    Exploring Knowledge Engineering Strategies in Designing and Modelling a Road Traffic Accident Management Domain

    Formulating knowledge for use in AI Planning engines is currently something of an ad-hoc process, where the skills of knowledge engineers and the tools they use may significantly influence the quality of the resulting planning application. There is little in the way of guidelines or standard procedures, however, for knowledge engineers to use when formulating knowledge into planning domain languages such as PDDL. This paper seeks to investigate this process using as a case study a road traffic accident management domain. Managing road accidents requires systematic, sound planning and coordination of resources to improve outcomes for accident victims. We have derived a set of requirements in consultation with stakeholders for the resource coordination part of managing accidents. We evaluate two separate knowledge engineering strategies for encoding the resulting planning domain from the set of requirements: (a) the traditional method of PDDL experts and text editor, and (b) a leading planning GUI with built in UML modelling tools. These strategies are evaluated using process and product metrics, where the domain model (the product) was tested extensively with a range of planning engines. The results give insights into the strengths and weaknesses of the approaches, highlight lessons learned regarding knowledge encoding, and point to important lines of research for knowledge engineering for planning

    Marine Resources Management in the Context of Customary Tenure

    Although customary marine tenure (CMT) systems for the management of local marine resources occur throughout the world, compared with other models of fisheries management they remain relatively little known. The Pacific Basin is especially rich in CMT systems, which play key roles in overall social, economic and cultural life of societies. Based on a Solomon Island example, we examine the organizational principles and potentials of CMT systems to provide sustainable yields and equitable access to resources, their resilience to external pressures, and mechanisms for ensuring local autonomy in resource control. Next we demonstrate that CMT systems are an expression of traditional ecological knowledge, and show the importance of such knowledge to scientific research and the planning of resource management.     Water resources management in a homogenizing world: Averting the Growth and Underinvestment trajectory

    Biotic homogenization, a de facto symptom of a global biodiversity crisis, underscores the urgency of reforming water resources management to focus on the health and viability of ecosystems. Global population and economic growth, coupled with inadequate investment in maintenance of ecological systems, threaten to degrade environmental integrity and ecosystem services that support the global socioeconomic system, indicative of a system governed by the Growth and Underinvestment (G&U) archetype. Water resources management is linked to biotic homogenization and degradation of system integrity through alteration of water systems, ecosystem dynamics, and composition of the biota. Consistent with the G&U archetype, water resources planning primarily treats ecological considerations as exogenous constraints rather than integral, dynamic, and responsive parts of the system. It is essential that the ecological considerations be made objectives of water resources development plans to facilitate the analysis of feedbacks and potential trade-offs between socioeconomic gains and ecological losses. We call for expediting a shift to ecosystem-based management of water resources, which requires a better understanding of the dynamics and links between water resources management actions, ecological side-effects, and associated long-term ramifications for sustainability. To address existing knowledge gaps, models that include dynamics and estimated thresholds for regime shifts or ecosystem degradation need to be developed. Policy levers for implementation of ecosystem-based water resources management include shifting away from growth-oriented supply management, better demand management, increased public awareness, and institutional reform that promotes adaptive and transdisciplinary management approaches

The results of a company are in proportion with the knowledge and talent of the people on its payroll. Human talent and knowledge can be utilized to the greatest extent in case management is able to motivate employees to meet not only the necessary requirements but also to achieve the highest possible results. Human resources management consists of several fields of activities, among which the following are the most important: analysis, planning and assessment of the scope of activities, human resources planning, workforce supply, performance assessment, motivation, developing human resources, labour relations, labour safety, HEM information system. Our studies cover a few fields within human resources management. Our research has been carried out at organizations in Hajdú-Bihar County. The study is based on questionnaires, which have been processed by computers and evaluated using statistical methods

    This paper reviews the reconstruction efforts in Sri Lanka to ascertain the efficiency of post-disaster reconstruction through identifying the barriers. Even though the immediate humanitarian relief found to be more effective, long-term reconstruction was ineffective due to lack of funding, lack of knowledge to support local community, institutional constraints, and absence of coordinated management. It suggests that the reliance upon the knowledge, skills, capacities and resources of local people together with effective planning can lead the reconstruction process towards the success

    Planning research and educational partnerships with Indigenous communities : practice, realities and lessons

    Increasingly planning practice and research are having to engage with Indigenous communities in Australia to empower and position their knowledge in planning strategies and arguments. But also to act as articulators of their cultural knowledge, landscape aspirations and responsibilities and the need to ensure that they are directly consulted in projects that impact upon their &lsquo;country&rsquo; generally and specifically. This need has changed rapidly over the last 25 years because of land title claim legal precedents, state and Commonwealth legislative changes, and policy shifts to address reconciliation and the consequences of the fore-going precedents and enactments. While planning instruments and their policies have shifted, as well as research grant expectations and obligations, many of these Western protocols do not recognise and sympathetically deal with the cultural and practical realities of Indigenous community management dynamics, consultation practices and procedures, and cultural events much of which are placing considerable strain upon communities who do not have the human and financial resources to manage, respond, co-operate and inform in the same manner expected of non-Indigenous communities in Australia. This paper reviews several planning formal research, contract research and educational engagements and case studies between the authors and various Indigenous communities, and highlights key issues, myths and flaws in the way Western planning and research expectations are imposed upon Indigenous communities that often thwart the quality and uncertainty of planning outcomes for which the clients, research agencies, and government entities were seeking to create.<br /

    Towards a climate change adaptation strategy for national parks: Adaptive management pathways under dynamic risk

    © 2018 Elsevier Ltd Government seeks to manage public protected areas, such as national parks, to conserve high-quality wildlife habitats and provide essential ecosystems services at risk of permanent damage or extinction from climate change. The complexity of the organizational structure required to deliver this breadth of functions, coupled to uncertainty surrounding the onset and severity of climate impacts at local scale, impedes planning for climate change. This paper describes the development of an adaptation planning tool and its application in a pilot planning process for the National Parks and Wildlife Service, the agency of the New South Wales (NSW) Government (Australia) responsible for management of national parks and public conservation reserves. The process involved close engagement in knowledge co-production in participatory workshops, and employed two complementary techniques, adaptive pathways and risk assessment. It successfully elicited tacit knowledge of agency staff about the range of interventions available, the need for management practices to evolve, and of discontinuities in management pathways in a dynamic risk environment. Findings suggest that management effort across the NSW reserve system will increase as climate risk rises. Consequently, government will need to respond to increased demand for resources, for better targeting of those resources, and for management innovation in how resources are deployed to support adaptation that is both anticipatory and transformative
