A collaborative-project memory tool for participatory planning
Technology is more and more providing planners and designer with tools and methods to collect and communicate spatial data and assist spatial analysis. When we think about new technologies supporting planning we mainly think about GIS, urban modelling, simulation models and virtual reality. But many other challenges to the planning practice need for tools to support and improve planning activities. In this paper we discuss the need of new tools to support knowledge representation and knowledge sharing in participatory planning processes. The paper describes the use of a hypermedia and sensemaking tool (Compendium) to structure the knowledge produced in a real participatory planning process. In the present application Compendium has been used not for real-time capturing but for a post-hoc analysis of a real participatory planning experience.
Compendium has been used to represent and reconstruct the group memory of consultation meetings in order to allow both the planning team and the citizens to navigate into the contents of those meetings. Moreover the paper describes the main features and potential of the use of Compendium in Participatory Planning domain, and it describes the results of the group memory reconstruction. Finally the case study opens reflections on the need of new planning technologies supporting participatory knowledge generation, representation and management
Democratic Replay: Enhancing TV Election Debates with Interactive Visualisations
This paper presents an online platform for enhancing televised election debates with interactive visualisations. Election debates are one of the highlights of election campaigns worldwide. They are also often criticised as appearing scripted, rehearsed, detached from much of the electorate, and at times too complex. Democratic Replay enhances videos of election debates with a collection of interactive tools aimed at providing a replay experience centred around citizens' needs. We present the system requirements, design and implementation, and report on an evaluation based on the ITV Leaders' Debate from the 2015 UK General Election campaign
Capturing and representing deliberation in participatory planning practices
In this paper we argue for the importance of capturing and representing deliberation in participatory planning practices. We discuss the concept of deliberation in planning theory, and argue for a paradigm that puts deliberation at the centre of public participation to planning decision. We argue that in order to enable effective participation, the normally ephemeral delib- eration process needs to be captured and represented so that the information and knowledge gathered during deliberation is visible for all, can be effectively traced, reused, and can actively influence planning decisions. To scaffold this we describe the integration of three technologies to create a collective project memory structured against five dimensions of participatory plan- ning processes: dialogical, social, spatial, temporal and causal. Based on several authentic par- ticipatory planning cases, we report that this supported deliberation across planning tasks, communication modes, time and environments. The coupled use of online and offline group- ware technologies created a more expressive and transparent participatory knowledge base than is possible with conventional media, and enhanced participatory planning by: supporting the effective capture and representation of deliberation processes and products; providing a rich picture of the social setting in which planning decision develops and supporting reflection in and on planning actions
Collaboration in the Semantic Grid: a Basis for e-Learning
The CoAKTinG project aims to advance the state of the art in collaborative mediated spaces for the Semantic Grid. This paper presents an overview of the hypertext and knowledge based tools which have been deployed to augment existing collaborative environments, and the ontology which is used to exchange structure, promote enhanced process tracking, and aid navigation of resources before, after, and while a collaboration occurs. While the primary focus of the project has been supporting e-Science, this paper also explores the similarities and application of CoAKTinG technologies as part of a human-centred design approach to e-Learning
Factors shaping the evolution of electronic documentation systems
The main goal is to prepare the space station technical and managerial structure for likely changes in the creation, capture, transfer, and utilization of knowledge. By anticipating advances, the design of Space Station Project (SSP) information systems can be tailored to facilitate a progression of increasingly sophisticated strategies as the space station evolves. Future generations of advanced information systems will use increases in power to deliver environmentally meaningful, contextually targeted, interconnected data (knowledge). The concept of a Knowledge Base Management System is emerging when the problem is focused on how information systems can perform such a conversion of raw data. Such a system would include traditional management functions for large space databases. Added artificial intelligence features might encompass co-existing knowledge representation schemes; effective control structures for deductive, plausible, and inductive reasoning; means for knowledge acquisition, refinement, and validation; explanation facilities; and dynamic human intervention. The major areas covered include: alternative knowledge representation approaches; advanced user interface capabilities; computer-supported cooperative work; the evolution of information system hardware; standardization, compatibility, and connectivity; and organizational impacts of information intensive environments
Broadcasting to the masses or building communities: Polish political parties online communication during the 2011 election
The professionalisation of political communication is an evolutionary process (Lilleker & Negrine, 2002), a process that adapts to trends in communication in order to better engage and persuade the public. One of the most dramatic developments in communication has been the move towards social communication via the Internet. It is argued to affect every area of public communication, from commercial advertising and public relations to education (Macnamara, 2010). It is no longer sufficient to have an online presence; we are now in an age of i-branding; with the âiâ standing for interactive. Yet, trends in online political electoral campaigning over recent years indicate a shallow adoption of Web 2.0 tools, features and platforms; limited interactivity; and managed co-production. The Internet is now embedded as a campaigning tool however, largely, the technologies are adapted to the norms of political communication rather than technologies impacting upon internal organizational structures, party relationships to members and supporters, or the content and style of their communication. We examine these themes, and develop them through a focus on the targeting and networking strategies of political parties, in more detail in the context of the Polish parliamentary election of 2011. Through a sophisticated content analysis and coding scheme our paper examines the extent to which parties use features that are designed to inform, engage, mobilise or allow interaction, which audiences they seek to communicate with and how these fit communication strategies. Comparing these findings with maps built from webcrawler analysis we build a picture of the strategies of the parties and the extent to which this links to short and long term political goals. This paper firstly develops our rationale for studying party and candidate use of the Internet during elections within the Polish context. Secondly we develop a conceptual framework which contrasts the politics as usual thesis (Margolis & Resnick, 2000) with arguments surrounding the social shaping of technologies (Lievrouw, 2006) and the impact on organisational adoption of communication technologies and post-Obama trends in Internet usage (Lilleker & Jackson, 2011) and posit that, despite the threats from an interactive strategy (Stromer-Galley, 2000) one would be expected within the context of a networked society (Van Dyjk, 2006). Following an overview of our methodology and innovative analysis strategy, we present our data which focuses on three key elements. Firstly we focus on the extent to which party and candidate websites inform, engage, mobilise or permit interaction (Lilleker et al, 2011). Secondly we assess the extent to which websites attract different visitor groups (Lilleker & Jackson, 2011) and build communities (Lilleker & Koc-Michalska, 2012). Thirdly we assess the reach strategies of the websites using Webcrawler technology which analyses the use of hyperlinks and whether parties lock themselves within cyberghettoes (Sunstein, 2007) or attempt to harness the power of the network (Benkler, 2006)
Separation of educational and technical content in educational hypermedia
The creation and development of educational hypermedia by teachers
and educational staff is often limited by their lack of computing skills, time
and support from the educational institutions. Especially the lack of computing
skills is a hinderance to most of todayâs educational experts. The
problem is to find out how those educational experts could be supported by
computer based tools which are tailored especially to their needs without
having any technical limitations.
In this study the separation of technical and educational content in educational
hypermedia is examined as a solution to this problem. The main
hypothesis of this study is that the separation of technical and educational
content is possible if it is based on a fine-grained structure of different teaching
and learning strategies and their conversion into an authoring tool. Such
an authoring tool would make the creation of educational hypermedia very
easy for teachers and therefore enable them to overcome the existing obstacles.
The development of a new model, the creation of a new XML language
and the implementation of a new authoring tool form the basis for a detailed
investigation. The investigation was done by undertaking several research
tasks like the evaluation of the XML language and the authoring tool by a
group of educational experts of different knowledge domains, the practical
usage of the authoring tool for the creation of real-life based educational
material and the analysis of the gained research results.
The analysis of the qualitative data showed that the separation of educational
and technical content in educational hypermedia is possible and that
it can be applied by educational experts with low computing skills as well
as by technical experts with no educational background. Furthermore, the
analysis allowed some additional insights into the creation of educational
material by teachers and how it can be improved.
The main conclusion of this study is that authoring tools in educational
hypermedia should use the separation of educational and technical content
based on different teaching and learning strategies which allows educational
experts with low computing skills to create educational content for delivery
via the World Wide Web
