Hong Kong: workfare in the world's freest economy
Workfare was introduced in many countries to suppress welfare dependency and reduce social security expenditures. However, workfare was launched in Hong Kong when there was only a relatively small social security budget and its citizens still strongly adhered to the ideologies of self-reliance. It was found that workfare has performed several functions in Hong Kong. Firstly, it has forced unemployed claimants to give up benefits so that Hong Kong's social security expenditures can be saved. Secondly, workfare had combined with Hong Kong's semi-democratic polity so that extremely stigmatising welfare measures were implemented. Thirdly, it has pushed poor citizens to the labour market without having any protection over wages and working hours. Thus, the combination of workfare and a semi-democratic polity has successfully suppressed Hong Kong's welfare demands and strengthened its self-help spirit. As a result, Hong Kong's minimal social security scheme and its low tax policy have been maintained
Work Stress among Professionals in the Building Construction Industry in Nigeria
This study was undertaken to identify key stress factors among professionals in the building construction industry in Nigeria. This is in view of the fact that to date, very little is known about work stress among professionals in the building construction industry in this country. The study involved the administration of a questionnaire to 107 professionals including architects, builders, civil/structural engineers and quantity surveyors randomly selected from 60 ongoing building projects in Anambra, Ogun and Kaduna States, Nigeria. The data were analysed using descriptive statistics, and findings show that the principal sources of stress were high volume of work, uncomfortable site offices, lack of feedback on previous and ongoing building projects, and variations in the scope of work in ongoing building projects. The paper suggests that taking responsibility for work which one has adequate capacity to handle, establishing realistic budgets and time frames for project delivery, provision of spatially adequate, visually and thermally comfortable site offices, adoption of appropriate job design practices and education of professionals in stress management will reduce the incidence of stress among professionals in the building industry in Nigeria
Foreign language learning needs in higher education: Reasons for convergence and accountability
Needs analysis is a relevant issue in language teaching as its final aim is to enhance the language learning process by setting realistic course objectives. This paper briefly reviews past and present approaches to the concept of “needs” and “needs analysis” in foreign language (FL) methodology with particular reference to the higher education context and the post-Bologna reform. It discusses the complex interplay of addressing target and
learning FL needs by gathering data from different stakeholder groups and making use of different data collection instruments. Then, it explores current trends in needs analysis research and explains how “competences” and “profiling” have surpassed “needs” and “needs analysis” in the educational systems under the European Space of Higher Education. approach to FL needs analysis with a view to attaining a more participatory and accountable higher education
“I can't remember them ever not doing what I tell them!” : Negotiating face and power relations in ‘upward’ refusals in multicultural workplaces in Hong Kong
This paper explores how refusals are constructed and negotiated in multicultural workplaces in Hong Kong. A particular focus is on the ways in which Hong Kong Chinese subordinates negotiate issues of face and power relations when refusing their expatriate superiors.
Despite abundant research on refusals in a variety of contexts across cultures, there are very few studies of multicultural workplaces. This is particularly surprising considering that refusals have been described as a frequent “ ‘sticking point’ in cross-cultural communication” (Beebe et al. 1990). This paper addresses this gap by drawing on more than 80 hours of authentic audio- and video-recorded spoken workplace discourse and a corpus of emails collected in multicultural workplaces in Hong Kong.
Findings of this exploratory study indicate that refusals are complex communicative activities that are carefully negotiated among participants. We argue that in contrast to earlier studies, participants' socio-cultural backgrounds do not appear to be the main determining factor of how issues of face and power relations are negotiated in upward refusals. Rather, a range of other factors, including media of communication, normative ways of interacting in a workplace, the relationship between interlocutors, as well as the content of the refusal, are more relevant for explaining participants’ communicative behavior

Area 1: An Overview of Evidence for the National Approach to Professional Learning in Education
This report reviews published literature on the way that countries around the globe have organised and systematised professional learning for teachers in a time of curriculum change. It first reviews country specific literature and then presents evidence on the organisation of professional learning from more general literature, which is more concerned with improvements in practice. All literature used is either from peer-reviewed journals or from academic books. The literature was found by using scholarly search engines, searching under various terms indicating professional learning. In this way literature was uncovered that will be used to support or to question the approach that the Welsh Government takes towards professional learning in education
