    Chinese Experience with Global G3 Standard-Setting

    China’s growth strategy as set out in the 11th 5-year plan in 2005 called for upgrading of product quality, the development of an innovation society, and reduced reliance on foreign intellectual property with high license fees. Consistent with this policy, China has been involved in recent years with the development of a Chinese standard in third generation (3G) mobile phone technology, both in negotiating the standard and seeing it through to commercialization. This is the first case of a developing country both originating and successfully negotiating a telecommunications standard and this experience raises issues for China’s future development strategy based on product and process upgrading in manufacturing. We argue that while precedent setting from an international negotiating point of view, the experience has thus far is unproven commercially. But the lessons learned will benefit future related efforts in follow-on technologies if similar Chinese efforts are made.This paper documents Chinese standard-setting efforts from proposal submission to ITU to the current large-scale trial network deployment in China and overseas trial networks deployment. We discuss the underlying objectives for this initiative, evaluate its effectiveness, and assess its broader implications for Chinese development policy.

    A hybrid decision approach for the association problem in heterogeneous networks

    The area of networking games has had a growing impact on wireless networks. This reflects the recognition in the important scaling advantages that the service providers can benefit from by increasing the autonomy of mobiles in decision making. This may however result in inefficiencies that are inherent to equilibria in non-cooperative games. Due to the concern for efficiency, centralized protocols keep being considered and compared to decentralized ones. From the point of view of the network architecture, this implies the co-existence of network-centric and terminal centric radio resource management schemes. Instead of taking part within the debate among the supporters of each solution, we propose in this paper hybrid schemes where the wireless users are assisted in their decisions by the network that broadcasts aggregated load information. We derive the utilities related to the Quality of Service (QoS) perceived by the users and develop a Bayesian framework to obtain the equilibria. Numerical results illustrate the advantages of using our hybrid game framework in an association problem in a network composed of HSDPA and 3G LTE systems.Comment: 5 pages, 4 figures, IEEE Infocom, San Diego, USA, March 2010

Wireless communications has already radically changed the way not only Americans but people the world over communicate with each other and access and share information, and there appears no end in sight to this fundamental shift in communication markets. Although the wireless communications phenomenon is global, the US has played and will continue to play a major role in the shaping of this market. At the start of a new US Administration and important changes in the FCC, it is most appropriate that this proceeding be launched.

    Wireless Broadband Access: Policy Implications of Heterogeneous Networks

    A wireless heterogeneous network can help increase the access transmission speed and contribute thereby to the broadband deployment policies of administrations and telecommunications operators. Given the technical particularities of wireless heterogeneous networks, the deployment of wireless heterogeneous networks raises a number of challenges that need to be addressed by regulatory authorities.     Quality of service and resource management in IP and wireless networks

    A common theme in the publications included in this thesis is the quality of service and resource management in IP and wireless networks. This thesis presents novel algorithms and implementations for admission control in IP and IEEE 802.16e networks, active queue management in EGPRS, WCDMA, and IEEE 802.16e networks, and scheduling in IEEE 802.16e networks. The performance of different algorithms and mechanisms is compared with the prior art through extensive ns-2 simulations. We show that similar active queue management mechanisms, such as TTLRED, can be successfully used to reduce the downlink delay (and in some cases even improve the TCP goodput) in different bottlenecks of IP, EGPRS, WCDMA, and IEEE 802.16e access networks. Moreover, almost identical connection admission control algorithms can be applied both in IP access networks and at IEEE 802.16e base stations. In the former case, one just has to first gather the link load information from the IP routers. We also note that DiffServ can be used to avoid costly overprovisioning of the backhaul in IEEE 802.16e networks. We present a simple mapping between IEEE 802.16e data delivery services and DiffServ traffic classes, and we propose that IEEE 802.16e base stations should take the backhaul traffic load into account in their admission control decisions. Moreover, different IEEE 802.16e base station scheduling algorithms and uplink channel access mechanisms are studied. In the former study, we show that proportional fair scheduling offers superior spectral efficiency when compared to deficit round-robin, though in some cases at the cost of increased delay. Additionally, we introduce a variant of deficit round-robin (WDRR), where the quantum value depends on the modulation and coding scheme. We also show that there are several ways to implement ertPS in an efficient manner, so that during the silence periods of a VoIP call no uplink slots are granted. The problem here, however, is how to implement the resumption after the silence period while introducing as little delay as possible

    Spectrum Policy and Management

    This project provides an examination of the FCC’s policies towards spectrum reallocation. The project examines the National Broadband Plan and how the FCC has approached the goals described within it. The demand for broadband communications has increased dramatically in recent years and has resulted in a predicted spectrum deficit in the near future. In addition to a number of spectrum auctions and their winners the project examines how the redistribution of spectrum impacts the broadband community. The project also provides an examination of spectrum reallocation and policy in other countries, to provide a broader view of spectrum policy. Finally the project examines new spectrum technologies and spectrum usage policies to further examine how the US’s spectrum policies should evolve

    Testing cooperative communication schemes in a virtual distributed testbed of wireless networks

    It is expected that Next Generation Networks (NGNs) will offer seamless interoperability among heterogeneous access technologies in order to provide ubiquitous access. In such settings, short range technologies may be used in order to extend the coverage area of cellular systems while cooperative diversity can improve the efficiency of the wireless systems. An advanced, backward compatible, with the 802.11 standard, MAC protocol for cooperative ARQ scenarios in NGNs sets the research framework for this work.
