    Improved Chinese Language Processing for an Open Source Search Engine

    Natural Language Processing (NLP) is the process of computers analyzing on human languages. There are also many areas in NLP. Some of the areas include speech recognition, natural language understanding, and natural language generation. Information retrieval and natural language processing for Asians languages has its own unique set of challenges not present for Indo-European languages. Some of these are text segmentation, named entity recognition in unsegmented text, and part of speech tagging. In this report, we describe our implementation of and experiments with improving the Chinese language processing sub-component of an open source search engine, Yioop. In particular, we rewrote and improved the following sub-systems of Yioop to try to make them as state-of-the-art as possible: Chinese text segmentation, Part-of-speech (POS) tagging, Named Entity Recognition (NER), and Question and Answering System. Compared to the previous system we had a 9% improvement on Chinese words Segmentation accuracy. We built POS tagging with 89% accuracy. And We implement NER System with 76% accuracy

    MIRACLE Retrieval Experiments with East Asian Languages

    This paper describes the participation of MIRACLE in NTCIR 2005 CLIR task. Although our group has a strong background and long expertise in Computational Linguistics and Information Retrieval applied to European languages and using Latin and Cyrillic alphabets, this was our first attempt on East Asian languages. Our main goal was to study the particularities and distinctive characteristics of Japanese, Chinese and Korean, specially focusing on the similarities and differences with European languages, and carry out research on CLIR tasks which include those languages. The basic idea behind our participation in NTCIR is to test if the same familiar linguisticbased techniques may also applicable to East Asian languages, and study the necessary adaptations

    Patenting insurance related business methods: predictability and risk

    This paper raises and responds to questions concerning the patentability of business method patents. It explores the utility of patent applications in informing business method innovators of the risks associated with using the patent system. The insurance industry was chosen since its survival depends on an ability to adapt rapidly in the face of unrelenting, unpredictable change. Inventive changes in the insurance industry include new business models and e-business technologies to improve operating efficiency or to build customer focus. Using the European Patent Office's esp@cenet free patent database, a sample of patent applications for insurance industry innovations was retrieved. The paper then analyses the information contained in the patent application documents. A patent application requires public description of the invention in full enough detail to enable a person familiar with that business to produce it. If the application is successful, a granted patent gives the owner the valuable commercial advantage of a 20-year monopoly. If unsuccessful, the applicant will have disclosed the innovation to competitors

    An Intelligent Knowledge Management System from a Semantic Perspective

    Knowledge Management Systems (KMS) are important tools by which organizations can better use information and, more importantly, manage knowledge. Unlike other strategies, knowledge management (KM) is difficult to define because it encompasses a range of concepts, management tasks, technologies, and organizational practices, all of which come under the umbrella of the information management. Semantic approaches allow easier and more efficient training, maintenance, and support knowledge. Current ICT markets are dominated by relational databases and document-centric information technologies, procedural algorithmic programming paradigms, and stack architecture. A key driver of global economic expansion in the coming decade is the build-out of broadband telecommunications and the deployment of intelligent services bundling. This paper introduces the main characteristics of an Intelligent Knowledge Management System as a multiagent system used in a Learning Control Problem (IKMSLCP), from a semantic perspective. We describe an intelligent KM framework, allowing the observer (a human agent) to learn from experience. This framework makes the system dynamic (flexible and adaptable) so it evolves, guaranteeing high levels of stability when performing his domain problem P.
