    Factors Influencing the Implementation and Use of a Portal for Knowledge Management in Higher Education

    This study investigates the factors affecting the implementation and use of a portal to assist knowledge management objectives in higher education. The study explored factors influencing knowledge distribution by deriving a conceptual framework consisting of four (4) dimensions: knowledge volume, knowledge quality, knowledge dissemination, and information system management. This study found that there are many factors influencing the selection and structure of information and knowledge. The importance of information quality was also addressed and the study found that while it is imperative for a portal to focus on quality information, accountability for quality assurance of information rests with organizational policy imperatives. The study explored knowledge dissemination techniques available via portals and identified that personalisation of knowledge is a high priority. The characteristic of a portal to integrate many systems into one central repository and provide users with their personal view of many systems was acknowledged as a productive means to distribute information within a higher education institution

    Factors influencing the design and use of performance measurement systems in the Malaysian electrical and electronics industry

    Data from a questionnaire survey covering 149 electronics and electrical manufacturing companies in Malaysia are used to identify the factors influencing the design and use of performance measurement systems (PMSs). Factor analysis identified organizations’ contextual factors as potential contingency variables that include: (1) two dimensions of organisational profile—company size and ownership types; (2) four dimensions of organisational culture—knowledge and innovation, learning culture, absorptive capability and employee’s understanding and learning; (3) four dimensions of organisation strategy—stakeholder focus, pricing and distribution, marketing segmentation and growth; and (4) four dimensions of technology—information technology and customisation, volume and variety of product and process, information and technological advancement, and product complexity

    Document Layout Analysis and Recognition Systems

    Automatic extraction of relevant knowledge to domain-specific questions from Optical Character Recognition (OCR) documents is critical for developing intelligent systems, such as document search engines, sentiment analysis, and information retrieval, since hands-on knowledge extraction by a domain expert with a large volume of documents is intensive, unscalable, and time-consuming. There have been a number of studies that have automatically extracted relevant knowledge from OCR documents, such as ABBY and Sandford Natural Language Processing (NLP). Despite the progress, there are still limitations yet-to-be solved. For instance, NLP often fails to analyze a large document. In this thesis, we propose a knowledge extraction framework, which takes domain-specific questions as input and provides the most relevant sentence/paragraph to the given questions in the document. Overall, our proposed framework has two phases. First, an OCR document is reconstructed into a semi-structured document (a document with hierarchical structure of (sub)sections and paragraphs). Then, relevant sentence/paragraph for a given question is identified from the reconstructed semi structured document. Specifically, we proposed (1) a method that converts an OCR document into a semi structured document using text attributes such as font size, font height, and boldface (in Chapter 2), (2) an image-based machine learning method that extracts Table of Contents (TOC) to provide an overall structure of the document (in Chapter 3), (3) a document texture-based deep learning method (DoT-Net) that classifies types of blocks such as text, image, and table (in Chapter 4), and (4) a Question & Answer (Q&A) system that retrieves most relevant sentence/paragraph for a domain-specific question. A large number of document intelligent systems can benefit from our proposed automatic knowledge extraction system to construct a Q&A system for OCR documents.     NASA Space Mechanisms Handbook and Reference Guide Expanded Into CD-ROM Set

    Several NASA missions suffered failures and anomalies due to problems in applying space mechanisms technology to specific projects. Research shows that engineers often lack either adequate knowledge of mechanism design or sufficient understanding of how mechanisms affect sensitive systems. The Space Mechanisms Project conducted a Lessons Learned study and published a Space Mechanisms Handbook to help space industry engineers avoid recurring design, qualification, and application problems. The Space Mechanisms Handbook written at the NASA Glenn Research Center details the state-of-the-art in space mechanisms design as of 1998. NASA's objective in developing this Space Mechanisms Handbook was to provide readily accessible information on such areas as space mechanisms design, mechanical component availability and use, testing and qualification of mechanical systems, and a listing of worldwide space mechanisms experts and testing facilities in the United States. This handbook has been expanded into a two-volume CD-ROM set in an Adobe Acrobat format. In addition to the handbook, the CD's include (1) the two volume Space Mechanisms Lessons Learned Study, (2) proceedings from all the NASA hosted Aerospace Mechanisms Symposia held through the year 2000, (3) the Space Materials Handbook, (4) the Lubrication Handbook for the Space Industry, (5) the Structural & Mechanical Systems Long-Life Assurance Design Guidelines, (6) the Space Environments and Effects Source-Book, (7) the Spacecraft Deployable Appendages manual, (8) the Fastener Design Manual, (9) A Manual for Pyrotechnic Design, Development and Qualification, (10) the Report on Alternative Devices to Pyrotechnics on Spacecraft, and (11) Gearing (a manual).     The IIASA-LUC Project Georeferenced Database of Russia. Volumes 1 and 2: Soil and Terrain Digital Database (SOTER)

    The IIASA-LUC georeferenced database for the former U.S.S.R. was created within the framework of the project "Modeling Land Use and Land Cover Changes in Europe and Northern Asia" (LUC). For Russia, essential information on relief, soil, vegetation, land cover and use, etc., for routine environmental analysis was lacking when the LUC project started developing the database. In addition, the environmental data on the former U.S.S.R. which were available occurred in formats (papers, tables,etc.) that in general could not be used with modern information technology, and in particular in model building. In creating the LUC project database, we have established a threefold task: (1) to obtain the relevant information for the LUC project modeling excercises; (2) to develop data which is applicable to modern information technology; (3) to contribute a series of digital databases which could be applied for a number of other specific analyses by the national and international scientific community. In defining the tasks it was agreed to create a set of digital databases which could be handled by geographic information systems (GIS). The full set of georeferenced digital databases was combined into the LUC project's GIS, using ARC/INFO. However, each individual item (physiography, soil, vegetation, etc.) was created as a separate digital database, allowing each item to be used independently, according to user's needs. The complete set of the unique georeferenced digital databases for the territory of the former U.S.S.R. is described in the IIASA/LUC volumes: Volume 1 -- Physiography (landforms, slope conditions, elevations); Volume 2 -- Soil; Volume 3 -- Soil Degradation Status (Russia); Volume 4 -- Vegetation; Volume 5 -- Land Categories; Volume 6 -- Agricultural regionalization. The main objective of the research summarized in this report was to compile, fully correlate, and update the FAO Soil Map of the World for the territory of Russia. It originated from several discussions with Dr. W. Sombroek (FAO), R. Brinkman (FAO), R. Oldeman (ISRIC) which took place at the International Soil Reference Information Center (ISRIC) in 1988-1989. These discussions were initiated through research being carried out by the project on Global Assessment of Human-Induced Soil Degredation (UNEP/ISRIC, 1990) which urgently required reliable soil information on Russia. It was recognized that several other environment related activities were facing a similar problem. In response to the discussions, the Food and Agriculture Organization of the United Nations (FAO) launched a project in 1993. According to the Letter of Agreement (CMT 73197) signed by the FAO and Dokuchaev Soil Institute, the project was aimed at preparing "a Soil map of Russia at 1:5 million scale using the Revised Legend of the Soil Map of the World (1988) and corresponding database reflecting the information contained in the map of the same region." The Agreement defined six layers of information to be distinguished for digitizing: (1) Soil mapping unit boundaries; (2) Topographic lines (rivers, contour lines and coastal line); (3) Geographical coordinates (longitude, latitude); (4) Physiographic (landform) units; (5) Graticule of the map; (6) Province boundaries. In 1994, the requested products were completed and transferred to the FAO for digitizing by scanning. At that time, however, the compilation of a digital database could not be completed at FAO. In 1995 all materials were passed to the International Institute for Applied Systems Analysis (IIASA) with the objective to complete the database. Considerable efforts by the GIS group of the project "Modeling Land Use and Land Cover Changes in Europe and Northers Asia" at IIASA were put into checking, correcting, and linking the digital data, and making them mutually consistent. Completion of the digital database at IIASA, the first product of this kind to be published on the territory of Russia, has provided a more comprehensive understanding of the territory and its environment. Using modern GIS techniques, this knowledge is now readily available to any scientific or applied analyses of the land resources and environment of Russia

    Explorations of knowledge management in a defence engineering environment

    This thesis originates from first hand early experiences of the researcher regarding current processes and practices in operation in BAE SYSTEMS Ltd (now referred to hereafter as `the Company'), and recognises the potential for improvement within the realm of knowledge management. The huge volume of internal and external information overwhelms the majority of organisations and knowledge management provides solutions to enable organisations to be effective, efficient, and competitive. The software agent approach and information retrieval technique indicates great potential for effectively managing information. This research seeks to answer the questions of whether software agents can provide the Company with solutions to the knowledge management issues identified in this inquiry and whether they can also be used elsewhere within the organisation to improve other aspects of the business. The research analysis shows that software agents offer a wide applicability across the Company; can be created with relative ease and can provide benefits by improving the effectiveness and efficiency of processes. Findings also provided valuable insight into human-computer-interface design and usability aspects of software agent applications. The research deals with these questions using action research in order to develop a collaborative change mechanism within the Company and a practical applicability of the research findings in situ. Using a pluralistic methodology the findings provide a combination of the subjective and objective views intermittently within the research cycles thereby giving the researchera more holistic view of this research. Little attention has been paid to integrating software agent technologies into the knowledge management processes.This research proposes a software agent application that incorporates: (1) Co-ordination of software agents for information retrieval to manage information gathering, filtering, and dissemination; (2) To promote effective interpretation of information and more efficient processes;(3) Building accurate search profiles weighted on pre-defined criteria; (4) Integrating and organising a Company resource management knowledge-base; (5) Ensuring that the right information gets to the right personnel at the right time; and (6) So the Company can effectively assign the right experts to the right roles within the Company
