Digital learning can finally help students in the teaching and learning process. It became a necessity due to the global crisis of the pandemic COVID-19. Lecturers have no choice but to provide excellent education online, including technical and vocational education and training (TVET). TVET face-to-face teaching is more practical than online teaching. A preliminary study was conducted to look at the need for a framework in digital learning on TVET at in Public University, Malaysia. The instrument used in this study was an online questionnaire (Google Form) that was emailed to lecturers. The data were analysed using the Statistical Package for Social Science (SPSS) version 26.0. Descriptive statistical analysis was performed in the form of mean and percentage scores. A total of 51 lecturers answered this questionnaire. The questionnaire consists of the demographic respondent, lecturers’ knowledge of online teaching and learning, lecturers’ knowledge of digital learning, faculty readiness, and infrastructure needs in educational institutions. The finding is that lecturers' knowledge of online teaching and learning is moderate, lecturers' knowledge of digital learning is high, faculty readiness is high, and infrastructure needs are high. The findings could be used by the higher education stakeholders for developing a framework in TVET digital learning in nurturing the creation of high-quality and effective online teaching and learning content

To engage students, improve learning and become a cutting edge educator, it becomes necessary to combine traditional classroom instruction with online or mobile learning activities through the technological world which moves so fast and changes so rapidly. The objective of this study was to build an evidence-based framework that explains the challenge of the developing countries’ students in respect of maximizing the full potentials of the computer for educational activities. Questionnaires were administered to 213 students of the University of Ibadan and the Polytechnic, Ibadan, Oyo state of Nigeria. A major limitation to maximizing the full potentials of the computer is poor power energy supply. 62.9% of the population understudied pay to use computer for academic purposes. The cost per hour ranged between #50 to #100 plus. The benefits of collaborative learning and teaching with multiple instructors; integration of external expertise and video conferencing system to create geographically distributed discussion of panels of experts is visibly not maximized. Ultimately, the significant gain in economic productivity as a result of education which may be the most promising way to stimulate general economic growth is lost. This study strongly recommends improved access to computers for the African students. Keywords: Information communication technology, education, challenges, development, statistic

The pace of technological innovation since World War II is dramatically accelerating following the commercial exploitation of the Internet. Since the mid 90’s fiber optics capacity (infrastructure for transmission of information including voice and data) has incremented over one hundred times thanks to a new technology, dense wave division multiplexing, and Internet traffic has increased over 1.000 times. The dramatic advances in information technology provide excellent examples of the critical relevance of the knowledge in the development of competitive advantages. The Silicon Valley (SV) that about fifty years ago was an agricultural region became the center of dramatic technological and organizational transformations. In fact, most of the present high-tech companies did not exist twenty years ago. Venture capital contribution to the local economy is quite important not only due to the magnitude of the financial investment (venture investment in SV during 2000 surpassed 25.000 millions of dollars) but also because the extent and quality of networks (management teams, senior employees, customers, providers, etc.) that bring to emerging companies. How do new technologies develop? What is the role of private and public investment in the financing of R&D? Which are the most dynamical agents and how do they interact? How are new companies created and how do they evolve? The discussion of these questions is the focus of the current work.Technological development, R&D, networks
