    Innovate and prosper: ensuring Australia's future competitiveness through university-industry collaboration

    Executive summary The continuation of Australia’s economic growth is under threat. In order to sustain the levels of prosperity we have previously experienced, we have to build on our competitive edge in key industries to remain globally competitive. Alongside these developments, Australia’s higher education system is under increased pressure to become more productive and develop courses that address employability. Innovation represents the most reliable and sustainable solution to transition into a high value, high wage economy. Yet Australia ranks 29th out of 30 in the Organisation for Economic Co-operation and Development (OECD) in terms of the proportion of large businesses and small to medium enterprises (SMEs) collaborating with higher education and public research institutions on innovation.   This report acts as the next level of detail to publications such as the Department of Industry’s Boosting the Commercial Returns from Research report and the Business Council of Australia’s Building Australia’s Comparative Advantages, which have highlighted Australia’s poor performance in collaborative innovation. We present five recommendations that are a call to action to universities, industry and Government to take the necessary steps to build an innovation economy. They are not a call for additional funding from Government, rather a more effective way of using our existing resources. PricewaterhouseCoopers (PwC) have engaged with leading figures from industry, including the Australian Industry Group (Ai Group), and partnered with the ATN to develop this five point action plan for Government, the university sector and industry 5 that will provide incentives and impetus for collaboration. Our recommendations include: Rebalance the national research agenda to underpin Australia\u27s economy and future prosperity Create incentives for university-industry collaboration Train researchers for diverse careers Enhance career mobility between industry, academia and government Provide incentives for co-investment in research infrastructure between universities, industry and state and federal government Each recommendation contains a number of practical strategies for consideration by Government, universities and industry. The hope is that the report will encourage dialogue between the three groups and prompt bold policy changes in the coming 12 months and beyond. &nbsp

    Naval Integration into Joint Data Strategies and Architectures in JADC2

    NPS NRP Technical ReportAs Joint capabilities mature and shape into the Joint All Domain C2 Concept, Services, COCOMs and Coalition Partners will need to invest into efforts that would seamlessly integrate into Joint capabilities. The objective for the Navy is to study the options for Navy, including Naval Special Warfare Command under SOCOM, on how to integrate Navy's data strategy and architecture under the unifying JADC2 umbrella. The other objectives are to explore alternatives considered by the SOCOM and the Air Force, which are responsible for JADC2 Information Advantage and Digital Mission Command & Control. A major purpose of Joint, Services/COCOMs, agencies and Coalition Partners capabilities is to provide shared core of integrated canonical services for data, information, and knowledge with representations for vertical interoperability across all command levels and JADC2, lateral interoperability between Naval Service/COCOMs, and any combination of JADC2 constituents, agencies, and coalition partners. Our research plan is to explore available data strategy options by leveraging previous NRP work (NPS-20-N313-A). We will participate in emerging data strategy by Navy JADC2 project Overmatch. By working with MITRE our team will explore Air Force JADC2 data strategy implemented in ABMS DataOne component. Our goal is to find a seamless integration between Naval Data Strategy and data strategies behind JADC2 Information Advantage and Digital Mission Command & Control capabilities. Our plan includes studying Service-to-Service and Service-to-COCOM interoperability options required for Joint operations with a goal to minimize OODA's loop latency across sensing, situation discovery & monitoring, and knowledge understanding-for-planning, deciding, and acting. Our team realizes JADC2 requires virtual model allowing interoperability between subordinate C2 for services, agencies, and partner. Without such flexible 'joint' intersection organizational principal hierarchical structure it would be impossible to define necessary temporal and spatial fidelities for each level of organizational command required for implanting JADC2. Research deliverables will document the results of the exploration of Joint, COCOM, Agency and Partner Data Strategies approaches as JADC2 interoperability options to the emerging JADC2.     Mysterious attacks on the human brain have begun plaguing U.S. diplomats and officials with increasing frequency, ranging from overseas diplomatic outposts to right here in the United States. Known in the media as Havana Syndrome, these attacks appear to be signaling a new form of warfare—one that is focused on enhancing, targeting, and weaponizing the human brain—neurowarfare. Indeed, the human brain is at the center of a biotechnological revolution currently underway. At the same time, great power competition has returned to the forefront of international relations, as China and Russia seek to contest America’s global leadership. In an increasingly globalized and interconnected world, this contest is ultimately a battle of ideas and influence, with more value placed on information and non-lethal means to manipulate and control both adversaries and domestic populations alike. The battle for influence begins and ends in the human mind, where reality is perceived. The implications of these developments point to both a new form and domain of warfare centering on the human brain.
