Joint Learning Update
Over the past three years, the Joint Learning Network for Universal Health Coverage (JLN) has become a well-established practitioner-to-practitioner network of countries at the forefront of the global movement toward universal health coverage (UHC) . Now that the JLN has been active for a few years, many involved in the JLN felt that it was an appropriate time to assess what has been achieved to date and develop a roadmap for the future.In December 2012, the Rockefeller Foundation engaged Pact, an independent NGO that specializes in community engagement and networks, to conduct an independent strategic review of the JLN's value proposition, mechanisms for engaging members, and decision-making structures. Pact sampled each stakeholder group in the JLN by administering an online member survey and conducting a series of in-person interviews to gather perspectives from across the community and gain a deeper understanding of how each group contributes to the JLN's goals.One hundred and four JLN members -- a 45 percent response rate -- responded to the member survey and 27 stakeholders participated in semi-structured interviews. The results provided useful information about JLN members and how they are applying knowledge acquired through network activities in their own context
Collaborative method to maintain business process models updated
Business process models are often forgotten after their creation and its representation is not usually updated. This appears to be negative as processes evolve over time. This paper discusses the issue of business process models maintenance through the definition of a collaborative method that creates interaction contexts enabling business actors to discuss about business processes, sharing business knowledge. The collaboration method extends the discussion about existing process representations to all stakeholders promoting their update. This collaborative method contributes to improve business process models, allowing updates based in change proposals and discussions, using a groupware tool that was developed. Four case studies were developed in real organizational environment. We came to the conclusion that the defined method and the developed tool can help organizations to maintain a business process model updated based on the inputs and consequent discussions taken by the organizational actors who participate in the processes.info:eu-repo/semantics/publishedVersio
The Role of Group Learning in Implementation of a Personnel Management System in a Hospital
A new HR system was introduced in a Dutch hospital. The system implied collaborative work among its users. The project planning seemed to be reasonably straightforward: the system's introduction was intended to take place gradually, including pilots in different departments and appropriate feedback. After some time, the system was successfully adopted by one group of users, but failed with another. We conceptualize the implementation process of groupware as group learning to frame the adoption of the system, and analyze the qualitative data collected during the longitudinal case study. We found that in the user group with strong group learning, adoption of the system occurred effectively and on time. In another user group with rather weak group learning, the use of the system was blocked after a short time. The results provided a first confirmation of our assumption about the importance of group learning processes in the implementation of groupware

Building Networks of Practice
{Excerpt} Extensive media coverage of applications such as FaceBook, MySpace, and LinkedIn suggests that networks are a new phenomenon. They are not: the first network was born the day people decided to create organizational structures to serve common interests—that is, at the dawn of mankind. However, the last 10–20 years have witnessed rapid intensification and evolution of networking activities, driven of course by information and communication technologies as well as globalization. These make it possible for individuals to exchange data, information, and knowledge; work collaboratively; and share their views much more quickly and widely than ever before. Thus, less and less of an organization’s knowledge resides within its formal boundaries or communities of practice.
Knowledge cannot be separated from the networks that create, use, and transform it. In parallel, networks now play significant roles in how individuals, groups, organizations, and related systems operate. They will be even more important tomorrow. Since we can no longer assume that closely knit groups are the building blocks of human activity—or treat these as discrete units of analysis—we need to recognize and interface with less-bounded organizations, from non-local communities to links among websites. We should make certain that knowledge harvested in the external environment is integrated with what exists within, especially in dynamic fields where innovation stems from inter-organizational knowledge sharing and learning. Therefore, the structure and composition of nodes and ties, and how these affect norms and determine usefulness, must become key concerns. This makes the study of networks of practice a prime interest for both researchers and practitioners
Specifications and Development of Interoperability Solution dedicated to Multiple Expertise Collaboration in a Design Framework
This paper describes the specifications of an interoperability platform based on the PPO (Product Process Organization) model developed by the French community IPPOP in the context of collaborative and innovative design. By using PPO model as a reference, this work aims to connect together heterogonous tools used by experts easing data and information exchanges. After underlining the growing needs of collaborative design process, this paper focuses on interoperability concept by describing current solutions and their limits. Then a solution based on the flexibility of the PPO model adapted to the philosophy of interoperability is proposed. To illustrate these concepts, several examples are more particularly described (robustness analysis, CAD and Product Lifecycle Management systems connections)

Police Knowledge Exchange: Summary Report
[Executive Summary]
This report draws on research commissioned by the Association of Police and Crime Commissioners (APCC), the National Police Chiefs Council (NPCC) and the Home Office to investigate cultural aspects of knowledge sharing across the police service. The research reviews literature and police perceptions to identify the enablers and barriers to effective knowledge exchange and sharing within and between police forces and police partners, including the public. Data were collected from 11 police forces; 42 in-depth interviews/focus groups and 47 survey responses. The literature-guided analysis identified four core research themes: who, why, what and how we share. Detailed findings are presented in the full report; this summary report presents the core research findings. Recommendations from this study will inform the next phase of activity for the Board.
The research identified that cross-force, cross-organisation, national and international sharing relies on a culture supporting individuals who have an independent and reflective sharing approach.
A key enabler to police sharing is that, regardless of police rank and role, they all have a strong collaborative nature, through a deep motivation to share, that benefits the wider social community. This collaborative nature is driven by processes that reveal reciprocal benefit and safe sharing, as well as how to effectively ‘get the job done’ and foster professional learning.
A key barrier to police sharing is a strong hierarchical culture that does not encourage the independent nature of sharing. Whilst police officers and staff act independently within the confines of their prescribed roles, they rarely independently share beyond this. This hierarchical culture
means that innovations in sharing are often initiated or approved top-down and tied to leadership. Hierarchical structures are seen to support a competitive culture combining concepts of risk aversion and blame. The
hierarchical culture is also perceived as providing poor clarity on what is of value to share and how to effectively share.
There are two key recommendations to overcome this barrier: one long-term and one short-term.
Long-term: ‘Become independent sharers’ by changing the nature and culture of the police to encourage this independent nature, so that specific sharing barriers are effectively solved by individuals. Professionalising the police and working collaboratively with academia are steps towards this long-term goal.
Short-term: ‘Guide and authorise independent sharing’ by using the hierarchy to scaffold/support and direct police towards effective and approved sharing approaches. This will show the police, through the hierarchy, how and why this independent sharing nature is safe, effective and valued
