    A Three-Step Methodology to Improve Domestic Energy Efficiency

    Increasing energy prices and the greenhouse effect lead to more awareness of energy efficiency of electricity supply. During the last years, a lot of technologies have been developed to improve this efficiency. Next to large scale technologies such as windturbine parks, domestic technologies are developed. These domestic technologies can be divided in 1) Distributed Generation (DG), 2) Energy Storage and 3) Demand Side Load Management. Control algorithms optimizing a combination of these techniques can raise the energy reduction potential of the individual techniques. In this paper an overview of current research is given and a general concept is deducted. Based on this concept, a three-step optimization methodology is proposed using 1) offline local prediction, 2) offline global planning and 3) online local scheduling. The paper ends with results of simulations and field tests showing that the methodology is promising.\u

    Linking Technical Education to Business Growth: A Case Study on Building Technical Skills in India

    Education has been recognized as the most important source of competitive advantage for a nation. It is the key determinant of firm level productivity which in turn drives business growth and profitability. Technical knowledge, in particular, is required both for industrial as well as service development. Technical institutions contribute to the growth of business and industry in a variety of ways. The most influential and direct impact is through their graduates who bring in new skills and perspectives to firms. Industries also seek advanced training on specific topics as well as consultancy from technical institutions. Often these institutions collaborate with academics to design and develop new technologies. In this paper we have argued that technical education plays a crucial role in building these capabilities and consequently in the growth of industry. We use the case study of the Indian technical education system to explore the nature of this system, mechanisms used to govern it, linkages between the education regime and the industry, and the roles that different stakeholders play in ensuring that such a regime delivers sustained advantage to the society. We study the business growth in a few select sectors and the changing needs of technical skills therein. These sectors are agricultural implements, auto-components, chemicals, construction, garments and machine tools. We also illustrate the link between technological innovation and technical skills thereby pointing towards the trajectory of developing industrial competitiveness.

In order to achieve this goal in a global manner, new technologies are required as the robotic one. In this paper the development of the Innovative Public Procurement instruments is explained, specifically the process PDTI (Public end Users Driven Technological Innovation) as a driving force of robotic research and development and offering a list of robotic urban challenges proposed by European cities that have participated in such a process.     Pension reform in small developing countries

    The authors provide a framework in which small countries can assess the proper role for the state and the private sector in pension policy. Based on industrial organization theory and pension economics, this framework draws on experience in small countries. The authors identify how optimal pension policies can change in small countries (those with fewer than 1 million active contributors to pension funds), explore optimal pension reform design for small countries, and incorporate other stylized assumptions about small countries into the discussion: the relatively greater international mobility of labor and capital, the greater scarcity of human capital specialized in financial supervision and tax administration, fewer independent interests, and higher political volatility and risk over long time horizons. They conclude that: 1) For small countries the Chilean model should be modified to include greater reliance on international trade in financial services -- especially services that benefit from economies of scale and scope, such as collections, account processing, and benefit payments. Such an approach would require a greater harmonization of accounting and regulatory standards between small developing countries and the countries from which financial services are imported. 2) The unbundling of pension services is more advantageous in small than in large countries. 3) The collection of contributions and the payment of benefits (which are subject to substantial economies of scale for small countries) should be mandatorily unbundled from other pension services. 4) Those services should be provided separately to ensure competition in the selection of trustees and competitive investment management services. This type of pension system design may be preferable to having a foreign firm provide all pension services. 5) When other assumptions (such as susceptibility to large gross migration flows) are combined with the assumption of a small-country base, mandatory pension systems or fiscal incentives are found to be less effective in small than in large countries. Large countries have broader contribution bases and much smaller gross migration flows, making them demographically more stable. 6) The relatively greater international migration in small countries makes full funding of pension systems even more important in small than in large countries.Municipal Financial Management,Banks&Banking Reform,Health Economics&Finance,Pensions&Retirement Systems,Public Sector Economics&Finance

    Smart grid architecture for rural distribution networks: application to a Spanish pilot network

    This paper presents a novel architecture for rural distribution grids. This architecture is designed to modernize traditional rural networks into new Smart Grid ones. The architecture tackles innovation actions on both the power plane and the management plane of the system. In the power plane, the architecture focuses on exploiting the synergies between telecommunications and innovative technologies based on power electronics managing low scale electrical storage. In the management plane, a decentralized management system is proposed based on the addition of two new agents assisting the typical Supervisory Control And Data Acquisition (SCADA) system of distribution system operators. Altogether, the proposed architecture enables operators to use more effectively—in an automated and decentralized way—weak rural distribution systems, increasing the capability to integrate new distributed energy resources. This architecture is being implemented in a real Pilot Network located in Spain, in the frame of the European Smart Rural Grid project.     Development of Economic Water Usage Sensor and Cyber-Physical Systems Co-Simulation Platform for Home Energy Saving

    In this thesis, two Cyber-Physical Systems (CPS) approaches were considered to reduce residential building energy consumption. First, a flow sensor was developed for residential gas and electric storage water heaters. The sensor utilizes unique temperature changes of tank inlet and outlet pipes upon water draw to provide occupant hot water usage. Post processing of measured pipe temperature data was able to detect water draw events. Conservation of energy was applied to heater pipes to determine relative internal water flow rate based on transient temperature measurements. Correlations between calculated flow and actual flow were significant at a 95% confidence level. Using this methodology, a CPS water heater controller can activate existing residential storage water heaters according to occupant hot water demand. The second CPS approach integrated an open-source building simulation tool, EnergyPlus, into a CPS simulation platform developed by the National Institute of Standards and Technology (NIST). The NIST platform utilizes the High Level Architecture (HLA) co-simulation protocol for logical timing control and data communication. By modifying existing EnergyPlus co-simulation capabilities, NIST’s open-source platform was able to execute an uninterrupted simulation between a residential house in EnergyPlus and an externally connected thermostat controller. The developed EnergyPlus wrapper for HLA co-simulation can allow active replacement of traditional real-time data collection for building CPS development. As such, occupant sensors and simple home CPS product can allow greater residential participation in energy saving practices, saving up to 33% on home energy consumption nationally
