    One of the most vital aspects of emergency management studies is the development and examination of post-disaster search and rescue activities and treatment facilities. One of such issues to be considered while performing these operations is to reach the disaster victims within minimum time and to plan disaster logistics in the most efficient manner possible. In this study, the problem of planning debris scanning activities with Unmanned Aerial Vehicles after an earthquake and transporting the injured people to the hospitals by ambulances within minimum time was discussed, and mathematical models were developed to solve the problem. The ambulance routing problem and the mathematical model to be used in the solution to the problem are discussed for the first time in the literature. The developed model was tested on the problem sets created by taking into account the data of the province under investigation.Одним из наиболее важных аспектов исследований по управлению рисками и чрезвычайными ситуациями является разработка и изучение поисково-спасательных мероприятий и очистных сооружений после стихийных бедствий. Одним из вопросов, которые необходимо учитывать при выполнении этих операций, является обеспечение доступа к жертвам стихийных бедствий в минимальные сроки и планирование логистики в случае стихийных бедствий наиболее эффективным способом. В данном исследовании рассматривается проблема планирования работ по спасению с помощью беспилотных летательных аппаратов после землетрясения и транспортировки пострадавших людей в больницы на машинах скорой помощи за минимальное время. Для решения этой проблемы были разработаны и предложены математические модели. Впервые рассматривается задача маршрутизации скорой помощи и математическая модель, которая будет использоваться для решения этой задачи. Разработанная модель была протестирована на множествах задач, созданных с учетом реальных данных исследуемой провинции Турции

    Resource management for flood response in Mexico

    Emergency logistics is acquiring a crucial role aiming to provide adequate care and support for people affected by catastrophic situations; dealing with a large number of stakeholders, scarcity of resources and high stakes. Considering the importance of balancing resources from different participants to improve operations, this research introduces a bi-criteria response optimisation model aiming to maximise the service provided to disaster victims while making efficient use of resources. The model provides support for relief distribution, inventory management and resource allocation. But beyond the optimisation of logistical decisions, the model is able to determine which organisations to use at the appropriate timeframe, so as to prevent shortages and convergence. The model is applied to a case study on a flood in Mexico in order to compare its results with real activities performed by authorities and draw conclusions

    Relief distribution networks : a systematic review

    In the last 20 years, Emergency Management has received increasing attention from the scientific community. Meanwhile, the study of relief distribution networks has become one of the most popular topics within the Emergency Management field. In fact, the number and variety of contributions devoted to the design or the management of relief distribution networks has exploded in the recent years, motivating the need for a structured and systematic analysis of the works on this specific topic. To this end, this paper presents a systematic review of contributions on relief distribution networks in response to disasters. Through a systematic and scientific methodology, it gathers and consolidates the published research works in a transparent and objective way. It pursues three goals. First, to conduct an up-to-date survey of the research in relief distribution networks focusing on the logistics aspects of the problem, which despite the number of previous reviews has been overlooked in the past. Second, to highlight the trends and the most promising challenges in the modeling and resolution approaches and, finally, to identify future research perspectives that need to be explored

    A Multi-Criteria Vertical Coordination Framework for a Reliable Aid Distribution

    Purpose: This study proposes a methodology that translates multiple humanitarian supply chain stakeholders’ preferences from qualitative to quantitative values, enabling these preferences to be integrated into optimization models to ensure their balanced and simultaneous implementation during the decision-making process. Design/methodology/approach: An extensive literature review is used to justify the importance of developing a strategy that minimizes the impact of a lack of coordination on humanitarian logistics decisions. A methodology for a multi-criteria framework is presented that allows humanitarian stakeholders’ interests to be integrated into the humanitarian decisionmaking process. Findings: The findings suggest that integrating stakeholders’ interests into the humanitarian decision-making process will improve its reliability. Research limitations/implications: To further validate the weights of each stakeholder’s interests obtained from the literature review requires interviews with the corresponding organizations. However, the literature review supports the statements in this paper. Practical implications: The cost of a lack of coordination between stakeholders in humanitarian logistics has been increasing during the last decade. These coordination costs can be minimized if humanitarian logistics’ decision-makers measure and simultaneously consider multiple stakeholders’ preferences. Social implications: When stakeholders’ goals are aligned, the humanitarian logistics response becomes more efficient, increasing the quality of delivered aid and providing timely assistance to the affected population in order to minimize their suffering. Originality/value: This study provides a methodology that translates humanitarian supply chain stakeholders’ interests into quantitative values, enabling them to be integrated into mathematical models to ensure relief distribution based on the stakeholders’ preferences.Peer Reviewe

    Characterizing Logistics Operations Within a Federal Staging Area for Hurricane Response: A Qualitative Analysis of Federal, State and Local Perspectives

    A successful deployment of logistics operations following a disaster is a collective contribution of federal, state, and local entities to ascertain an efficient and effective response. This research analyzes data from interviews with disaster response logistics experts from these entities. The objective is to investigate the information sources and planning processes used in these organizations to plan vehicle routes for critical resource deliveries to impacted areas. Special attention is directed to the impacts of incomplete knowledge of infrastructure status, such as road disruptions due to debris or flooding. Supported by both qualitative and quantitative evidence, the study finds that incomplete knowledge of infrastructure status poses serious critical transportation risks such as delivery delays in disaster relief distribution. This research reveals both similarities and differences in logistical decision-making among these organization types and emphasizes the need for improved information sharing and coordination among emergency response organizations. The findings of this research are expected to guide future initiatives aimed at disaster relief routing thereby enhancing emergency response capabilities and outcomes

    An emergency dispatch model considering the urgency of the requirement for reliefs in different disaster areas

    Purpose: Frequent sudden-onset disasters which have threatened the survival of human and the development of society force the public to pay an increasing attention to emergency management. A challenging task in the process of emergency management is emergency dispatch of reliefs. An emergency dispatch model considering the urgency of the requirement for reliefs in different disaster areas is proposed in this paper to dispatch reliefs reasonably and reduce the effect of sudden-onset disasters. Design/methodology/approach: Firstly, quantitative assessment on the urgency of the requirement for reliefs in different disaster areas is done by an evaluation method based on Fuzzy Comprehensive Evaluation and improved Evidence Reasoning which is proposed in this paper. And then based the quantitative results, an emergency dispatch model aiming to minimize the response time, the distribution cost and the unsatisfied rate of the requirement for reliefs is proposed, which reflects the requests of disaster areas under emergency, including the urgency of requirement, the economy of distribution and the equity of allocation. Finally, the Genetic Algorithm is improved based on the adaptive crossover and mutation probability function to solve the emergency dispatch model. Findings: A case that the Y hydraulic power enterprise carries on emergency dispatch of reliefs under continuous sudden-onset heavy rain is given to illustrate the availability of the emergency dispatch model proposed in this paper. The results show that the emergency dispatch model meets the distribution priority requirement of disaster area with the higher urgency, so that reliefs are supplied more timely. Research limitations/implications: The emergency dispatch model faced to large scale sudden-onset disasters is complex. The quantity of reliefs that disaster area requires and the running time of vehicles are viewed as available information, and the problem that how to obtain the information is not considered. Practical implications: The emergency dispatch model considering the urgency of the requirement for reliefs in different disaster areas is applicable to a realistic emergency dispatch of reliefs under sudden-onset disasters and the research results is the foundation of further research on the problem of emergency management. Originality/value: This paper proposes emergency dispatch model considering the urgency of the requirement for reliefs in different disaster areas which can meet the realistic requirement that the disaster area with the higher urgency has an priority to obtain the reliefs and make reliefs be distributed timely.Peer Reviewe

    A study of volunteered geographic information (VGI) assessment methods for flood hazard mapping: A review

    Floods are known as frequent and destructive global events that are caused by natural and human factors. Beside traditional methods, flood hazard mapping has been empowered by spatially enabled cell phones and web mapping technology which are feed by user generated data. This user generated information or Volunteered Geographic Information (VGI), becomes the first point of response during any natural disaster. Since this information is created by volunteers, its reliability and credibility issues bring restriction on use of them as main source of information. The available methods of VGI credibility assessment mainly focus on meta data analysis, VGI spatial pattern analysis and comparison of VGI data with reference data. This paper thoroughly discusses recent development in these three groups of VGI assessment methods. At the end we highlighted several research gaps and potentials of combining and improving these methods to support flood hazard mapping
