Retrospective evaluation and prospective value-add: a review of R&D investment in Australia
This paper describes a lead project currently underway through Australiaâs Sustainable Built Environment National Research Centre evaluating diffusion mechanisms and impacts of R&D investment in the Australian built environment. Through a retrospective analysis of R&D investment trends and industry outcomes, and a prospective assessment of industry futures using strategic foresighting, a future-focussed industry R&D roadmap and pursuant policy guidelines will be developed. This research aims to build new understandings and knowledge relevant to R&D funding strategies, research team formation and management, dissemination of outcomes and industry uptake. Each of these issues are critical due to: the disaggregated nature of the built environment industry; intense competition; limited R&D investment; and new challenges (e.g. IT, increased environmental expectations). This paper details the context within which this project is being undertaken and the research design. Findings of the retrospective analysis of past R&D investment in Australia will be presented at this conference
Between patronage and good governance: organizational arrangements in (local) public appointment processes
This article investigates whether certain organizational arrangements in (local) public appointment processes could encourage the use of appointments as a tool of good governance rather than as a tool of patronage. Specifically, we studied the role of six organizational arrangements in 10 case studies of intra- and inter-organizational public appointment processes held in Italian local government. We found that good governance (in terms of perception of overall integrity and fairness) was found in processes of public appointments where there was independent scrutiny, and when the process involved local councillors and/or external stakeholders â that is, actors beyond those with the formal power to appoint. In these cases, making appointments was seen as a tool of good governance rather than of patronage. These organizational arrangements were more relevant than other ones such as the transparency of public advertisements, job descriptions and educational/professional requirements, and media and public awareness. The article describes the relevant literature and the research study, and discusses implications for research, policy and management
Publicness, Organisational Characteristics and Performance
This paper reports an exploratory study utilising a publicness model in which the impact of ownership, funding and mode of control on performance is moderated by organisational characteristics such as goals, structure and management. It describes the testing in 164 English hospital pharmacies of four health sector-relevant characteristics; diffusion of ownership (number of owners), priority of financial goals, congruence of core purpose (goals of sub-unit compared to organisation), and proximity of control (hierarchical levels between sub-unit and top management). Associations between these and four indicators of performance (managerial effectiveness, utilisation of human resources, work quality and employee satisfaction) were examined. Statistically significant relationships were seen between three of the organisational characteristics and some aspect of performance. Priority of financial goals was associated with perceptions of managerial performance, and proximity of control with use of human resources, work quality and employee satisfaction. Further elucidation of such characteristics may be justified.</jats:p
Spotlight on Assistance Dogs-Legislation, Welfare and Research
Assistance dogs are a very diverse group of working dogs that are trained to assist humans with different types of disabilities in their daily lives. Despite these dogs' value for humankind, research on their welfare status, cognitive and behavioural capacities, selection criteria for the best fitting individuals, effective training and management practices, and genetic issues are so far lacking. This review highlights the need to address these topics and to promote progress in legal issues around assistance dogs. The topic of assistance dogs is approached comprehensively by outlining the current status of knowledge in three different dimensions: (1) the legal dimension, outlining important legal issues in the EU and Australia; (2) the welfare dimension; and (3) the dimension of research, covering assistance dog selection and training. For each of these three dimensions, we discuss potential approaches that can be implemented in the future in order to support assistance dog working performance, to protect the dogs' welfare, and to improve our knowledge about them. Additionally, there remain many legal issues, such as the presence of assistance dogs in public areas, the resolution of which would benefit both the assistance dog and the owner with disability
Application of Natural Language Processing to Determine User Satisfaction in Public Services
Research on customer satisfaction has increased substantially in recent
years. However, the relative importance and relationships between different
determinants of satisfaction remains uncertain. Moreover, quantitative studies
to date tend to test for significance of pre-determined factors thought to have
an influence with no scalable means to identify other causes of user
satisfaction. The gaps in knowledge make it difficult to use available
knowledge on user preference for public service improvement. Meanwhile, digital
technology development has enabled new methods to collect user feedback, for
example through online forums where users can comment freely on their
experience. New tools are needed to analyze large volumes of such feedback. Use
of topic models is proposed as a feasible solution to aggregate open-ended user
opinions that can be easily deployed in the public sector. Generated insights
can contribute to a more inclusive decision-making process in public service
provision. This novel methodological approach is applied to a case of service
reviews of publicly-funded primary care practices in England. Findings from the
analysis of 145,000 reviews covering almost 7,700 primary care centers indicate
that the quality of interactions with staff and bureaucratic exigencies are the
key issues driving user satisfaction across England

Environmental or Green initiatives is realized as having credibly to assist in shifting to a sustainable society. Furthermore, the elements within IS/IT evaluation including costs, benefits and risks within organizations associated with IS evaluation and sustainability are taken into account in terms of the challenges concerning green practices (Green IS/IT) leading the organizations to attempt to diminish the impact of their IS/IT operations towards the environments socially and ethically, which indirectly assist them in achieving competitive advantages competitors through adopting and implementing environmental sustainability practices. In addition, government sectors are taking a step closer in order to create awareness and incorporate green into all components of the business functions. Practitioners and scholars are motivating to use the existing frameworks and models to evaluate IS/IT initiatives with sustainability taken into perspectives. Consequently, the purpose of this paper is to critically review the normative literature associated with IS evaluation within sustainable environments and to develop a conceptual framework or model for IS evaluation within sustainable organizations that measures the impact of environmental sustainability factors and highlight a number of research gaps that need to be addressed in future research
Valuing a healthy start to life
How should governments make effective use of research that examines the costs of a âless than healthyâ start to life? Are there any âfree efficiency lunchesâ to be had by improving intervention processes in early childhood health and education? On the surface at least, health and education are prime areas for improved efficiency gains because of the large amounts of public money spent and the potential to create substantial public value.

The role of urban living labs in a smart city
In a rapidly changing socio-technical environment cities are increasingly seen as main drivers for change. Against this backdrop, this paper studies the emerging Urban Living Lab and Smart City concepts from a project based perspective, by assessing a series of five Smart City initiatives within one local city ecosystem. A conceptual and analytical framework is used to analyse the architecture, nature and outcomes of the Smart City Ghent and the role of Urban Living Labs. The results of our analysis highlight the potential for social value creation and urban transition. However, current Smart City initiatives face the challenge of evolving from demonstrators towards real sustainable value. Furthermore, Smart Cities often have a technological deterministic, project-based approach, which forecloses a sustainable, permanent and growing future for the project outcomes. âCity-governedâ Urban Living Labs have an interesting potential to overcome some of the identified challenges
"Lose 30lbs in 30 days" : assigning responsibility for deceptive advertising of weight-loss products
Purpose – The aim of this paper is to outline key social marketing issues apparent in deceptive weight-loss advertising, from the perspective of government policy-makers, manufacturers, the media, and consumers. The purpose is to examine the complexity of one aspect of the obesity battle and provide a framework for coordinated and integrated social marketing initiatives from a multiple stakeholder perspective.Design/methodology/approach – The results of deceptive weight-loss advertising are framed using the harm chain model, and the paper offers recommended solutions based on a framework of marketing, education and policy changes across the network of stakeholders.Findings – This paper concludes that a resolution to the harm created by deceptive weight-loss advertising can be achieved by the creation of a more holistic, system-wide solution to this important health and policy issue. This networked approach must involve all aspects of harm in a multi-stakeholder solution, including both upstream and downstream integration. Specific recommendations are made for policy-makers, manufacturers, the media, and consumers to achieve this goal.Social implications – From a marketing perspective, analyzing the issue of deceptive weight-loss advertising using the harm chain allows for the creation of a more holistic, system-wide solution involving stakeholders in all aspects of harm for this important health and policy issue.Originality/value – This research examines the problem of obesity and weight-loss advertising from the unique perspective of the harm chain framework. The authors make unified recommendations for various stakeholders including industry, media, government and consumers, in order to direct integrated social marketing and consumer-oriented strategies within this industry.<br /
