    A Strategic Base in the Global Supply Chain: Türkiye

    Türkiye is becoming a new base in the global supply chain due to its geopolitical position and the cost advantages it provides. Due to the COVID-19 outbreak, logistics problems, especially production and transportation costs, have further strengthened Türkiye's position in this context. Türkiye's strategic location, strong logistics infrastructure, costeffective and qualified workforce, along with a liberal investment climate, offer a suitable environment for international companies. Türkiye ranks well in the World Bank’s Logistics Performance Index, which valuates countries' logistics performance in customs, transportation, and infrastructure. Türkiye has served as a bridge between the east and west since historical times. During the Seljuk period, caravanserais and other infrastructure and service areas were established in Anatolia to support commercial activities. The Silk Road, which had an important place until a certain period of the Ottoman Empire, lost its importance due to other developments. The "One Belt One Road Project" initiated by China, still in progress and planned to be completed in 2049, will make Türkiye even more important in terms of the global supply chain in the next 10 years. İpekyolu follows the northern and southern routes in Anatolia. With China's "One Belt One Road Project", the Silk Road will regain its former importance as the "Modern Silk Road". Chinese President Xi Jinping fi rst mentioned the Land and Sea Silk Road project in one of his speeches in 2013. It has been decided to name these two projects as the "Belt and Road Initiative-BRI" or the "One Belt One Road-OBOR" project. The word belt constitutes the land route of the project, which includes highways, railways, oil and natural gas pipelines, and infrastructure investments. The word road includes the sea routes covered by the project. The routes of these corridors are provided by multidimensional corridors in the direction of Asia-Europe instead of a single route. Within the scope of this project, many infrastructure investments are made in Türkiye as well.     Territorial Impact Assessment Of Major Transport Projects: A Case Study On Istanbul By Tequila Mode

Sınırötesi işbirlikleri kapsamında desteklenen bölgesel projeler araştırılmış ve ulaştırma genel başlığı ile birleştirildiğinde Yunanistan ile Türkiye arasında inşa edilecek olan Via Egnatia Otoyolu projesinden hareketle projenin getirileri ile götürüleri üzerine araştırma yapılmış ve Alansal Etki Değerlendirmesi başlığı net olarak belirlenmiştir. Tarihte çok önemli bir yere sahip olan Via Egnatia (Egnatia Yolu), Roma ile İstanbul’u Trakya üzerinden birbirine bağlamaktaydı. AB TENs politikaları kapsamında günümüzde tekrar eski önemine kavuşmuş ve yapısal fonlar ile desteklenerek Trakya bölümü hizmete açılmıştır. Türkiye bölümü ise 3. Köprü ve bağlantılı çevre yolunun inşaası ile Via Egnatia’nın tamamlanması projesi gündemdedir. Buradan hareketle, ulaştırma genel başlığı daraltılmış ve literatür araştırması ile Alansal/Karasal Etki Değerlendirmesi başlığı bu tezin temel noktası olarak belirlenmiştir. Bu bağlamda, Türkiye’nin Avrupa Birliği adaylığı çerçevesinde yapılan tüm diğer reformlar ve çıkarılan tüm uyum yasaları gibi ulaştırma alanında da birçok değişiklik yapılmaktadır. Tüm ulaşım modları (karayolu, demiryolu, havayolu ve denizyolu) AB standartlarına göre yeniden yapılandırılmakta olup mevcut hatlarda iyileştirme çalışmaları ve yeni hatlar ve/veya yollar için birçok büyük ölçekli ulaştırma altyapı projeleri gündemdedir. Bu projelerin başlıcaları da Trans Avrupa Ulaşım Ağı’na entegrasyon adına yapılan büyük bütçeli yatırımlardır. Ancak, AB tarafından desteklenen (yapısal fonlar, hibeler ve benzeri bütçe yardımları yoluyla) bu denli büyük ulaşım altyapı yatırımlarının olası alansal veya karasal etkileri üzerine yapılan çalışmalar çevresel ve ekonomik etkiler başlıkları ile sınırlıdır. Dünyada örnekleri oldukça fazla olan Alansal/Karasal Etki Değerlendirmesi; Kuzey Amerika, Avrupa ve Asya örnekleri ile ortaya konmuş ve politika üretenler için vazgeçilmez bir araç olarak ulusal planlamada yerini almıştır. Büyük ulaştırma yatırımlarının ve alansal/karasal etkilerinin değerlendirildiği örnekler arasında tüm ulaştırma modlarının dahil edildiği projelere yer verilmesine özen gösterilmiş olup ülkemizde uygulaması bulunmayan “iç su yolları ulaşımı” da Güney Kore örneği ile AB örneğinde göze çarpmaktadır. Ne yazık ki ülkemizde Alansal/Karasal Etki Değerlendirmesi örneğine rastlanamamıştır. Ancak ülkemiz megakenti İstanbul’un bir bölge olarak ele alındığı bu tez kapsamında İstanbul için bir alansal etki değerlendirmesi yapılmış olup bu büyük altyapı yatırımlarının alansal veya karasal etkileri araştırılmıştır. Çevresel ve xxiv ekonomik etki değerlendirmelerinden farklı olarak bir Alansal Etki Değerlendirmesi (TIA) modeli olan TEQUILA modeli (Alansal Etkinlik, Kalite, Kimlik Katmanlı Değerlendirme) bu araştırmanın merkezinde olup İstanbul özelinde 2010 ve 2018’de yapılması planlanan 3. Köprü (büyük ulaştırma altyapı projesi olarak değerlendirilmiştir) için de sonuçlar genel olarak irdelenmiştir. Kullanılan TEQUILA modelinin içerdiği göstergeler aynen alınmış ve İstanbul kent ölçeği olarak değil bölge ölçeğinde ele alınmıştır. Modelin sonuçları kabaca bir değerlendirme sunduğundan çalışmanın bulguları da bu yönde değerlendirilmelidir. Kent ölçeği için alınması mutlak surette gerekli olan göstergelerin çoğu modelin içeriği gereği kullanılmadığından bulguların değerlendirilmesinde bu husus göz önüne alınmalıdır. Modelin eleştirel noktasını oluşturan konu da bu noktada belirmektedir: Detaydan uzak kabaca bir çerçeve çizmektedir. Kullanılan modelde belirlenen değişkenlerin ve buna bağlı olarak modelin çıktısının bölgesel ve bölgeler arası erişim, bölgesel etkinlik ve bölgesel kimlik adına kabaca bir fikir vermesi açısından bu çalışmada da ileriki çalışmalara altlık oluşturmak amaçlanmış olup kentsel ölçekte yapılmış bir çalışma olmadığının altını çizmek gerekir. Modelin değişkenleri arasında bulunan tiyatro ve müze sayıları gibi alt göstergeler için projeksiyon verisi olmadığından 2018 yılı için de yine 2010 yılı verileri kullanılmıştır. Model içinde kritik öneme haiz olmadığından sabit olarak alınmasında bir sakınca görülmemiştir. Ancak, yapılacak yeni alansal veya karasal kimlik (territorial identity) araştırmalarından elde edilecek bulgular modele veri olarak dahil olduğunda veya yapılacak bir projeksiyon ile bu veriler tahmin edilebildiğinde modelin sonuçları daha farklı olarak değerlendirilebilecektir. İstanbul Bölgesi için yapılan bu tez çalışmasında esas amaç 3. Köprü için bir çalışma ortaya koymak değil, genel olarak büyük ulaştırma altyapı projelerinin İstanbul Bölgesi için bir alansal etki değerlendirmesi yoluyla incelenmesidir. Bu incelemenin bölgesel ve/veya makro ölçekte olduğu belirtilmelidir. Modelin uygulaması microsoft office programı olan excel ile hazırlanmış olup herhangi özel bir yazılım kullanılmamıştır. Emisyon gazları değişkeninin projeksiyon verileri ise trend analizi yöntemi kullanılarak kestirim yapılması yoluyla belirlenmiş ve modele bu şekli ile dahil edilmiştir. Modelin özgün yapısında ayrıca bir simülasyon yazılımının varlığı ile görsel bulgulara erişmek mümkündür fakat maddi ve uluslar arası erişim sorunları nedenleriyle simülasyon yapılamamış, sadece modelin çıktıları yorumlanabilmiştir. Modelde yeşil alan tahribatı göstergesi ise İstanbul Üniversitesi Orman Fakültesi tarafından hazırlanan 3. Köprü Projesi Raporu’na dayanmaktadır. Raporun ortaya koyduğu veriler TEQUILA Modeli’ne veri oluşturmuştur. Bu bağlamda, modelin sonuçlarını sıralayacak olursak: Toplam etkinlik başlığında, alansal erişilebilirlik anlamında, büyük ulaştırma yatırımlarının alansal/karasal etkilerinin pozitif; ancak alansal kalite ve alansal kimlik başlıklarında ise %90’a varan negatif etkileri olduğu sonucuna ulaşılmıştır. Bu sonuçların alınmasında kuşkusuz Marmaray Projesi kapsamında artan demiryolu uzunluğu (km olarak), 3. Köprü Projesi ile artacak olan karayolu uzunluğu (km olarak), trafikteki araç sayısının artışı, hızla artan nüfus, yeşil alan tahribatı ve diğer göstergelerin ilk bakışta vermesinin beklendiği negatif sonuç toplam etkinlik katmanında pozitif çıkarak yorumlarda eleştiriye neden olabilir. Nüfus ve karayolu bağımlılığı nedeniyle ortaya çıkan karayolu uzunluğu modeli doğrudan etkilediğinden negatif etkilerin beklenmesi çok açıktır. Unutulmaması gereken nokta ise en başta ifade edildiği gibi bölge bazlı düşünülmesi gerektiğidir. Kentsel ulaşımın xxv bölgesel ulaşım ile ayırdının bu tez kapsamında net olarak yapıldığını söylemek gerekir. Sonuç olarak, bu tezde, Istanbul için yapılan Alansal Etki Değerlendirmesi; büyük ulaştırma altyapı projelerinin (3. Köprü projesi bu anlamda seçilmiştir) alansal veya karasal etkilerini ortaya koymak adına farklı bir bakış açısı getirmek amaçlanmıştır. Sonuçların beklentiyi kısmen karşıladığı rahatlıkla söylenebileceği gibi veri eksikliği ve projeksiyon veriler ile çalışmanın güçlüğü sorunlarının aşılmasından sonra bulguların değişebileceğini bir kez daha belirtmek gerekmektedir.The start point of this thesis topic is “transportation”. Despite the fact that the topic transportation itself was really wide and it needs to be narrowed. According to my Civil Engineering background, transportation was considered an intersection topic with regional planning. But, it must not only be a technical issue but also be combined with regional planning context. So that, after reading the literature on the relation between transportation and regional planning; it was seen and questioned that how transportation effects regional development and what the consequences of this effection would be. Then, the topic took shape around impact assessments. Furtheermore, Territorial Impact Assessment was chosen as implementation instrument in order to investigate the bond between regional planning and transportation. Other impact assessments such as Environmental Impact Assessment and/or Social Impact Assessment, etc. were inadequate to explain the impacts of transportation in the regional context. Finally, the topic was narrowed into: Major Transport Infrastructures and Their Territorial Impacts. And I wanted to investigate this relationship by using mathematical methods, models, etc. After the research related to this topic, I decided to implement TEQUILA Model on Istanbul (under the tought of taking Istanbul as a region). In the context of candidance of Turkey into EU; a lot of changes has been making like all compliences with the law. All transport modes (road, railroad, air and maritime transport) have been reconfiguring according to EU regulations and major transport infrastructure projects of rehabilitation of current lines with new ones and/or roads take place in the current agenda. These projects are essentially big scale investments which aim to integrate with the TEN-T. But, the researches that are done on which regional impacts of this amount of big scale projects are restricted with social, environmental and economic impacts. In this thesis, a Territorial Impact Assessment was implemented in a selected region, Istanbul, so that the territorial impacts of Third Bridge on Bosphorous as a major project was investigated by using TEQUILA (Territorial Efficiency, Quality, Identity Layered Assessment) Model which is used in European Observation Network, Territorial Development and Cohesion (ESPON). Although there are many different methods to make an Impact Assessment; I decided to use TEQUILA Model because this model includes other impact assessment types which are in order: Social Impact Assessment, Economic Ipact Assessment and Environmental Impact Assessment. I could not make a simulation just because I made a case study for Istanbul only therefore, I supported the outcome of TEQUILA by using Ex-Ante Assessment. In conclusion, by making the Territorial Impact Assessment which was implemented for Istanbul, it is aimed to bring a different aspect in order to determine the territorial impacts of Third Bridge on Bosphorous in this thesis. First of all, it is very significant to indicate that TEQUILA Model is a macro scale model. It measures regional accessibility; inter connectivity and regional identity. That means most of the urban transport indicators (for example transport modes such as maritime transport, aviation, etc.) are absent in the model. Simply highway and railway endowment data are used. The land use data were not directly used in the model. The model measures the maximum area fragmentation by 1-10 scale. The weight (0.333) was selected in order to stand equally from the regions. It can be said that, TEQUILA supplies a “general” determination base for further studies. So that, Istanbul was selected under the consideration of Istanbul Region and TEQUILA was implemented to take a snapshot of Istanbul in a macro scale about major transport infrastructure projects. TEQUILA simply focuses on macro scale indicators. It presents a general view about transport projects and their territorial impacts. It is a whole with it SIP Module which evaluates the results of the model via mapping as shown above in the section 4.4 It is not important for TEUILA that a project done “where”; but it is significant that whether the project is “done” or “not”. In this study, TEQUILA model was directly implemented for Istanbul Region. Furthermore, the weight might be determined for Istanbul Region by a council that consists of professionals interested in the subject. So is maximum area fragmentation level. It should be taken into consideration that number of theaters and museums was taken constant. In other words, it is assumed that the territorial identity data would not change in 2018 because of lack of projection data on these indicators. However, if TEQUILA model can be improved and can be adapted into urban transport, future studies are going to be more detailed and urban transport indicators can be directly in the model. Bu inceleme özellikle örnek projelerin kesit çizimleri üzerinden yürütülmüştür. Amaç, projelerin ulaşım ve fonksiyonel katmanlarının yanı sıra, onları oluşturan strüktürlerin de kentsel çevre ile olan etkileşimlerini hem dikey hem de yatay tutumları ile kesitler üzerinden okumaktır. Kent bağlamında, ulaşım strüktür tipoloji yaklaşımlarının zeminle kurdukları ilişki farklarıyla nasıl değiştiğini açıklayabilmektir. Kentsel mekânların özellikle yer altı ve yer üstü ilişkisi kuran ulaşım altyapıları ile etkileşimde olması problemi oluşturmuştur. Kentsel mekân ve ulaşım strüktürleri arasındaki ilişkiyi gösteren kesit tipolojileri ve tipolojilerin kent zeminine etkileri değerlendirilmiştir. Literatürde incelenen dünya örneklerinin yanı sıra, İstanbul’da ulaşım ağı içinde çekim noktası olarak yer alan bölgeler üzerinde zemin ve ulaşım ilişkisi incelenmiştir. Sonuç olarak İstanbul için kentsel kesit yaklaşımının gösterildiği tipolojik haritalama hazırlanmıştır. Bu şekilde İstanbul Avrupa yakasındaki genellikle yeraltı bazlı ulaşım sistemlerinin kentsel zeminler ile olan ilişkisi kentsel kesitlere verilen tipolojiler üzerinden okunabilmektedir.Today, the perception of layered transportation infrastructure has to be merged with the architecture and urban design. Especially the underground transportation modes affect the grounds of the city. This thesis focuses on investigating the relations of grounds and the transportation infrastructure. Exploring the interaction level of urban spaces with the transportation systems in terms of their expansions below and above the ground is the problem itself. Moreover finding a relation between urban spaces, transportation hubs and their typologies and how these typologies shaping urban grounds in the transportation context. After that, İstanbul is the case area of analyzing the urban sections with respect to ground and underground relations and typologies that have examined. The selected zones of İstanbul for showing the relation between ground and transportation have the major quality of being in the networks of city transportation system.     Modeling the Multicommodity Multimodal Routing Problem with Schedule-Based Services and Carbon Dioxide Emission Costs

    We explore a freight routing problem wherein the aim is to assign optimal routes to move commodities through a multimodal transportation network. This problem belongs to the operational level of service network planning. The following formulation characteristics will be comprehensively considered: (1) multicommodity flow routing; (2) a capacitated multimodal transportation network with schedule-based rail services and time-flexible road services; (3) carbon dioxide emissions consideration; and (4) a generalized costs optimum oriented to customer demands. The specific planning of freight routing is thus defined as a capacitated time-sensitive multicommodity multimodal generalized shortest path problem. To solve this problem systematically, we first establish a node-arc-based mixed integer nonlinear programming model that combines the above formulation characteristics in a comprehensive manner. Then, we develop a linearization method to transform the proposed model into a linear one. Finally, a computational experiment from the Chinese inland container export business is presented to demonstrate the feasibility of the model and linearization method. The computational results indicate that implementing the proposed model and linearization method in the mathematical programming software Lingo can effectively solve the large-scale practical multicommodity multimodal transportation routing problem

Bu amaçla tarihsel kaynaklar, ticaret yollarının haritaları ve önemli ticaret merkezleri araştırılmış, Osmanlı dönemindeki ilk ticaret yolundan Cumhuriyet dönemine kadar geçen sürede ulaşım hatlarındaki tarihsel değişimler incelenmiştir. Bu tezin hedefi, ticaret ve bağlantı ağları üzerindeki ülkeler ve bölgeler arasındaki ticari ilişkilerin etkilerini ve bu ülke ve bölgelerin zaman içindeki değişimlerini araştırmaktır. Ekonomik teorilerin gelişimi ile bağlantı türleri ve ağları kolaylaştırmak için teknolojik ilerlemeler sayesinde değişir. Teknolojik gelişmeler ile ekonomik teorilerin gelişmesi sonucunda bağlantı türleri ve ağları da bölgeler ve ülkeler arasındaki etkileşimi kolaylaştırmak için değişmiş, bu da ekonomik büyümenin dünyadaki temel unsuru haline gelmiştir. Etkileşim ve ilişki hayatın birinci sosyal ihtiyacıdır, ticaret ve ekonomik faaliyetler itibarıyla da bu böyledir. Ticaret teorilerinin zamanla gelişimine bakılırsa, coğrafi şekiller her zaman en çok ilgilenilen konulardan biri olmuştur. Yollar kanalıyla bağlanma, birleşme türlerinin ve üretici, tüketici ve tüccarlar sayesinde oluşan ilişki türünün değişmesiyle normal etkileşimlerde bile önemli bir rol elde etmiştir. 1n6. yüzyılın sonları ile başlayan üretim şeklinin değişimi ve sanayi devrimiyle, küçük bağımsız işletmelerin işlettiği üretimin esnaf modeli, yerini hemen hemen dünyanın her yerine ihracat sektörüne bırakmaya başlamıştır. Bu, ekonomik şartlara göre ekonomik sistemlerin biçimini değiştirmesine sebep olmuştur. Dünya savaşları, dünyada yaşam koşullarına zarar verecek krizlere neden olmuştur. Bu karanlık yıllardan sonra, ülkeler arasındaki birincil amaç dünya ekonomisini yeniden yapılandırmak olmuştu. Dünya savaşları Avrupa’daki ekonomik gücü zayıflatırken ve büyük güçleri değiştirirken; Avrupa’daki savaşlar sonrası karmaşayı çözmek için teknoloji, sermaye ve örgütsel model Amerika Birleşik Devletleri’nden gelmişti. Bundan sonra, Birleşik Devletler, kurduğu Birleşmiş Milletlerin yardımlarıyla, ülkeler arası ilişkilerin yeniden yapılanmasında başrol oynamıştır. Savaş sonrası olağanüstü duruma çözüm olarak ekonomik gelişme, komünizmin kontrolünün hedeflenmesi, Avrupa’nın başka bir dünya savaşına karşı birleşmesi ve dünya genelinde krizleri ortadan kaldıracak bir mekanizma olarak uluslararası koordinasyon, bu dönemin ana karakteristiklerindendi. Avrupa Kömür ve Çelik Topluluğu ve daha sonra Avrupa Ekonomik Topluluğu batı ve doğudaki güçlere karşı Avrupa’yı daha güçlü yapmak için oluşmuş girişimlerdendir. Bu girişimler, Birleşik Avrupa’yı yükseltmek için başka yeni ülkeleri bünyesinde toplamak maksadıyla yeni ekonomik örgütlenmeyi kullanan bazı gelişme ilerleme program ve projeleri sayesinde devam etti.  Ulaşım sistemleri vasıtasıyla altyapı yatırımları, kapsamlı entegrasyon uyum politikası olarak bu süreçteki ana projelerinin en belirgin bileşenlerinden biridir. Eski zamanlarda olduğu gibi İpek Yolu sınırları geçmek için ülkeler arasında ticaret savaşları başlatmak için başlıca bir yoldu. Son zamanlarda altyapının özellikle de ulaşım sistemlerinin gelişmesi küresel dünyanın entegrasyonunun ana nedenlerindendir.  Ulaşım sistemi düğüm noktaları, ağlar ve talepler arasındaki ilişkiler kümesi olarak kavramsallaştırılabilir. Bunlar, yerleşim birimlerinde mekânsal olarak bu talebin, mekan-talep arasındaki akımlar ve bu akımları karşılayacak şekilde tasarlanmış altyapılar olarak dışavurumuna yol açar. Ulaşım sisteminin tüm bileşenleri, ayrı veya birleşmiş bileşenler olarak; yolcuların, yükün ve bilginin hareketlerini kolaylaştırmak için tasarlanır. Ticaret koridoru iki farklı ekonomik aktivite noktasını kendilerine has coğrafi konumu vasıtasıyla birbirine bağlayan bir yoldur. Bu yollar esasen genellikle bir kentsel alan yakınında merkezlenmiş ekonomik düğümler ya da göbekler arasında bağlantı sağlar. Uluslararası ilişkiler ticari anlamda bağlantının bölgesel ölçeği şekillendirilerek ivme kazanır. İpek Yolu, yüzyıllar boyunca doğu ve batı arasındaki ticaretin ana arteri, türlü güçlerin, savaşların, ticaretin yükselişine veya çöküşüne şahitlik eden en eski ticaret yolunun eşsiz örneğidir. Tüm ticaret yollarının yalnızca en ünlüsü değil, aynı zamanda sosyal, ekonomik ve kültürel dönüştürme yoluydu. İpek yolu, ticaretin ilişkileri, yerleri, coğrafi konsepti ve ekonomik faaliyet alanlarını nasıl dönüştürebildiğine bir örnektir. Bölgesel ve uluslararası ölçekte ulaşım sistemlerinin gelişmesi ve yeniden inşa edilmesinden bu yolların düğüm noktası olarak şehirler ve bölgeler doğrudan etkilenmişlerdir. Bu rota içinde geçmişte olduğu gibi şimdi de oldukça önemli olan Anadolu bu tez için seçilmiştir.  Bu çalışma ekonomik ilişkilerin ve Anadolu bölgesindeki ticari yolların yeniden oluşturulmasının tarihini zamanın yol haritalarını kullanarak ve yorumlayarak açıklar. Küresel boyutta, ulaşım uluslararası ticaret yoluyla üretkenlik sayesinde ekonomik ihtisaslaşmayı destekler ve şekil verir. Ticaret hedefleri talebin ve pazar yerine göre üretim ve akış yönüne yansır. En azından, yol boyunca olan mekanlar belde, kentsel veya bölgesel hiyerarşi içerir. Bu süreç içinde bazı büyük yerleşim yerleri küresel şehir veya mega şehir olarak ortaya çıkarlar. Fakat bir şehrin başkent olarak seçilmesinin ana nedeni siyasi hedeflerdir. Bu tez ticaretin ve uluslararası ticaretin bir şehrin önemini ve gelişimini nasıl etkilediğini belirtmeye çalışmaktadır. Bu bağlamda uluslararası ticaret şehirlerin gelişimiyle birlikte ulaşımın da gelişimini yönlendiren önemli bir bileşendi.  Deniz veya kara yollarının yükseliş veya çöküşüyle yerleşim yerleri dönüşüm geçirdi. Ticaret veya başka uluslararası ilişkiler hakkında devlet politikalarının değişimi sayesinde yolların yönü bu kararlara göre şekillendi. Son zamanlarda uluslararası ticaretin ve bölgelerin ve ülkelerin serbest birleşiminin artması küresel dünyadaki altyapının öneminin bir işareti olan aralarındaki altyapı projelerinin çeşitliliğini etkilemektedir.  Bu tezin ana hedefi, tarih boyunca Anadolu ticaret yollarını yorumlamak ve dünyada gelişen olayların Anadolu bölgesindeki ticaret yollarını ve yerleşim yerlerini ekonomik ve ticari durumlar bakımından ne kadar büyük ölçüde etkilediğini göstermektir. Sadece antik önemi değil stratejik coğrafi konum da bu önemli pozisyonu bugünlere getirmiştir. Bu suretle bu koşulların zamanla nasıl değiştiğini ve dünya olaylarının ticaret yollarını ve yerleşimleri ne kadar büyük ölçüde etkilediği Anadolu bölgesi ekseninde ekonomi ve ticaret durumları bakımından incelenmiştir. Ticaret ve ticaret teorileri tartışmasından sonra dünyadaki başlıca olayların Anadolu’yu da ticaret yolları konusunda en az diğerleri kadar etkilediği hakkında, haritalar kullanılarak tarihsel kaynaklara odaklanılmıştır.In this thesis, the aim is to find out how trade; especially international trade affects the connectivity network in Turkey over time. In this attempt, historical changes of trade and transportation route from the beginning of the first trade route via Ottoman period until the Republic period by using the historical resources, using the map of routes and the major trade centers are searched. The objective of this thesis is to investigate effects of trade and commercial relationship between countries and regions on connected networks and their changes over time. With the development of economic theories, by technological improvements connectivity types and networks change in order to facilitate the economic interaction between the regions, are the essential componenets to economic growth in the world.  Interaction and relationship are the first social demands of life, by either trade or economic activities. By development of trade theories over time, the geographic shape of trade has always been one of the most attended topics. Connecting via routes has obtained essential role, even in the normal interactions by changing the integration modes and the kind of relationship due to the producers, costumers and traders. Starting with the end of the seventeenth century, by the changes of the production style and the industrial revolution in the period from eighteenth century, the craft model of production operated as a small independent business, had begun to be replaced to the export sector almost everywhere in the world. It caused the economic systems to transform due to economic conditions. In addition, economic damages due to the World Wars led to crisis to run down quality of life in the entire world. Restructuring of the world economy was the first mission between states after wars. While the World Wars weakened the economic power and changed great powers in the Europe, technology, capital and organizational mode came from the United States to solve the European conflicts caused of wars. After that, United State played a major role in restructuration the relationships between the countries with the help of establishing the United Nation. Economic development as a solution for the disasters of the wars, the aiming control of Communism, European integration against another world war and international coordination as a mechanism to remove crisis around the world were the main characteristics of that period. This was the initial effort to integration and confederate in global scale between the states, countries and continentals.  European Coal and Steel community, and later Common Market were some initiatives to make a more powerful European against to the west and east powers. These continued by means of some development progress programs and projects, using the new economic organization to incorporate new countries to rise and grow stranger the United Europe. In this framework, infrastructure investments via transportation systems are one of the significant components of the main projects in this process as wide integration cohesion policy. After that, development of infrastructure between more territory and states come the most important purposes to increase connectivity due to this cooperation.  Same as the old times, Silk Road was the essential way to pass the borders and beginning of introduce wars or trades of nations and states. Last decades also development of infrastructure especially transportation systems are the main of integration as global world.  The transportation system consists of the set of relationships between nodes, networks and demands. These involve locations spatially expressing this demand, flows between them and infrastructures designed to handle these flows. All components of a transport system are designed to facilitate the movements of passengers, freight and information, either as separate or joint components as trade route.   Trade route is a way that connects two different economic activity points through individual geographical location. These routes mainly provide connections between economic nodes or hubs that are usually centered near the urban places. By shaping the regional scale of connectivity, international relations in terms of trade accelerate. Silk Road, the main artery of the commerce between the east and the west throughout the centuries, is a unique example of the old trade route, which witnessed varying powers, wars, trade with rising or collapsing on them. It was the most famous not at all trade routes, but also social, economic and cultural converting route. Silk Road is an example how trade can transform the relationships, places, geography concept and economic activity area. By restructuring and development of transport systems in regional and international scales, cities and regional as nodes of these routes are the major places that influence directly. Anatolia as essential territory during the time throughout these route even the past until now, selected for this thesis.  This study tries to indicate historical process of trade relations and reconstruction of commercial routes within the Anatolian territory via using and interpreting the route maps during the different epochs from the first trade route until the last international transportation projects. It is aimed to explain how similarly the transportation systems reshape the economic specialization according to geographic and endowments characteristics, demands and trade changed the productivity and transportation direction. Trade targets reflect the productions and flow direction according to the demand and market destination. At least, locations through this route –involve cities, urban or regional hierarchy. During this process, some huge cities as global or mega ones emerged. However, political destinations are main reason to select a city as capital. This thesis aims to indicate trade and international trade which affect the importance of a city and its development, in this manner international trade was essential component in direction of transportation improvement as well as cities development.   Regarding to rise or collapse of routes, settlements transformed. Although state trade policies affect the route oriented, international trade relations impress this strike. Last decades increasing of international trade and free integration of regions and nationals expose the variety infrastructure projects between them that is sign of infrastructure importance development to go up into the global world.  Main target of this research is to interpret the transformation of the Anatolian trade routes over time. Anatolia as the oldest agriculture center by proximity to the Fertile Crescent and the first trade center and route, has ancient term in this issue. Not at all the ancient importance but also strategic geographical location brings this significant position to these days. In this way, investigation of the how these conditions reforms by passing time and how considerably world events influence the trade routes and settlements within the Anatolia territory in terms of economy and trade attitude. It presents the goals and the policy adopted by the Chinese side in the process of building rail connections with European countries, compares the current and the planned transport corridors, offers an analysis of the economic potential of the China-Europe rail connections. It also discusses various business models of cooperation with China in rail transport. The report has been drawn up based on the desk research and interviews with representatives of European and Chinese companies involved in developing rail connections, as well as interviews with Chinese analysts dealing with Belt and Road issues

    A Comprehensive Decision Support Framework in the Front-End Phase of Major Transportation Projects

    Identifying the best project alternative is a critical challenge facing major transportation projects (MTPs) at the front-end phase. The increasing complexity and dynamism of MTPs have imposed substantial uncertainties and subjectivities in the decision-making process. Despite the efforts made in previous studies, a stochastic framework to facilitate the comprehensive assessment is still missing. In this research, a stochastic decision support framework has been developed to cope with the considerable uncertainties in MTPs. The features of the proposed decision support framework are achieved by using the Bayesian belief network modeling technique to provide a comprehensive registry of the relevant decision factors, establish the interrelationships between these decision factors, and consequently quantify uncertainties of decision indicators. The calculated probabilities for decision indicators have been interpreted to a satisfaction level of stakeholders based on their constraints as a multi-criteria decision model. A Monte Carlo simulation has been conducted to simulate a real condition using the decision indicators probability as input. Finally, MTP alternatives prioritized according to the anticipated satisfactory gained among various stakeholders. The created framework is used in a preliminary alternative assessment for case study related to Detroit River International Crossing project. The case study investigates the decision-making of key stakeholders related to prioritization of alternative projects for a new access between Detroit, US and Winsdor, Canada. The project team verified applicability of the model. The developed framework and the case study highlight the significance of identification of a stochastic project alternative assessment method. The proposed framework provides decision-makers with a decision support tool to facilitate front-end phase of MTPs
