Reforming the agricultural extension system in India: What do we know about what works where and why?

"In order to realize agricultural potential and to increase agricultural yields, India's extension system has experienced major conceptual, structural, and institutional changes since the late 1990s. This paper reviews existing reform programs and strategies currently existing in agricultural extension in India. It distinguishes strategies that have been employed to strengthen both the supply and demand sides of service provision in the area of agricultural extension, and it reviews the effects of the demand- and supply-side strategies on the access to and the quality of agricultural extension services. The ultimate objectives are (1) to gain a view on what works where and why in improving the effectiveness of agricultural extension in a decentralized environment; (2) to identify measures that strengthen and improve agricultural extension service provision; and (3) to reveal existing knowledge gaps. Although the range of extension reform approaches is wide, this paper shows that an answer to the question of what works where and why is complicated by the absence of sound and comprehensive qualitative and quantitative impact and evaluation assessment studies. Even evidence from the National Agricultural Technology Project and the Diversified Agricultural Support Project of the World Bank, the women empowerment programs of the Danish International Development Agency, the Andhra Pradesh Tribal Development Project, and the e-Choupal program of the Indian Tobacco Company is subject to methodological and identification problems. Conclusions regarding the importance (1) of implementing both decentralized, participatory, adaptive, and pluralistic demand- and supply-side extension approaches; (2) of involving the public, private, and third (civil society) sectors in extension service provision and funding; and (3) of strengthening the capacity of and the collaboration between farmers, researchers, and extension workers are necessarily tentative and require further quantification. Private Enterprise for Public Health: Opportunities for Business to Improve Women's and Children's Health

This guide, developed by FSG and published by the Innovation Working Group in support of the global Every Woman, Every Child effort, explores how companies can create shared value in women's and children's health. The document sets out opportunities for multiple different industries to develop new product and services, improve delivery systems and strengthen health systems that can support global efforts to save 16 million women's and children's lives between now and 2015. It particularly notes that companies need not wait for health services to "catch up" with their economic model, but rather they can work proactively to help accelerate change, by partnering with other industries, civil society and the public sector to create collective impact in a specific location. Overcoming India’s Food Security Challenges: The Role of Intellectual Property Management and Technology Transfer Capacity Building

The growth of the Indian economy after Independence has had little impact on the food security of the country. The paper analyses the development of advanced crop varieties through the use of agricultural technologies (hereinafter agbiotech ) within the technology transfer system, a framework which comprises of the interactions of intellectual property rights law and agricultural research and development in India. Through this, the author argues that agricultural innovation in India is failing due to the absence of connections within the technology transfer system and advocates for the creation of a national program aimed at advancing IP and tech-transfer capacity in agbiotech

Review of agricultural extension in India: Are farmers' information needs being met?

Despite a wide range of reform initiatives in agricultural extension in India in the past decades, the coverage of, access to, and quality of information provided to marginalized and poor farmers is uneven. This paper aims to ascertain why farmers are not accessing information and where information gaps exist, despite the variety of extension approaches in India. Using information provision and access as the basis for analysis, the paper reviews some of the major agricultural extension programs in India by considering their ability to provide information and facilitate information sharing and use in farming communities. The review gives a broad overview of the current extension scene in India while providing a synthesis of recent debates and the observations of various authors as well as working groups in the Ministry of Agriculture and the Planning Commission. The paper examines the challenges and constraints of each agricultural extension approach as it attempts to provide farmers with access to information that is relevant to their farm enterprises. As a result of this analysis, opportunities are identified for increasing extension services' effectiveness and efficiency in reaching smallholder farmers. Research gaps are also identified. American Indian Leadership: Strengthening Native Communities and Organizations (Winter 2013)

Despite attempts to diminish, belittle and totally transform Native concepts, belief systems and values of leadership, strong leadership remains one of the most important assets in Native communities. American Indian leaders have held steadfast to tribal belief systems and values and fought for the preservation and perpetuation of Native identity, land and sovereignty. Leaders of Native nations today are still committed to these values. Native leaders still recognize that strong, ethical and innovative leadership from various sectors has the ability to transform American Indian communities.The primary goal of this paper is to provide a brief overview of American Indian leadership within an historical perspective, including what led to the development of tribal governments and Indian-led organizations today. Drawing on data from more than 93 leadership programs, organizations and initiatives, this paper provides a summary of findings on the current state of leadership programs in Native communities. Based on these findings, this paper offers recommendations for proceeding with the development of Native leadership programs in American Indian communities

An Examination of the Maternal Health Quality of Care Landscape in India

India has made significant strides in maternal health over the past several decades, reducingits maternal mortality ratio (MMR) from 556 to 174 maternal deaths per 100,000 live births from1990 to 2015 (World Bank 2016a). Policies and initiatives to increase access to maternal healthservices largely account for this progress. However, the rate of improvement has slowed, and thecountry continues to contribute almost one-quarter of maternal deaths globally (Nair 2011). Inaddition, India is home to a high but difficult to measure rate of so-called near-miss maternaldeaths that often lead to maternal morbidity. Although the incidence of maternal morbidity inIndia is largely unknown due to the country's lack of diagnoses and under-reporting, it isestimated that millions of Indian women experience pregnancy-related morbidity; the GlobalBurden of Disease estimates that India contributes one-fifth of the disability-adjusted life yearslost globally due to maternal health conditions (World Health Organization 2008). These patternssuggest there is still progress to be made in maternal health in India.The John D. and Catherine T. MacArthur Foundation seeks to continue its more than 20-year history supporting population and reproductive health in India and accelerate the country'sadvancement in maternal health. It has chosen to fund a three-and-a-half-year grantmakingstrategy to improve maternal health quality of care, which has emerged as a key means to furtherreduce MMR and related outcomes.
