    A decade of Portuguese research in e-government: Evolution, current standing, and ways forward

    In this paper, we present an investigation of the Portuguese research on e-government. Bibliometric techniques are used to explore all the documents published by researchers affiliated to Portuguese institutions from 2005 to 2014 and listed in the Scopus® database. Research production, impact, source types, language used, subject areas, topics, scopes, methods, authors, institutions, networks, and international cooperation are analysed and discussed. We conclude that so that Portuguese research on e-government can evolve, more researchers should be involved, international cooperation should be developed, and more attention should be given to the study of the reasons behind the very good results of the country in the provision of e-government services, as measured by the international rankings. By establishing the evolution and current standing of e-government research in Portugal and exploring the ways forward, our conclusions may prove useful to e-government researchers, research managers, and research policy makers. © Copyright 2016 Inderscience Enterprises Ltd

    Knowledge-Based Techniques for Scholarly Data Access: Towards Automatic Curation

    Accessing up-to-date and quality scientific literature is a critical preliminary step in any research activity. Identifying relevant scholarly literature for the extents of a given task or application is, however a complex and time consuming activity. Despite the large number of tools developed over the years to support scholars in their literature surveying activity, such as Google Scholar, Microsoft Academic search, and others, the best way to access quality papers remains asking a domain expert who is actively involved in the field and knows research trends and directions. State of the art systems, in fact, either do not allow exploratory search activity, such as identifying the active research directions within a given topic, or do not offer proactive features, such as content recommendation, which are both critical to researchers. To overcome these limitations, we strongly advocate a paradigm shift in the development of scholarly data access tools: moving from traditional information retrieval and filtering tools towards automated agents able to make sense of the textual content of published papers and therefore monitor the state of the art. Building such a system is however a complex task that implies tackling non trivial problems in the fields of Natural Language Processing, Big Data Analysis, User Modelling, and Information Filtering.     A benefit-oriented framework for the decision-making process on the application of KMS in SME

    The result of the presented PhD project is an artifact providing the SME practitioner with the KinS conceptual framework including method support. Therefore concepts from KM and KMS are newly combined and validated applying the perceived benefit approach of the KMS Success Model. The KinS framework uses the demand for support as the starting point for the perceived benefit and analyzes it with regard to the support opportunities by knowledge services. With the help of the framework, the gap in the knowledge base can be addressed and benefit-orientation in the KMS support can be provided

    Évaluation et amélioration du rendement de la formation en entreprise : vers une démarche basée sur la gestion des processus d’affaires

    La formation est une stratégie clé pour le développement des compétences. Les entreprises continuent à investir dans la formation et le développement, mais elles possèdent rarement des données pour évaluer les résultats de cet investissement. La plupart des entreprises utilisent le modèle Kirkpatrick/Phillips pour évaluer la formation en entreprise. Cependant, il ressort de la littérature que les entreprises ont des difficultés à utiliser ce modèle. Les principales barrières sont la difficulté d’isoler l’apprentissage comme un facteur qui a une incidence sur les résultats, l’absence d’un système d’évaluation utile avec le système de gestion de l’apprentissage (Learning Management System - LMS) et le manque de données standardisées pour pouvoir comparer différentes fonctions d’apprentissage. Dans cette thèse, nous proposons un modèle (Analyse, Modélisation, Monitoring et Optimisation - AM2O) de gestion de projets de formation en entreprise, basée sur la gestion des processus d’affaires (Business Process Management - BPM). Un tel scénario suppose que les activités de formation en entreprise doivent être considérées comme des processus d’affaires. Notre modèle est inspiré de cette méthode (BPM), à travers la définition et le suivi des indicateurs de performance pour gérer les projets de formation dans les organisations. Elle est basée sur l’analyse et la modélisation des besoins de formation pour assurer l’alignement entre les activités de formation et les objectifs d’affaires de l’entreprise. Elle permet le suivi des projets de formation ainsi que le calcul des avantages tangibles et intangibles de la formation (sans coût supplémentaire). En outre, elle permet la production d’une classification des projets de formation en fonction de critères relatifs à l’entreprise. Ainsi, avec assez de données, notre approche peut être utilisée pour optimiser le rendement de la formation par une série de simulations utilisant des algorithmes d’apprentissage machine : régression logistique, réseau de neurones, co-apprentissage. Enfin, nous avons conçu un système informatique, Enterprise TRaining programs Evaluation and Optimization System - ETREOSys, pour la gestion des programmes de formation en entreprise et l’aide à la décision. ETREOSys est une plateforme Web utilisant des services en nuage (cloud services) et les bases de données NoSQL. A travers AM2O et ETREOSys nous résolvons les principaux problèmes liés à la gestion et l’évaluation de la formation en entreprise à savoir : la difficulté d’isoler les effets de la formation dans les résultats de l’entreprise et le manque de systèmes informatiques.Training is a key strategy to develop employees’ skills. Businesses continue to invest in training and development, but they rarely have data to evaluate the results of this investment. Most companies use the Kirkpatrick/Phillips model to evaluate the training. However, it emerges from the literature that companies have difficulties in using this model. There are three main barriers to the evaluation of training. The first barrier is the difficulty of isolating learning as a factor that affects the results. Another barrier is the lack of a useful assessment IT tool with the learning management system and the third barrier is the lack of standardized data to compare various learning functions. In this thesis, we propose a model to manage training projects in enterprises (Analysis, Modelling, Monitoring and Optimization - AM2O), based on Business Process Management (BPM). Such a scenario considers the training activities as business processes. Our model is inspired by the BPM method through the definition and monitoring of performance indicators for managing all aspects of training. It is based on the analysis and modeling of training needs to ensure alignment between training activities and business objectives. It allows the monitoring of training projects as well as the calculation of tangible and intangible benefits (without additional cost). In addition, it allows us to classify training projects according to criteria relative to the enterprise. Thus, our approach could be used to optimize the yield of the training through a series of simulations using the machine learning algorithms logistic regression, neural network and co-training. Finally, we develop an IT tool, Enterprise Training Programs Evaluation and Optimization System - ETREOSys, to manage training programs in enterprises and for decisionmaking support. ETREOSys is aWeb platform which uses cloud services such as virtual machines, data centers, Content Delivery Network and NoSQL databases. AM2O and ETREOSys resolve the main problems related to the management and evaluation of training in enterprises namely: the difficulty of isolating the effects of training and the lack of IT tools
