    Knowledge management strategy in Malaysia

    A study on Knowledge Management (KM) initiatives was conducted on a sample of various categories of organization in Malaysia.The categories were companies listed in the Kuala Lumpur Stock Exchange (300 of a total of 500 companies), government Ministries and Departments (30), educational institutions (80), small and medium size industries (100), the electronic industries (150) and government-owned agencies (10).About 303 questionnaires were returned and the preliminary findings showed nearly half of the respondents were reporting that they already established formal knowledge management initiatives in their respective organizations.This was evident amongst organizations in the education sector, government own organizations and government departments and/or agencies.Nonetheless, the findings also showed that the Malaysian private sector was slowly catching up to meet the challenges of the competitive business environment

    proceedings of IV International Conference on Multimedia and Information & Communication Technologies in Education, m-ICTE2006, Sevilla, Spain, November 22-25, 2006The recent publication of the European and Spanish interoperability frameworks implies that public organizations should start a change management process in order to adapt their technologies and procedures to the new standard as a way to guarantee information interoperability across e-government services.The main justification for this research is to disseminate the interoperability standards among Spanish public organizations and to provide methodological and technical guidelines to facilitate the adaptation process, and to foster the usage of new techniques and procedures for information integration and management. The aim of the research consists of identifying the essential aspects to take into consideration to guarantee the information and knowledge interoperability in e-government services. In this context good practices in information interoperability are taken into account and three basic approaches are identified: (1)Information and knowledge management: mark-up languages, open software and formats, and electronic document processing; (2) Metadata for knowledge representation in electronic resources; and (3) Web accessibility to improve access for all.Publicad

    The study examines the relationship between IQ, EQ, SQ competencies and job performance among the knowledge workers of the professional and support groups in the leading Electronic Government pilot project agencies namely the Prime Minister Department, Public Service Department, Road Transport Department and the Treasury Department at Putrajaya. It also examines the moderating effects of organizational structure, organizational culture and management style between the relationship of IQ, EQ, SQ competencies and job performance. The study sample consists of 387 civil servants comprising of 192 knowledge workers of the professional category and 195 knowledge workers of the support category from the Electronic Government pilot projects agencies. Ten dimensions of the employee competency are three IQ competencies: computer software knowledge, knowledge management and IT application; four EQ competencies: self awareness, self management, social awareness and relationship management; and three SQ competencies: spiritual building, giving the meaning of life and personal values. The bivariate analysis using the Pearson correlation method indicates that all the IQ, EQ and SQ competencies are positively correlated with job performance except the IQ competency of computer software knowledge among the professional category. Nevertheless all IQ, EQ and SQ competencies which are positively correlated, are significant except IQ competency of IT application of the support category. The correlation values of the EQ competencies are higher than the correlation values of the IQ competencies. This finding suggests that EQ competencies have stronger relationship with job performance than the IQ competencies. This finding is consistent and supports the previous research. However, this research provides new empirical finding where the correlation values of SQ competencies are higher than the correlation values of the IQ competencies. Multivariate regression results show that the IQ, EQ and SQ competencies collectively contribute to 41.5 per cent variation in job performance among professional category and 43.1 per cent variation in job performance among the support category. On the other hand, the stepwise regression results show that there are five critical competencies affecting job performance among the professional category. These competencies consist of three EQ competencies: relationship management, self-awareness and social awareness; and two IQ competencies; relationship management and computer software knowledge which collectively contribute 40.8 per cent variation in job performance. For the support category, the stepwise regression results also highlight five critical competencies affecting job performance, that is, two EQ competencies: relationship management and self-awareness; two IQ competencies: information management and IT application, and one SQ competency: giving the meaning of life. These competencies collectively contribute 41.5 per cent variation in job performance. This empirical result indicate that there exists a marked difference between the competencies of the professional and the support groups. For the professional group, the computer software knowledge and social awareness competency significantly influence job performance. On the other hand, the competencies of giving the meaning of life and self awareness significantly influence job performance among the support group. However, relationship management, information management and self-awareness competencies significantly influence both groups’ job performance. The hierarchical regression analysis results show that organizational structure, organizational culture and management style do not significantly influence the relationship between IQ, EQ and SQ competencies and job performance for both categories in Electronic Government agencies in Malaysia While previous studies only cover the impact of IQ and EQ on job performance, this study offers an original contribution to knowledge, that is, high level of competencies in IQ, EQ and SQ collectively should be present in order to achieve high job performance among civil servants in Electronic government agencies. In view of the changes in competencies of the Electronic Government work environment, organizational factors such as organizational structure, organizational culture and management style ought to undergo both behavioural and structural reforms to be in line with the development in competency needs to assist civil servants producing excellent job performance

    A managerial framework for an electronic government procurement project: complex software projects management fundamentals

    An Electronic Government Procurement (e-GP) project, as most of complex software systems development and implantation, requires sophisticated and strong managerial concepts and skills. So, an effective and consistent managerial framework is needed. Traditional project management models, that propose a series of good practices and tools, must be extended, modified and improved to face, as an example, Electronic Government (e-Government) applications. These additional capabilities are very important in the environment of e-GP projects. This paper describes a specific managerial framework adopted to face an e-GP project, at an argentine province level, with Inter American Development Bank supervision and finance support.     The aim of this paper is to investigate the perception, knowledge and attitude of the households towards electrical and electronic equipment waste (e-waste) management in Duhok city, Iraq. It also tried to identify current e-waste management practiced by households in Duhok. It has been found in this study that much of the electrical and electronic equipment was updated within two thirds of their designed lifetime. Most of the respondents informed that they just threw their e-waste to the waste bin. It can be concluded that all stakeholders of e-waste management, from the government and nongovernmental sectors should consider shifting the management options towards the top of the waste management hierarchy (prevention and waste minimization) by substituting the hazardous materials in e-waste and encouraging redesign of equipment for a better control of the negative impacts of e-waste

    THE INTELLECTUAL STRUCTURE OF ELECTRONIC RECORDS MANAGEMENT

    A number of countries have launched projects with a particular emphasis on using information technologies (IT) to provide electronic information and services to citizens and businesses. Through various IT, tremendous amount of electronic records in government agencies are created. These records and archives are the basis of knowledge management. Electronic records management (ERM) is a fast growing field throughout the last decades. Theoretical foundations for ERM have remained obscure from the research community. To map the intellectual structure of ERM research, this study identifies the high-impact articles as well as the correlations among these scholar publications. In this study, co-citation, co-word, association rule and cluster analysis techniques are used to investigate the intellectual pillars of the ERM literature. This study exposes researchers to a new way of profiling knowledge networks and their relationships the area of ERM, thereby helping academia and practitioners better understand contemporary studies. The results of the mapping can help identify the research direction of ERM research, provide a valuable tool for researchers to access ERM literature, and acts as an exemplary model for future researches

    Electronic Tax Property (E-PBB) is application which uses to conduct the management tax property sector rural and urban areas in Lamongan. PBB-P2 management through the application of E-PBB consisting of data collection, judgment, determination, billing, payment and one door service. The implementation of E-PBB in Lamongan was already carried out well, but there needs to be active cooperation from tax payers to help tax management by using E-PBB. Participation tax payers in the management of PBB-P2 consisting of the delivery of notification letters of tax object (SPOP) and the payment of PBB-P2. E-PBB is one part of the implementation of e-government program has already been held by Lamongan. E-Government is public service provided to the public through the use of technology and information in order to increase the quality of public services. There are 8 element success of the project e-government, political environment, leadership, planning, stakeholders, transparency, budgets, technology and innovation. E-PBB have met 8 elements success e-government project, but there were 1 element is not yet optimal, the element is stakeholder.
