    Effective risk governance for environmental policy making: a knowledge management perspective

    Effective risk management within environmental policy making requires knowledge on natural, economic and social systems to be integrated; knowledge characterised by complexity, uncertainty and ambiguity. We describe a case study in a (UK) central government department exploring how risk governance supports and hinders this challenging integration of knowledge. Forty-five semi-structured interviews were completed over a two year period. We found that lateral knowledge transfer between teams working on different policy areas was widely viewed as a key source of knowledge. However, the process of lateral knowledge transfer was predominantly informal and unsupported by risk governance structures. We argue this made decision quality vulnerable to a loss of knowledge through staff turnover, and time and resource pressures. Our conclusion is that the predominant form of risk governance framework, with its focus on centralised decision-making and vertical knowledge transfer is insufficient to support risk-based, environmental policy making. We discuss how risk governance can better support environmental policy makers through systematic knowledge management practices

    Based on two case studies of knowledge clusters (off shore marine/rig business and water hub) in Singapore, the paper illustrates the importance of good knowledge governance in creating robust and value-creating knowledge clusters. We begin by defining key terms used such as knowledge clusters, hubs and governance, followed by a short historical account of good knowledge governance for Singapore’s development. The two cases studies of knowledge clusters presented here include (i) the offshore oil rig business (Keppel) which we posit as an example of innovative value creation based on sophisticated fabrication methods and R&D as well as (ii) the island republic’s dynamic and rapidly emerging, global hydrohub called ‘WaterHub’. We examine the structural characteristics of both clusters, assess their progress based on the cluster lifecycle literature, highlight key governance enablers required to create and sustain such competitive hubs and draw conclusions for K4D latecomers

    Governance and information governance ought to be an integral part of any government or organisations information and business strategy. More than ever before information and knowledge can be produced, exchanged, shared and communicated through many different mediums. Whilst sharing information and knowledge provides many benefits it also provides many challenges and risks to governments, global organisations and the individual citizen. Information governance is one element of a governance and compliance programme, but an increasingly important one, because many regulations apply to how information is managed and protected from theft and abuse, much of which resides with external agencies usually outside the control of the individual citizen. This paper explores some of the compliance and quality issues within governance and information governance including those ethical concerns as related to individual citizens and multiple stakeholders engaged directly or indirectly in the governance process

    Choice and performance of governance mechanisms: Matching contractual and relational governance to sources of asset specificity

    We argue that the optimal configuration of contractual and relational governance mechanisms in an alliance is contingent not only on the amount of asset specificity, but on the nature of the asset involved in the alliance. Physical assets are more suited to contractual controls, while knowledge assets will be best suited to the use of relational governance mechanisms. Using data on alliances in the German telecommunications industry, we find that the choice of governance mechanisms is as hypothesized. In addition, relational and contractual governance mechanisms are perceived to perform better in the presence of knowledge and physical assets, respectively. Relational governance mechanisms improve overall alliance performance to the degree that knowledge assets are involved, but impair performance when property assets are involved. Our findings contribute to the literature on alliances, as well as the underlying literatures of transaction cost economics, the literature on relational governance, and recent work studying their interaction.Alliances, contractual governance mechanisms, relational governance mechanisms, asset specificity, telecommunications

    The present article investigates the influence of local governance on agricultural advisory services in Tajikistan. The Central Asian Republic of Tajikistan is an agricultural country that has been described as a hybrid state, where local governance tends to be dominated by a few powerful actors. Local governance processes do have a strong influence on the agriculture practise and on the exchange of the knowledge. Agricultural advisory services claim various effects in the country. Especially in regions that are dominated by monocultures, advisory services have limited success. Therefore the present article assumes that the nexus of knowledge and innovation in Tajik agriculture is largely dependent on the decision-making of local governance processes. Agents involved in corporate governance acquire, create, use and transmit information. Therefore, how the notion of knowledge is conceived is important for the analysis of alternative systems of corporate governance. Basically, there are two types of information processing: internalization and externalization. The internalization-based information processing system corresponds to the stakeholder model of corporate governance.     Re-Inventing Public Education:The New Role of Knowledge in Education Policy-Making

    This article focuses on the changing role of knowledge in education policy making within the knowledge society. Through an examination of key policy texts, the Scottish case of Integrated Children Services provision is used to exemplify this new trend. We discuss the ways in which knowledge is being used in order to re-configure education as part of a range of public services designed to meet individuals' needs. This, we argue, has led to a 'scientization' of education governance where it is only knowledge, closely intertwined with action (expressed as 'measures') that can reveal problems and shape solutions. The article concludes by highlighting the key role of knowledge policy and governance in orienting education policy making through a re-invention of the public role of education
