    POWERPLAY: Training an Increasingly General Problem Solver by Continually Searching for the Simplest Still Unsolvable Problem

    Most of computer science focuses on automatically solving given computational problems. I focus on automatically inventing or discovering problems in a way inspired by the playful behavior of animals and humans, to train a more and more general problem solver from scratch in an unsupervised fashion. Consider the infinite set of all computable descriptions of tasks with possibly computable solutions. The novel algorithmic framework POWERPLAY (2011) continually searches the space of possible pairs of new tasks and modifications of the current problem solver, until it finds a more powerful problem solver that provably solves all previously learned tasks plus the new one, while the unmodified predecessor does not. Wow-effects are achieved by continually making previously learned skills more efficient such that they require less time and space. New skills may (partially) re-use previously learned skills. POWERPLAY's search orders candidate pairs of tasks and solver modifications by their conditional computational (time & space) complexity, given the stored experience so far. The new task and its corresponding task-solving skill are those first found and validated. The computational costs of validating new tasks need not grow with task repertoire size. POWERPLAY's ongoing search for novelty keeps breaking the generalization abilities of its present solver. This is related to Goedel's sequence of increasingly powerful formal theories based on adding formerly unprovable statements to the axioms without affecting previously provable theorems. The continually increasing repertoire of problem solving procedures can be exploited by a parallel search for solutions to additional externally posed tasks. POWERPLAY may be viewed as a greedy but practical implementation of basic principles of creativity.     Nature-inspired innovation policy: biomimicry as a pathway to leverage biodiversity for economic development

    One of the most important challenges of the 21st century is the quest for economic development models that respect the planet's ecosystem. Rather than imposing our industrial systems on nature, why not let nature influence our industrial and innovation systems? From wind turbine blades to bullet trains and solar cells, many of the technologies we rely on today have been inspired by solutions found in nature. Although relatively widespread in the fields of architecture and engineering, biomimicry/biomimetics remains largely overlooked in economics, public policy, and development studies. This is paradoxical because the world's remaining biodiversity stock-a knowledge bank of solutions to both current and unknown challenges- is largely held in developing economies and can be leveraged as a source of inspiration for -and entry door to- industrial innovation. This paper, therefore, investigates the relevance of biomimicry in the formulation of sustainable development strategies in biodiverse developing countries and maps out the national policy landscapes that can advance it. Several findings arise from this study. First, despite the exponential growth of biomimicry as a field and our understanding of its economic impact, what drives nature-inspired innovation remains elusive. Second, the biomimicry innovation landscape is dominated by industrialised economies that have relied on proactive policy interventions, while virtually no developing country has adopted biomimicry as an innovation strategy, consolidating the exploitation of the biodiversity in the developing world by firms in high-income nations. Third, by drawing on empirical evidence from a selection of Latin American countries, this paper shows that while biomimicry presents tremendous opportunities to leapfrog towards high value-added knowledge-intensive activities by using local biodiversity and related expertise as factor endowments, policy, and institutional factors have led to the persistence of important coordination failures that hinder the expansion and commercialization of biomimicry-based R&D. This paper concludes by discussing the public policies needed to support the integration of developing nations at the innovation frontier through biomimicry

    Muslims as "Hui" in Late Imperial and Republican China: A Historical Reconsideration of Social Differentiation and Identity Construction

    As a minority in China, Muslims have had to deal with a twofold problem: maintaining the boundary of their group and integrating into larger society. The various responses to this problem in different contexts and under different circumstances are evident in various group identity configurations. Based on Stausberg, it is proposed that the ways the identities are constructed refer to the dynamics of various types of social differentiation. The author argues that there were divergent identity configurations among Muslim elites regarding their identity sign Huihui in late imperial and post-imperial China, with the former constructed in the direction of religiosity and the latter in the direction of secularity. In the concluding remark, the author suggests a theoretical account of his empirical observation by drawing on elements of Luhmann’s theory of social differentiation

    Computers have become super computers at recent times. Computer programs such as AI and ML can execute tasks and projects autonomously and independently. It is smarter than other conventional computer programs in a sense that it has creative features like learning, thinking, evolving, and communicating. Using this type of smart computers in the inventive and creative process are becoming extremely popular amongst the inventors, scientists, and researchers. When using these machines, it gives the impression that the machine is inventing or creating the work instead of the people working behind it. As these machines internal and external state are utmost convoluted, it is incomprehensible for the common people. Therefore, identifying the true and original inventors and creative people behind the work is difficult. Moreover, if there is no proper right holder, the rights may not be assigned. This paper aims to solve this issue of inventorship and provide a solution to the problem. The statements made in this thesis will be supported with relevant leading case laws and experts’ opinions. This paper was inspired by the case of DABUS but it can be applied to all inventive and creative machines. Besides analysing the inventive step in regards of Machine learning and Artificial Intelligence, the inventive process, inventive contribution, and inventive act in the machines work will be evaluated to determine the inventors. The work has compared and analysed different legal systems, jurisdiction and patent offices to gain better understanding of the requirements. In addition, this paper has thoroughly described how the creative and inventive machines work and identified the true inventors behind each machine’s work

    Severo Ochoa and the Biomedical Sciences in Spain under Franco, 1959-1975

    The influence of Severo Ochoa in the establishment of biochemistry and molecular biology in Spain is the central topic of this essay. From the time he was awarded the Nobel Prize in Physiology or Medicine in 1959, Ochoa's links with Spanish scientists and top authorities in education and science became instrumental to the development of these areas in the country of his birth. Ochoa's influence is analyzed through investigation of three "events": the reception of the award in Spain and some of its immediate consequences; his role in the VIth Meeting of the Federation of European Biochemical Societies, held in Madrid in 1969; and the international scientific symposium, held in Madrid and Barcelona, that celebrated his seventieth birthday in 1975. After an account of Ochoa's biography up to 1959, analysis of these events shows that Ochoa's influence cannot be understood without taking into account the political and scientific context of its reception.Peer reviewe
