    Bringing Anglo-governmentality into public management scholarship : the case of evidence-based medicine in UK health care

    The field of public administration and management exhibits a limited number of favored themes and theories, including influential New Public Management and Network Governance accounts of contemporary government. Can additional social science–based perspectives enrich its theoretical base, in particular, analyzing a long-term shift to indirect governance evident in the field? We suggest that a variant of Foucauldian analysis is helpful, namely “Anglo-governmentality.” Having reviewed the literatures, we apply this Anglo-governmentality perspective to two case studies of “post hierarchical” UK health care settings: first, the National Institute for Health and Clinical Excellence (NICE), responsible for producing evidence-based guidelines nationally, and the second, a local network tasked with enacting such guidelines into practice. Compared with the Network Governance narrative, the Anglo-governmentality perspective distinctively highlights (a) a power–knowledge nexus giving strong technical advice; (b) pervasive grey sciences, which produce such evidence-based guidelines; (c) the “subjectification” of local governing agents, herein analyzed using Foucauldian concepts of the “technology of the self” and “pastoral power”; and (d) the continuing indirect steering role of the advanced neoliberal health care State. We add to Anglo-governmentality literature by highlighting hybrid “grey sciences,” which include clinical elements and energetic self-directed clinical–managerial hybrids as local governing agents. These findings suggest that the State and segments of the medical profession form a loose ensemble and that professionals retain scope for colonizing these new arenas. We finally suggest that Anglo-governmentality theory warrants further exploration within knowledge-based public organizations

    The concepts of asset co-specialization and dynamic capabilities have been instrumental in furthering the organization and strategy scholarship agenda, but have so far had limited impact to the theory of the MNE and FDI. In addition, the role of entrepreneurial management in orchestrating system-wide value creation through market and eco-system creation and co-creation, in order to advance private appropriation, has been all but ignored. We claim that these ideas can help explicate the nature of the MNE in the knowledge-based, semi-globalized economy.     From performance management to managing performance : An embedded case study of the drivers of individual- and group-based performance in a call center context

    Managing performance is critical for realizing certain economic benefits when managing customer relations in call centers. However, prior call center research is fragmented and under-analyzed, which contributes to a limited understanding of the underlying elements for performance and complexities in managing individual- and group-based performance in call centers. The purpose of this thesis is to further our knowledge of how to manage performance in call centers.The findings from this qualitative study of four embedded cases in a Swedish company operating in the utilities sector provide empirical evidence of how call center agents and management manage performance. I propose that coping and the effects of coping strategies on performance constitute the primary link between contextual, control-based, cultural elements and performance outcomes. I found that call center agents handled their lack of knowledge of how to effectively solve (or not solve) a perceived problem by adopting various coping strategies. Such strategies were influenced by the amount of experienced coping over time and supported by dysfunctional prevailing performance-management systems. These coping strategies determined individual- and group-based performance in this call center setting.Based upon these findings, I suggest a more proactive role for middle managers in handling the underlying causes of these coping strategies, rather than their consequences, in terms of performance impacts. I also propose suggestions to management for handling internal challenges generated by a dysfunctional performance-management system in these call centers. I also provide additional managerial guidelines for managing customer relations and performance in call centers, such as how to align call center operations with company vision

    Production Networks Linkages, Innovation Processes and Social Management Technologies. A Methodological Approach Applied to the Volkswagen case in Argentina

    The purpose of this paper -as a part of a wider research project - is to analyze the concept of production network from a methodological and theoretical viewpoint based on a three-plane perspective. These dimensions are the linkages among agents, the innovation activities, and the social management technology, including work process organization and the social agreement generation model in force. It is an experimentally methodological approach that tries to go from a theoretical conceptualization of the phenomenon to its empirical evaluation. The questions guiding this research are as follows: What are the variables and dimensions to be observed in the analysis of a group of interconnected firms in order to define a production network? Is it a unique definition or, on the contrary, does it involve a range of alternatives? What are the externalities generated by the agents who belong to one network? What is the relationship between the network’s firms’ technological behavior and their organizational counterpart? How are learning processes in the business firms linked to their own training systems? Has the social management technology some differential role in the learning process and in the development of skills? How do knowledge transmission processes manifest themselves within the “network”? What indicators are useful for the empirical identification of the different means of manifestation of the network according to the theoretical viewpoint adopted? How can those indicators be articulated in order to elaborate typologies intended for the identification of “hybrid” models? How can a complex indicator be built in order to show the different levels of circulation of intangible assets, development of learning processes and work process organization? In the first section, the conceptualization of the production “network” used in this paper is discussed. In the second section, most relevant variables and indicators are presented in order to feature the business firms and the network in terms of: a) type, quantity and quality of tangible and intangible exchanges among the agents; b) innovative capacity and learning; c) social management technology. Then we elaborate a typology of networks based on the consideration of the previous parameters. Lastly, in the fourth section, we discuss how the three dimensions interact in the case of Volkswagen and his forty main local suppliers.Innovation, production process, case study

    Knowledge-based process management – an approach to handling adaptive workflow

    In recent years, many organisations have found enterprise modelling, especially business process modelling, to be an effective tool for managing organisational change. The application of business processing modelling has brought benefits to many organisations, but the models developed tend to be used for reference during business operations and re-engineering activities; they rarely play an active role in supporting the day-to-day execution of the processes. While workflow management systems are widely used for the streamlined management of "administrative" business processes, current systems are unable to cope with the more dynamic situations encountered in ad-hoc and collaborative processes [1]. A system that supports complex and dynamically changing processes is required. There is increasing interest in making workflow systems more adaptive [8][20] and using knowledge-based techniques to provide more flexible process management support than is possible Published in Knowledge-based Systems, Vol 16, 2003, pp149-160 Page 2 using current workflow systems [4][21]. This paper describes the results of a collaborative project between Loughborough University and the University of Edinburgh. ICI and Unilever were industrial partners on the project, providing real business requirements in the application domain. The project investigated the use of ontologies, agents and knowledge based planning techniques to provide support for adaptive workflow or flexible workflow management, especially in the area of new product development within the chemical industries

    Local Knowledge and Natural Resource Management in a Peasant Farming Community Facing Rapid Change: A Critical Examination

    Environmental degradation is a major global problem, and addressing it is a key Millennium Development Goal. Its impacts are not just environmental (e.g., species loss), but also economic (e.g., reduced agricultural productivity), with degradation increasingly cited as a key cause of rural poverty in the developing world. The degradation literature typically emphasises common property or 'open access' natural resources, and how perverse incentives or missing institutions lead optimising private actors to degrade them. By contrast, the present paper considers degradation occurring on private farms in peasant communities. This is a critical yet delicate issue, given the poverty of such areas and questions about the role of farmers in either degrading or regenerating rural lands The paper examines natural resource management by peasant farmers in rural Tanzania. Its key concern is how the local knowledge informing farmers' management decisions adapts to challenges associated with environmental degradation and market liberalisation. Given their poverty, this question could have direct implications for the capacity of households to successfully meet their livelihood needs. Based on fresh empirical data, the paper finds that differential farmer knowledge helps explain the large differences in how households and communities respond to the degradation challenge. The implication is that some farmers adapt more effectively to emerging challenges than others, despite all being rational, optimising agents who follow the management strategies they deem best. The paper thus provides a critique of local knowledge, implying that some farmers experience adaptation slippages while others race ahead with effective adaptations. The paper speaks to the chronic poverty that plagues many rural communities in the developing world. Specifically, it helps explain the failure of proven 'sustainable agriculture' technologies to disseminate readily beyond an initial group of early innovators, and suggests a means to help 'scale up' local successes. Its key policy implication is to inform improved capacity building for peasant communities.

    Analyzing requirements of knowledge management systems with the support of agent organizations

    Knowledge Management (KM) is considered by many organizations a key aspect in sustaining competitive advantage. Designing appropriate KM processes and enabling technology face considerable risks, as they must be shaped to respond to specific needs of the organizational environment. Thus, many systems are abandoned or fall into disuse because of inadequate understanding of the organizational context. This motivates current research, which tends to propose agent organizations as a useful paradigm for KM systems engineering. Following these approaches, organizations are analyzed as collective systems, composed of several agents, each of them autonomously producing and managing their own local data according to their own logic, needs, and interpretative schema, i.e. their goals and beliefs. These agents interact and coordinate for goal achievement defining a coherent local knowledge system. This paper presents a novel methodology for analyzing the requirements of a KM system based on an iterative workflow where a pivotal role is played by agent-oriented modeling. Within this approach, the needs for KM systems are traced back to the organization stakeholders’ goals. A case study is used to illustrate the methodology. The relationship of this work with current studies in agent organizations and organizational knowledge management is also discussed. Differently from other works, this methodology aims at offering a practical guideline to the analyst, pointing out the appropriate abstractions to be used in the different phases of the analysis

    Integration of cooperation for development in Survey Engineering curricula at the European Higher Education Area (EHEA) framework

    Survey Engineering curricula involves the integration of many formal disciplines at a high level of proficiency. The Escuela de Ingenieros en Topografía, Cartografía y Geodesia at Universidad Politécnica de Madrid (Survey Engineering) has developed an intense and deep teaching on so-called Applied Land Sciences and Technologies or Land Engineering. However, new approaches are encouraged by the European Higher Education Area (EHEA). This fact requires a review of traditional teaching and methods. Furthermore, the new globalization and international approach gives new ways to this discipline to teach and learn about how to bridge gap between cultures and regions. This work is based in two main needs. On one hand, it is based on integration of basic knowledge and disciplines involved in typical Survey Engineering within Land Management. On the other, there is an urgent need to consider territory on a social and ethical basis, as far as a part of the society, culture, idiosyncrasy or economy. The integration of appropriate knowledge of the Land Management is typically dominated by civil engineers and urban planners. It would be very possible to integrate Survey Engineering and Cooperation for Development in the framework of Land Management disciplines. Cooperation for Development is a concept that has changed since beginning of its use until now. Development projects leave an impact on society in response to their beneficiaries and are directed towards self-sustainability. Furthermore, it is the true bridge to reduce gap between societies when differences are immeasurable. The concept of development has also been changing and nowadays it is not a purely economic concept. Education, science and technology are increasingly taking a larger role in what is meant by development. Moreover, it is commonly accepted that Universities should transfer knowledge to society, and the transfer of knowledge should be open to countries most in need for developing. If the importance of the country development is given by education, science and technology, knowledge transfer would be one of the most clear of ways of Cooperation for Development. Therefore, university cooperation is one of the most powerful tools to achieve it, placing universities as agents of development. In Spain, the role of universities as agents of development and cooperation has been largely strengthened. All about this work deals to how to implement both Cooperation for Development and Land Management within Survey Engineering at the EHEA framework
