    Policy reform, economic growth, and the digital divide - an econometric analysis

    Rapid growth of Internet use in high-income economies, has raised the specter of a"digital divide"that will marginalize developing countries, because they can neither afford Internet access, nor use it effectively when it is available. Using a new cross-country data set, the authors investigate two proximate determinants of the digital divide: Internet intensity (Internet subscriptions per telephones mainline), and access to telecom services. Surprisingly, they find no gap in Internet intensity. When differences in urbanization, and competition policy are controlled for, low-income countries have intensities as high as those of industrial countries. While income does not seem to matter in this context, competition policy matters a great deal. Low-income countries with high World Bank ratings for competition policy, have significantly higher Internet intensities. The authors'findings on Internet intensity implies that the digital divide is not really new, but reflects a persistent gap in the availability of mainline telephones services. After identifying mobile telephones as a promising new platform for Internet access, they use panel data to study the determinants of mobile telephone diffusion during the past decade. Their results show that income explains part of the diffusion lag for poor countries, but they also highlight the critical role of policy. Developing countries whose policies promote economic growth, and private sector competition, have experienced much more rapid diffusion of mobile telephone services. Simulations based on the econometric results, suggest that feasible reforms could sharply narrow the digital divide during the next decade for many countries in Africa, Asia, and Latin America.     Towards A knowledge-Based Economy - Europe and Central Asia - Internet Development and Governance

    The diversity and socio-economic differentiation of the real world prevents the full-scale cultivation of Information and Communication Technologies (ICT) to the benefit of all. Furthermore, the lack of determination and political will in some countries and slowness of responses to new technological opportunities in some others are responsible for the creation of another social divide – a digital one. The above problems were fully acknowledged by the World Summit on the Information Society (WSIS). The Summit called for a joint international effort to overcome the digital divide between and within the United Nations Member States under the Digital Solidarity umbrella. This report was prepared as a follow-up to the Summit and represents a brief review of the status and trends in the area of ICT and Internet development in the UNECE region and provides background information on the state of the art in some relevant ICT subsectors in the Member States. The report focuses on the state of the Internet critical resources and, consequently, on the ICT and Internet penetration across countries and social groups. It also looks into existing Internet governance arrangements and makes some recommendations. The report contains three parts and conclusions. The first part, “Towards a Knowledge-based Economy: Progress Assessment”, highlights the situation in the region with regards to the digital divide, both between and within countries, and national strategies and actions aiming at overcoming barriers to accessing the Internet. The second part, “Internet Development: Current State of Critical Internet Resources in the UNECE Region”, concentrates on reviewing the physical Internet backbone, interconnection and connectivity within the Internet in the UNECE Member States. The third part, “Governing the Evolving Internet in the UNECE Region”, focuses on the issues of Internet Governance in the countries of the region, challenges faced by the countries and participation of key stakeholders in ICT and Internet policy formulation and implementation.     [Excerpt] The development of knowledge-based economies (KBEs) is both an imperative and an opportunity for developing Asia. It is an imperative to sustain high rates of growth in the future and an opportunity whereby emerging economies can draw from beneficial trending developments that may allow them to move faster to advance in global value chains and in position in world markets. Over the last quarter of a century, driven mostly by cheap labor, developing countries in Asia have seen unprecedented growth rates and contributions to the global economy. Sustaining Asia’s growth trajectory, however, requires developing economies to seek different approaches to economic growth and progress, especially if they aspire to move from the middle-income to the high-income level. KBE is an important platform that can enable them to sustain growth and even accelerate it. It is time for Asia to consolidate and accelerate its pace of growth. Asia is positioned in a unique moment in history with many advantages that can serve as a boost: to name a couple, an expanding middle of the pyramid—Asia is likely to hold 50% of the global middle class and 40% of the global consumer market by 2020; and the growing importance of intra-regional trade within Asia, increasing from 54% in 2001 to 58% in 2011.     A Critical Evaluation of Indian Government’s Strategies to bridge Digital Divide

    Emergence of Information and Communication Technology (ICT) has been a landmark for India. In one way, this sunshine sector has been instrumental in the economic growth of country and has glorified its image in the whole world but on the other end, it has also created a digital divide in our society. BBC's Jill McGivering reports that the IT revolution is only changing some lives in the world's largest democracy. (Bagla,2005) A small section of society is harnessing it fully for their advantage while the masses are even not aware of it. UNESCO report 1998 also stated that for the majority of the world’s population, telephones are a technology beyond reach; food, sanitation and literacy are more urgent needs. How can we reconcile major commitments of energy and funds to ICTs when more basic human needs remain unfulfilled? The conventional, even formulaic, answer to the alleged conflict between investment in ICTs and investment in meeting basic human needs is, "We need to do both. There is no contradiction between ICTs and other critical human and social goals." (Keniston, 2002) ICT sector has potential of reviving the hopes and fortunes of these deprived and hatred section of society. Application of ICT in the form of E-Governance possess the potential to bridge the gulf between the urban 'technology haves' and rural ‘have nots', within and among the countries. (Annan, 2002)

    Comprehending the Digital Disparities in Africa

    The digital divide has a significant impact on the ways in which information across Africa is developed, shared, and perceived. This opening chapter seeks to analyse the problems and opportunities associated with the ubiquitous digital revolution, providing a cross-disciplinary examination of digital disparities inhibiting social, political, and economic progress across Africa. It also attempts to conceptualise the digital divide in an African setting. It will introduce some of the main concepts associated with the digital divide and analyse them from an African perspective. The chapter also provides specific examples of how various countries in Africa are dealing with problems associated with the digital exclusion of their citizens.     Internet-based 'social sharing' as a new form of global production: The case of SETI@home

    Benkler ('Sharing Nicely', Yale Law Journal, 2004, Vol. 114, pp. 273-358) has argued that 'social sharing' via Internet-based distributed computing is a new, so far under-appreciated modality of economic production. This paper presents results from an empirical study of SETI@home (the Search for Extraterrestrial Intelligence), which is the classic example of such a computing project. The aim is to explain SETI@home participation and its intensity in a cross-country setting. The data are for a sample of 172 developed and developing countries for the years 2002-2004. The results indicate that SETI@home participation and its intensity can be explained largely by the degree of ICT access (proxied by the International Telecommunication Union's 'Digital Access Index'), as well as GDP per capita and dummy variables for major country groups. Some other variables, such as the Human Development Index, perform less well. Although SETI@home is a global phenomenon, it is never-the-less mostly concentrated in rich countries. However, there are indications of a slowly narrowing global SETI@home digital divide
