that performance measurement can contribute to the resolution of political tension and cooperation between central and local government when it focuses more on outcomes than input and process. A deeper theoretical and practical understanding of these successful experiences and important policy elements in contemporary public management contributes significantly to knowledge in the three settings of evaluation of policy instruments, comparison between countries and central-local relations. Finally, the study assists each country and others to draw lessons from each other

    Management Transformation of Local Government In The New Normal Era

    This study explores the implications of adapting new habits to the administration of local government from various dimensions of government management. The main objective of this study is to show that the governance of local government in the new normal era can be productive in fulfilling the needs of the publics through changes in the administration of local government’s functions. This study places the presence of information and communication technology (ICT) as well as restrictions on social interaction in the new normal era, changing the way local government sector works. The approach departs from the main idea of adapting new habits as a conceptual framework to empirically examine changes in the dimensions of local government management which based on several factors, such as content, context, process, change outcomes and leadership. Furthermore, data collection gained through interviews with informants and data analysis are used to confirm the suitability of local government governance. The process is then carried on by formulating the concept of an ideal local government governance changes in the new normal era. The findings of the study show that local government governance system with the old paradigm is ineffective and inefficient for the fulfillment of public rights in the new normal era. For this reason, it is necessary to transform the governance of various dimensions in local government management. As originality/value, what is offered in this study is a modification of the system and working mechanism with a new paradigm for areas that are difficult geographically. This modification can be conducted in several actions, such as developing ICT applications and infrastructure; reorganizing the work system of all management dimensions that are trusted and accountable; increasing bureaucratic capacity and public knowledge; renewing the relationship between government and its people. This idea is relevant to the rapid development of the concept of adaptive governance and the strength of the role of ICT for individual and social activities

    Context: In the municipality, postgraduate actions respond to the demands of society, with innovation focused on the territory. However, integrated knowledge and innovation management is insufficient locally. Aim: To socialize the design process of an integrated knowledge and innovation management strategy proposed for the municipality of Venezuela, and the impacts made after two years of implementation. Methods: Discussion groups of local actors in the government, the university center, and the productive sector, were formed. The instruments used were interviews to local actors, women, young people, and productive actors, which allowed for corroboration of the real state of the context. Results: It is possible to address major challenges considering the potentialities and weaknesses of the context through integrated and coherent actions by local actors. Conclusions: The diagnostic demonstrated social, economic-productive, and environmental potentialities to promote local development. The theoretical-methodological rationale of integrated knowledge and innovation management evidenced the necessary relationship between knowledge management-local development - actors-strategic management. The strategy designed, and the results of implementation, demonstrated that the major challenges in the territory can be coped with the potentialities and weaknesses of the context, by means of integrated and coherent action of local actors

    Integrating scientific and local knowledge to inform risk-based management approaches for climate adaptation

    AbstractRisk-based management approaches to climate adaptation depend on the assessment of potential threats, and their causes, vulnerabilities, and impacts. The refinement of these approaches relies heavily on detailed local knowledge of places and priorities, such as infrastructure, governance structures, and socio-economic conditions, as well as scientific understanding of climate projections and trends. Developing processes that integrate local and scientific knowledge will enhance the value of risk-based management approaches, facilitate group learning and planning processes, and support the capacity of communities to prepare for change. This study uses the Vulnerability, Consequences, and Adaptation Planning Scenarios (VCAPS) process, a form of analytic-deliberative dialogue, and the conceptual frameworks of hazard management and climate vulnerability, to integrate scientific and local knowledge. We worked with local government staff in an urbanized barrier island community (Sullivan’s Island, South Carolina) to consider climate risks, impacts, and adaptation challenges associated with sea level rise and wastewater and stormwater management. The findings discuss how the process increases understanding of town officials’ views of risks and climate change impacts to barrier islands, the management actions being considered to address of the multiple impacts of concern, and the local tradeoffs and challenges in adaptation planning. We also comment on group learning and specific adaptation tasks, strategies, and needs identified

    Factors that influence knowledge management systems to improve knowledge transfer in local government: a case study of Buffalo City Metropolitan Municipality

    The demand for improved service delivery requires new approaches and attitudes from local government. One of the ways this can be achieved is to focus on continuous improvement by driving innovation and lessons learnt from the municipalities’ past successes and failures. For local government authorities to rethink service delivery, they need to find better ways to share information assets, business processes and staff expertise with their citizens and business partners. The lack of Knowledge Management (KM) and, therefore, a low level of information and knowledge transfer in the public services have been identified as two of the main contributors to poor service delivery. The implementation of knowledge transfer process is one of the factors that will impact on the improvement of service delivery. The main purpose of this research study was to investigate how knowledge management systems can be used to improve the knowledge transfer at Buffalo City Metropolitan Municipality (BCMM). The research study focused on knowledge transfer within the Municipality as the general area of research.     Co-producing knowledge to address disaster risks in informal settlements in Dar es Salaam, Tanzania: pathways toward urban equality?

    In Dar es Salaam, Tanzania, small-scale and everyday disasters are a manifestation of the multidimensional inequalities faced by residents of informal settlements. The co-production of knowledge about disaster and other risks, bringing together residents with local NGOs and local government representatives, is a potential entry point for addressing inequalities. This paper reports on such a co-production process in two informal settlements, carried out by the Centre for Community Initiatives with the Tanzania Urban Poor Federation and local government at the Mtaa level, and it looks at how community assessments of risks travel into local governance and policymaking. The involvement of Mtaa officials in this process has led to incremental changes in local governance, for example better linking of local budgets with disaster risk reduction (DRR) priorities and the representation of civil society on the municipal disaster management committees. The paper also points to the challenges of achieving integration of DRR and development activities at the local level

This paper described the readiness of the Local Government of Medan District in implementing e-government to support the North Sumatra Smart province initiative. The research method was carried out quantitatively and qualitatively. Quantitative data was carried out by surveying 30 employees in the Mandailing Natal Government, while qualitative data was carried out by open interviews with informants who came from the Office for Communication and Informatics Services. The study also presents several obstacles to the implementation of government and propose several recommendations as a step towards improvement
