    The process of minimising medicine use through dialogue based animal health and welfare planning. Livestock are important in many organic farming systems, and it is an explicit goal to ensure high levels of animal health and welfare (AHW) through good management. In two previous EU network projects, NAHWOA & SAFO, it was concluded that this is not guaranteed merely by following organic standards. Both networks recommended implementation of individual animal health plans to stimulate organic farmers to improve AHW. These plans should include a systematic evaluation of AHW and be implemented through dialogue with each farmer in order to identify goals and plan improvements. 11 research institutions in 7 European countries have been involved in the ANIPLAN project with the main objective to minimise medicine use in organic dairy herds through active and well planned AHW promotion and disease prevention. The project consisted of 5 work packages, 4 of which comprised research activities building on current research projects, new applications across borders, exchange of knowledge, results and conclusions between participating countries, and adopting them to widely different contexts. International and national workshops have facilitated this exchange. In the project, animal health and welfare planning principles for organic dairy farms under diverse conditions were developed. Animal health and welfare assessments, based on the WelfareQuality parameters, were conducted in different types of organic dairy herds across Europe. Finally, guidelines for communication about animal health and welfare promotion in different settings were also developed relevant to both existing animal health advisory services or farmer groups such as the Danish Stable School system and the Dutch network program. These proceedings contain the presentations at the final workshop, which also included invited external guests. The proceedings also contain three reports which are deliverables of the project. They are focused on the process of planning for better animal health and welfare, and how farmers and facilitators manage this situation. The focus areas are animal health planning, AHW assessment using animal based parameters and development of advisory systems and farmer groups

The project aims to create an evidence-based policy advocacy network, so as to promote its conclusions as a way to promote better-informed policy making on equity issues in Europe. This is the second of three reports, and is dedicated to improving the picture of equity in access to Higher Education in Europe for persons of immigrant origin. The report provides a theoretical framework for discussion of the topic, a statistical cross-country analysis of access-figures, as well as detailed country-studies for Germany, Norway and the United Kingdom.     Overview and Analysis of Practices with Open Educational Resources in Adult Education in Europe

    OER4Adults aimed to provide an overview of Open Educational Practices in adult learning in Europe, identifying enablers and barriers to successful implementation of practices with OER. The project was conducted in 2012-2013 by a team from the Caledonian Academy, Glasgow Caledonian University, funded by The Institute for Prospective Technological Studies (IPTS). The project drew on data from four main sources: ‱ OER4Adults inventory of over 150 OER initiatives relevant to adult learning in Europe ‱ Responses from the leaders of 36 OER initiatives to a detailed SWOT survey ‱ Responses from 89 lifelong learners and adult educators to a short poll ‱ The Vision Papers on Open Education 2030: Lifelong Learning published by IPTS Interpretation was informed by interviews with OER and adult education experts, discussion at the IPTS Foresight Workshop on Open Education and Lifelong Learning 2030, and evaluation of the UKOER programme. Analysis revealed 6 tensions that drive developing practices around OER in adult learning as well 6 summary recommendations for the further development of such practices

    Can Norway Be a Role Model for Natural Resource Abundant Countries? Keywords: cross-section models, economic development, natural resources, resource booms

    During the 1950-70s Norway had relatively low GDP per capita compared to the OECD average and even more so compared to Denmark and Sweden. During the 1970s there was a significant catch-up in incomes and from the early 1990s a .take-off. in relative income. Norway is currently ranked among the countries with the highest GDP per capita in the world and is at the top according to UNDP.s human development indicator. We argue that this development is related to the growth of the Norwegian petroleum sector, although many studies of economic growth conclude that countries abundant in natural resources are not blessed but cursed by gifts of nature. How has Norway avoided so many of the possible problems that follow in the wake of a natural resource-based development? Nowadays the standard answer to this question is .good institutions. and .clever policies.. In this paper we detail the institutions and policies that may explain the peculiar development success of Norway. There are lessons here that can contribute to policy learning, but only on the provision that the specificities of the .learning. country are understood.

    The interpretive approach as a research tool : inside the REDCo project

    This contribution shows how the author’s interpretive approach to religious education was used as a theoretical and pedagogical stimulus and an empirical research tool by researchers in the European Commission Framework 6 REDCo (Religion, Education, Dialogue, Conflict) Project. The origins and development of the interpretive approach, from its roots in the ethnographic study of children from religious backgrounds, are summarised, and an account is given about how its key concepts were used to frame a checklist of questions for REDCo researchers dealing with both empirical research methodology and pedagogy. Examples and case studies are presented illustrating how the approach was used by REDCo researchers as a methodological tool for empirical research, a pedagogical tool or stimulus to pedagogical clarification and a tool for meta-analysis and theory development

    Iraqi Prisoners in Norway: Educational Background, Participation, Preferences and Barriers to Education

    The article aimed to develop knowledge of the educational background, participation and preferences of Iraqi prisoners in Norwegian prisons and obstacles to participating in education. The study is based on interviews with 17 prisoners in three prisons. An important finding is that war and political unrest appear to have been significant causes for respondents to leaving education at various stages. As a result only half of them have as much as one final exam and only three respondents have a certificate of education. Even if the respondents want an education while in prison, and although education is offered in all prisons there is a lack of information about educational opportunities in an understandable language and long waiting time for a place at school. An implication of the study is that the criminal administration system and the educational authorities must take into account the multicultural reality by facilitating education and training offers accordingly

    Organic Food for Youth in Public Settings: Potentials and Challenges. Preliminary Recommendations from a European Study

    This report contains presentations from the four explorative work packages in iPOPY. The iPOPY project – innovative Public Organic food Procurement for Youth – is one of eight transnational research programs initiated by the 11 European countries participating in the CORE Organic I funding body network. iPOPY aims at increasing the consumption of organic food among young people, especially in school meal settings but also elsewhere, e.g. at music festivals. We work towards this goal by studying how organic food as well as the organic concept in general has been introduced in public food serving settings in various countries, and what may be the most promising approaches. Italy, Finland, Denmark, Norway and Germany are the countries being studied. The iPOPY work packages explore policy issues, supply chain organization and the impact of certification, the users’ perceptions and participation in the food system, and the health impacts of organic food implementation. By June 2010, iPOPY will be completed. Hence, this report is linked to the last iPOPY seminar arranged during the BioFach Trade Fair in Nuremberg, Germany. We arranged similar seminars also in 2008 and 2009. These seminars presented the situation with respect to organic school meals in many different European countries (2008) and in more detail in iPOPY countries as well as some relevant cases (2009). Proceedings are available from the 2009 seminar (Nölting et al 2009), and all presentations from the 2008 seminar are found on the iPOPY website, www.ipopy.coreportal.org. In the seminar in 2010, we will draw a link from iPOPY results to the municipality of Nuremberg, which has ambitious aims as to becoming an Organic Model City (BioModellstadt). This includes far reaching goals for the share of organic and regional food served in public schools and kindergartens. Further, the project results will be linked to the general situation for school meals in Europe. For this presentation, no written paper is available, but we will present the slides on the website.
