    Small state regional cooperation, south-south and south-north migration, and international trade

    This paper provides a different basis than previous analyses for regional bloc formation and regional migration. Due to low bargaining power and fixed costs, small states face a severe disadvantage in negotiations with the rest of the world and might benefit by forming a regional bloc. The study a) presents a general equilibrium model where bargaining power, international and regional negotiation costs, number of issues negotiated, and accession rule to the bloc determine its size and welfare impact; and b) examines the impact of international migration as well as the migration-trade relationship. The main findings are: i) the likelihood of regional bloc formation, its size and welfare impact, increases with international negotiation costs and the number of issues negotiated, and decreases with regional negotiation costs; ii) bloc size is optimal (below the optimum) if an accession fee is (is not) charged; iii) South-South migration raises bloc size and welfare; iv) South-South migration and trade are complements under market access negotiations and are substitutes under negotiations for unilateral transfers as well as under migrant remittances; and v) South-North migration and bloc formation, and South-North and South-South migration, are substitutes for the states that benefit from membership in the bloc.Trade and Regional Integration,Population Policies,Economic Theory&Research,Post Conflict Reconstruction,Regional Economic Development

    Applications of Negotiation Theory to Water Issues

    The purpose of the paper is to review the applications of non-cooperative bargaining theory to water related issues – which fall in the category of formal models of negotiation. The ultimate aim is that to, on the one hand, identify the conditions under which agreements are likely to emerge, and their characteristics; and, on the other hand, to support policy makers in devising the “rules of the game” that could help obtain a desired result. Despite the fact that allocation of natural resources, especially of trans-boundary nature, has all the characteristics of a negotiation problem, there are not many applications of formal negotiation theory to the issue. Therefore, this paper first discusses the non-cooperative bargaining models applied to water allocation problems found in the literature. Particular attention will be given to those directly modelling the process of negotiation, although some attempts at finding strategies to maintain the efficient allocation solution will also be illustrated. In addition, this paper will focus on Negotiation Support Systems (NSS), developed to support the process of negotiation. This field of research is still relatively new, however, and NSS have not yet found much use in real life negotiation.     China's New Regional Trade Agreements

    This paper discusses the recent regional trade agreements that China has concluded rapidly following accession to the WTO in 2002. Agreements are in place with Hong Kong, Macao, ASEAN, Australia, and New Zealand, and are either in negotiation or under discussion with South Africa, Chile, India, and the Gulf Cooperation Council. These agreements differ sharply in form and substance, and involve process commitments to ongoing negotiation and cooperation on a wide range of issues.     Recommendations of the Task Force on Revival of the Co-operative Credit Structure: Implementation Issues

    The Task Force on Revival of Rural Co-operative Credit Institutions (Vaidyanathan Committee) submitted its final report in February 2005 and there have been a few meetings with the state governments to work out the modalities of the implementation of the report. This paper lists out the issues that are involved in implementing this ambitious financial package of Rs.15,000 crores. It first brings out the historic circumstances under which the co-operative form of organisation came into being, its peculiarities and the principles under which co-operatives operate. The paper then puts the recommendations of the committee in the framework of the principles. Basically we argue that the major issues that would affect the implementation of the recommendation stem out from how in the negotiation between the center and the states some compromises may have to be worked out and the possible implications of the compromises. The observations are based on the recent negotiations and also on the past performance of the sector. The other issues that are raised relate to the logistics of implementation, its endurance over the long run, and concludes with a discussion on the conditions under which the recommendations could effectively work.

    We discuss recent bilateral, regional, and country trade, partnership, and economic agreements involving both ASEAN as a single entity and individual ASEAN countries (Singapore, Thailand, Malaysia) focusing on their reach beyond conventional trade in goods and services issues. What emerges is of a picture of ill-defined general commitments and precise undertaking, which vary from element to element and country pair to country pair. These agreements are recent, but they are numerous and more are under negotiation. We separately synthesize and evaluate provisions in five areas: competition policy, investment, mutual recognition, movement of persons, and broader cooperation.
