    Creating a 21st Century national innovation system for a 21st Century Latvian economy

    The Latvian economy made great strides in recovering from the economic shock of the early transition and the adverse aftereffects of the 1998 Russian financial crisis. Nevertheless, Latvia faces serious challenges to its future growth and prosperity despite these impressive achievements and the outward appearance of macroeconomic stability and economic progress. A wide variety of recent studies suggest that the Latvian economy is not particularly competitive and, even more worrisome, they indicate that Latvia is not well positioned to gain ground in the race for global competitiveness, prosperity, and rising standards of living. Most of Latvia's growth to date has come from one-off gains generated by structural reforms, privatization, and reallocating resources, not inexhaustible reservoirs of growth. Latvian enterprises will be able to sustain economic growth and create high wage jobs only by becoming internationally competitive, innovating, accumulating new knowledge and technology, and finding a high value added niche in the European and global division of labor. This paper is designed to help Latvian leaders develop a clear diagnosis of the innovation and competitiveness challenges facing Latvia as it prepares to enter the EU and, more important, design and implement policies and programs to ensure that Latvia reaps the maximum possible benefits from EU structural funds. Section II analyzes the current structure of Latvia's production, imports, and exports. Section III uses data from a number of competitiveness reports to benchmark Latvia's current progress against a number of comparator countries and to pinpoint Latvia's strengths and weaknesses as an innovative economy. Section IV offers a detailed list of potential policies and programs that could improve the competitiveness of Latvian enterprises and the efficiency of the Latvian National Innovation System.     Will Building ‘Good Fences’ Really Make ‘Good Neighbors’ in Science?

    Problematic issues are raised by the expressed intention of the European Commission to promote greater awareness on the part of scientists in the “European Research Area” about intellectual property rights and their uses in the context of “Internet intensive research collaborations.” Promoting greater awareness and encouraging more systematic usage of IRP protections are logically distinct, but as policies for implementation – especially within the EC’s Fifth Framework Programme – the former can too readily shade into the latter. Building “good fences” does not make for “good (more productive) neighbors” in science. Balance needs to be maintained between the “open science” mode of research, and private proprietary R&D, because at the macro-system level the functions that each is well-suited to serve are complementary. Recent policy initiatives, particularly by the EC in relation to the legal protection of property rights in database, pose a serious threat to the utility of collaboratively consttructed digital information infrastructures that provide “information spaces” for voyages of scientific discovery. The case for alternative policy approaches is argued in this paper, and several specific proposals are set out for further discussion.

This paper gives a brief introduction to the theory of inventive problem solving (TIPS) selected as a theoretical basis of the authors' research efforts in this field. The research is conducted in the Stevin Project of the Knowledge-Based System Group of the University of Twente (Enschede, The Netherlands) in cooperation with the Invention Machine Laboratory (Minsk, Belarus).     Crossing the death valley to transfer environmental decision support systems to the water market

    Environmental decision support systems (EDSSs) are attractive tools to cope with the complexity of environmental global challenges. Several thoughtful reviews have analyzed EDSSs to identify the key challenges and best practices for their development. One of the major criticisms is that a wide and generalized use of deployed EDSSs has not been observed. The paper briefly describes and compares four case studies of EDSSs applied to the water domain, where the key aspects involved in the initial conception and the use and transfer evolution that determine the final success or failure of these tools (i.e., market uptake) are identified. Those aspects that contribute to bridging the gap between the EDSS science and the EDSS market are highlighted in the manuscript.     Facilitating Technology Transfer by Patent Knowledge Graph

    Technologies are one of the most important driving forces of our societal development and realizing the value of technologies heavily depends on the transfer of technologies. Given the importance of technologies and technology transfer, an increasingly large amount of money has been invested to encourage technological innovation and technology transfer worldwide. However, while numerous innovative technologies are invented, most of them remain latent and un-transferred. The comprehension of technical documents and the identification of appropriate technologies for given needs are challenging problems in technology transfer due to information asymmetry and information overload problems. There is a lack of common knowledge base that can reveal the technical details of technical documents and assist with the identification of suitable technologies. To bridge this gap, this research proposes to construct knowledge graph for facilitating technology transfer.     Leveraging Trust Relations to Improve Academic Patent Recommendation

    Academic patent trading is one of the important ways for university technology transfer. Compared to industry patent trading, academic patent trading suffers from a more serious information asymmetric problem. It needs a recommendation service to help companies identify academic patents that they want to pay. However, existing recommendation approaches have limitations in facilitating academic patent trading in online patent platforms because most of them only consider patent-level characteristics. A high trust degree of a company towards academic patents can alleviate the information asymmetry and encourage trading. This study proposes a novel academic patent recommendation approach with a hybrid strategy, combining citation-based relevance, connectivity, and trustworthiness. An offline experiment is conducted to evaluate the performance of the proposed recommendation approach. The results show that the proposed method performs better than the baseline methods in both accuracy and ranking

    Connecting Researchers with Companies for University-Industry Collaboration

    Nowadays, companies are spending more time and money to enhance their innovation ability to respond to the increasing market competition. The pressure makes companies seek help from external knowledge, especially those from academia. Unfortunately, there is a gap between knowledge seekers (companies) and suppliers (researchers) due to the scattered and asymmetric information. To facilitate shared economy, various platforms are designed to connect the two parties. In this context, we design a researcher recommendation system to promote their collaboration (e.g. patent license, collaborative research, contract research and consultancy) based on a research social network with complete information about both researchers and companies. In the recommendation system, we evaluate researchers from three aspects, including expertise relevance, quality and trustworthiness. The experiment result shows that our system performs well in recommending suitable researchers for companies. The recommendation system has been implemented on an innovation platform, InnoCity.
