    Macro Aid Effectiveness Research: A Guide for the Perplexed

    Like many public policy debates, that over whether foreign aid works carries on in two worlds. Within the research world, it plays out in the form of papers full of technical language, formulas, and numbers. Outside, the arguments are plainer and the audience broader, but those academic studies remain a touchstone. While avoiding jargon, this paper reviews recent, contending studies of how much foreign aid affects country-level outcomes such as economic growth and school attendance rates. This particular kind of study is ambitious: it is far easier to evaluate a school-building project, say, on whether the school was built and children filled its seats than to determine whether all aid, or large subcomponents of it, made the economy grow faster. Because of its ambition, this literature has attracted attention from those hoping for clear answers on whether aid "works.' On balance, the quantitative approach to exploring grand questions about aid effectiveness, which began 40 years ago, was worth trying and is probably worth pursuing somewhat further. But the literature will probably continue to disappoint as often as it offers hope. Perhaps the biggest challenge is going beyond documenting correlations to demonstrating causation—not just that aid went hand-in-hand with economic growth, but caused it. Aid has eradicated diseases, prevented famines, and done many other good things.     Electroencephalogram (EEG) is the biopotential recording of electrical signals generated by brain activity. It is useful for monitoring sleep quality and alertness, clinical applications, diagnosis, and treatment of patients with epilepsy, disease of Parkinson and other neurological disorders, as well as continuous monitoring of tiredness/ alertness in the field. We provide a review of textile-based EEG. Most of the developed textile-based EEGs remain on shelves only as published research results due to a limitation of flexibility, stickability, and washability, although the respective authors of the works reported that signals were obtained comparable to standard EEG. In addition, nearly all published works were not quantitatively compared and contrasted with conventional wet electrodes to prove feasibility for the actual application. This scenario would probably continue to give a publication credit, but does not add to the growth of the specific field, unless otherwise new integration approaches and new conductive polymer composites are evolved to make the application of textile-based EEG happen for bio-potential monitoring

    Procedural instructions that consist of only a sequence of steps will probably be executable, but nevertheless ¿meaningless¿ to users of technical devices. The paper discusses three features that can make procedural instructions more meaningful: adding functional coordinating information, adding information about the use of the technical device in real life, and adding operational information about how the device works. The research literature supports the effectiveness of the first feature, but offers little evidence that real life elements enhance understanding of instructions. As for operational information, the research suggests that users are willing to read it, and that it contributes to better understanding and performance in the long term, but only if it is closely related to the procedure.
