    SMEs: ERP or virtual collaboration teams

    Small firms are indeed the engines of global economic growth. Small and Medium Enterprises (SMEs) play an important role to promote economic development. SMEs in the beginning of implementing new technologies always face capital shortage and need technological assistance. Available ERP systems do not fulfil the specific requirements of Small firms. SMEs has scarce resources and manpower therefore many SMEs don?t have the possessions to buy and operate an ERP System. On the other hand competition and competitiveness of SMEs have to be strengthened. This paper briefly reviews the existing perspectives on virtual teams and their effect on SMEs management. It also discusses the main characteristics of virtual teams and clarifies the differences aspects of virtual team application in SMEs. After outlining some of the main advantages and pitfall of such teams, it concentrates on comparing of ERP and virtual collaborative teams in SMEs. Finally, it provides evidence for the need of ?Software as a Service (SaaS)? where an application is hosted as a service provided to customers across the web for SMEs as an alternative of ERP.     Territorial innovation dynamics and integration of SMEs into the collaborative innovation projects of French competitiveness poles: the underlying mechanisms

    Geographical clusters are nowadays considered as a relevant factor for competitiveness, thanks to their innovative capabilities. In this context, public policies based on this approach are flourishing all over the world. The French “Pole of competitiveness” (PoC) policy (Politique des pĂŽles de compĂ©titivitĂ©) is one of these initiatives. It is the new French industrial policy aiming at reinforcing the specializations of the economy and the attractiveness of territories by fostering the development of R&D projects, bringing together multinationals, universities, and particularly Small-Middle-Sized-Enterprises (SMEs). Precisely, significant research suggests that in order to innovate SMEs need to cooperate and they are also vital for the functioning, and survival of innovative milieux. Consequently, their integration is a key issue for French PoC' success. However, the call for projects shows that despite their efforts, French Poles of Competitiveness are not totally successful: a gap remains especially between the massive financial investments helping SMEs innovate and the expected results. Yet, this issue is only analysed by focusing on intrinsic weaknesses of SMEs' management or on the complexities of existing support programmes supporting SMEs' innovation. This is insufficient. Innovation dynamics are different from a cluster to another and many failures of innovation policies come from the lack of identification of these specificities. Therefore, this paper aims are threefold: it aims at introducing the French PoC, indeed, the French PoC policy is the main new policy gathering all the nation's innovation programmes. But few papers are explaining how they work. It aims at identifying the territorial innovation dynamics within PoC and how they work, and then combine this analysis with the intrinsic features of SMEs management, to better understand how they get involved in these dynamics.     Small and medium-sized enterprises (SMEs) are indeed the engines of global economic growth. Their continued growth is a major subject for the economy and employment of any country. Towards that end, virtual research and development (R&D) could be a viable option to sustain and ease the operations of SMEs. However, literature shows there has not been a great deal of research into the diverse characteristic of virtual R&D teams in SMEs. This article provides a comprehensive literature review on different aspects of virtual R&D teams collected from the reputed publications. The purpose of the literature review is to provide an outline on the structure and dynamics of R&D collaboration in SMEs. Specifying the rationale and relevance of virtual teams, the relationship between virtual R&D team for SMEs and new product development (NPD) has been examined. It concludes with identifying the gaps and feebleness in the existing literature and calls for future research in this area. It is argued to form of virtual R&D team deserves consideration at top level management for venturing into the new product development within SMEs

While SMEs play a critical role in generating employment and supporting trade, they face numerous challenges, the prominent among them are the need to respond to fasting time-to-market, low-cost and rapid solutions to complex organizational problems. Towards that end, research and development (R & D) aspect deserves particular attention to promote and facilitate the operations of SMEs. Virtual R & D team could be a viable option. However, literature shows that virtual R & D teaming in SMEs is still at its infancy. This article provides a comprehensive literature review on different aspects of virtual R & D teams collected from the reputed publications. The purpose of the state-of-the-art literature review is to provide an overview on the structure and dynamics of R & D collaboration in SMEs. Specifying the foundation and importance of virtual teams, the relationship between virtual R & D team and SMEs has been examined. It concludes with the identification of the gaps in the existing literature's and calls for future research. It is argued that setting-up an infrastructure for virtual R & D team in SMEs still requires a large amount of engineering efforts and deserves consideration at top level management

    Currently distributed business process (re) design (resulting in components of business networks) basically relies on technical criteria. And that are the main purposes of most research projects supported by EC. Through the process of building a European Research Area, this means a strong influence in the national research programmes. However it is generally accepted that it should also take into account social criteria and aspects such as the quality of working life, or participation in decision processes. Those were some of the objectives of projects in de 80s decade, and framed some of the main concepts and scientific approaches to work organisation. The democratic participation of network and organisations members in the design process is a critical success factor. This is not accepted by everyone, but is based in sufficient case studies. Nevertheless, in order to achieve an optimization that can satisfying the requirements of agility of a network of enterprises, more complex design methods must be developed. Thus, the support to the collaborative design of distributed work in a network of enterprises, through a concurrent approaching business processes, work organisation and task content is a key factor to achieve such purposes.     Evolutionary Model of e-Procurement Adoption: A Case of the Vietnam Construction Industry

    In order to propose more effective solutions to improve the diffusion of e-procurement technologies in the construction sector, it is very important to get a better understanding on the practical evolutionary process of e-procurement adoption at the enterprise level. This cases-study seeks to investigate the strategic evolution of e-procurement adoption in construction companies. Data collected from in-depth semi-structured interviews was analyzed by within-case and cross-case analyses to understand well the similarities and differences between the company cases regarding the way e-procurement technologies have been adopting and implementing. The present study found out a six-stage evolutionary model of e-procurement implementation specific for the context of Vietnamese construction industry. Further, it also proposed the best practical solutions for the cases studied as well as for the general context toward more collaborative e-procurement environment. Although this study is based on the experience of the construction section in a specific country, it is believed its results may be applicable to other developing countries. Using the evolutionary model developed, construction companies are able to self-assess and locate their e-procurement adoption level, and so that establish appropriate practical solutions to move forward a higher level of e-procurement applicability

    Regional Innovation Systems: Current Discourse and Challenges for Future Research

    In recent years, the concept of Regional Innovation Systems has evolved into a widely used analytical framework generating the empirical foundation for innovation policy making. Yet, the approaches utilizing this framework remain ambiguous on such key issues as the territorial dimension of innovation, e.g., the region, and the apparently important role played by “institutions” or the institutional context in the emergence and sustenance of regional innovation systems. This paper reviews and summarizes the most important ideas and arguments of the recent theorizing on regional innovation systems to provide the basis for a critical examination of such issues as (1) definition confusion and empirical validation; (2) the territorial dimension of regional innovation systems; and (3) the role of institutions.
