    Concurrent Biological, Electromagnetic Pulse, And Cyber Attacks - A Challenge To The Interagency Response

    The U.S. including its military depends on an electrical grid and electricity-based critical infrastructure. An electromagnetic pulse (EMP) and cyber attack can disable not just a significant portion of the electrical grid and critical infrastructure, but also the networkcentric military response to such an attack. There is a large range of actors that might attempt EMP attacks against the U.S.. Health surveillance systems are network-centric, and if mass destruction is the goal of an adversary, launching a biological attack concurrently with EMP and cyber attacks may achieve this goal. Current agency response plans focus on one WMD attack at a time but combined attacks without emergency management plans may compromise a timely response. An EMP and cyber attack could amplify the effects of a biological attack because the loss of the electrical grid and electricity-based critical infrastructure could disable detection and response efforts as well as disrupt interagency efforts to coordinate a medical response. EMP is often perceived as science fiction because the immediate effect does not result in loss of life, but the cascading failures of critical infrastructure will affect civilian and military capabilities to support survival and recovery. Key steps to mitigate the catastrophic effects of an EMP attack should be taken and include: prevent an attack in the first place, prepare so personnel can respond after an attack, protect the critical infrastructure to limit the impact, and recover after an attack to restore power and critical infrastructure

    The Rise of Mobile and the Diffusion of Technology-Facilitated Trafficking

    In this report, researchers at the USC Annenberg Center on Communication Leadership & Policy (CCLP) reveal how those involved in human trafficking have been quick to adapt to the 21st-century global landscape. While the rapid diffusion of digital technologies such as mobile phones, social networking sites, and the Internet has provided significant benefits to society, new channels and opportunities for exploitation have also emerged. Increasingly, the business of human trafficking is taking place online and over mobile phones. But the same technologies that are being used for trafficking can become a powerful tool to combat trafficking. The precise role that digital technologies play in human trafficking still remains unclear, however, and a closer examination of the phenomenon is vital to identify and respond to new threats and opportunities.This investigation indicates that mobile devices and networks have risen in prominence and are now of central importance to the sex trafficking of minors in the United States. While online platforms such as online classifieds and social networking sites remain a potential venue for exploitation, this research suggests that technology facilitated trafficking is more diffuse and adaptive than initially thought. This report presents a review of current literature, trends, and policies; primary research based on mobile phone data collected from online classified sites; a series of firsthand interviews with law enforcement; and key recommendations to policymakers and stakeholders moving forward

    Carbon Pricing in New York ISO Markets: Federal and State Issues

    New Yorkā€™s Clean Energy Standard (ā€œCESā€), adopted in August 2016, aims to steer the stateā€™s electricity sector away from carbon-intensive generation sources. It supports low-carbon alternatives by requiring retail electricity suppliers to purchase credits, the proceeds from which are paid to renewable and nuclear generators. Recognizing that this will affect the operation of wholesale electricity markets, New Yorkā€™s electric transmission grid operator (the ā€œNew York Independent System Operatorā€ or ā€œNYISOā€) has commenced a review to assess possible means of incorporating the cost of carbon emissions into market prices. This Article explores two approaches to carbon pricing in NYISO markets: the first would involve NYISO adopting a carbon price of its own initiative with a view to improving the operation of wholesale electricity markets (ā€œApproach 1ā€), while the second would involve adoption of a carbon price designed to reflect and harmonize state-level policies aimed at reducing electricity sector emissions (ā€œApproach 2ā€). Under either approach, NYISO would adopt a per megawatt hour carbon price and use it to establish a fee for each generating unit, consistent with its emissions profile. This fee would be added to the prices generators bid into the wholesale electricity market and those adjusted prices used by NYISO to determine the dispatch order. The result would likely be a re-ordering of dispatch, with high-emitting generators dispatched (and paid) less frequently, and cleaner alternatives more frequently. Our proposal, while conceptually simple, is likely to be difficult to implement
