    Secure data sharing and processing in heterogeneous clouds

    The extensive cloud adoption among the European Public Sector Players empowered them to own and operate a range of cloud infrastructures. These deployments vary both in the size and capabilities, as well as in the range of employed technologies and processes. The public sector, however, lacks the necessary technology to enable effective, interoperable and secure integration of a multitude of its computing clouds and services. In this work we focus on the federation of private clouds and the approaches that enable secure data sharing and processing among the collaborating infrastructures and services of public entities. We investigate the aspects of access control, data and security policy languages, as well as cryptographic approaches that enable fine-grained security and data processing in semi-trusted environments. We identify the main challenges and frame the future work that serve as an enabler of interoperability among heterogeneous infrastructures and services. Our goal is to enable both security and legal conformance as well as to facilitate transparency, privacy and effectivity of private cloud federations for the public sector needs. © 2015 The Authors

    A framework for deriving semantic web services

    Web service-based development represents an emerging approach for the development of distributed information systems. Web services have been mainly applied by software practitioners as a means to modularize system functionality that can be offered across a network (e.g., intranet and/or the Internet). Although web services have been predominantly developed as a technical solution for integrating software systems, there is a more business-oriented aspect that developers and enterprises need to deal with in order to benefit from the full potential of web services in an electronic market. This ‘ignored’ aspect is the representation of the semantics underlying the services themselves as well as the ‘things’ that the services manage. Currently languages like the Web Services Description Language (WSDL) provide the syntactic means to describe web services, but lack in providing a semantic underpinning. In order to harvest all the benefits of web services technology, a framework has been developed for deriving business semantics from syntactic descriptions of web services. The benefits of such a framework are two-fold. Firstly, the framework provides a way to gradually construct domain ontologies from previously defined technical services. Secondly, the framework enables the migration of syntactically defined web services toward semantic web services. The study follows a design research approach which (1) identifies the problem area and its relevance from an industrial case study and previous research, (2) develops the framework as a design artifact and (3) evaluates the application of the framework through a relevant scenario

    Citizen-Centric Data Services for Smarter Cities

    Smart Cities use Information and Communication Technologies (ICT) to manage more efficiently the resources and services offered by a city and to make them more approachable to all its stakeholders (citizens, companies and public administration). In contrast to the view of big corporations promoting holistic “smart city in a box” solutions, this work proposes that smarter cities can be achieved by combining already available infrastructure, i.e., Open Government Data and sensor networks deployed in cities, with the citizens’ active contributions towards city knowledge by means of their smartphones and the apps executed in them. In addition, this work introduces the main characteristics of the IES Cities platform, whose goal is to ease the generation of citizen-centric apps that exploit urban data in different domains. The proposed vision is achieved by providing a common access mechanism to the heterogeneous data sources offered by the city, which reduces the complexity of accessing the city’s data whilst bringing citizens closely to a prosumer (double consumer and producer) role and allowing to integrate legacy data into the cities’ data ecosystem.The European Union’s Competitiveness and Innovation Framework Programme has supported this work under grant agreement No. 325097

    Improved interoperability between public and private organizations is of key significance to make digital government newest triumphant. Digital Government interoperability, information sharing protocol and security are measured the key issue for achieving a refined stage of digital government. Flawless interoperability is essential to share the information between diverse and merely dispersed organisations in several network environments by using computer based tools. Digital government must ensure security for its information systems, including computers and networks for providing better service to the citizens. Governments around the world are increasingly revolving to information sharing and integration for solving problems in programs and policy areas. Evils of global worry such as syndrome discovery and manage, terror campaign, immigration and border control, prohibited drug trafficking, and more demand information sharing, harmonization and cooperation amid government agencies within a country and across national borders. A number of daunting challenges survive to the progress of an efficient information sharing protocol.     Improvements of Decision Support Systems for Public Administrations via a Mechanism of Co-creation of Value

    This paper focuses on a possible improvement of knowledge-based decision support systems for human resource management within Public Administrations, using a co-creation of value's mechanism, according to the Service-Dominant Logic (SDL) paradigm. In particular, it applies ontology-driven data entry procedures to trigger the cooperation between the Public Administration itself and its employees. Advantages in such sense are evident: constraining the data entry process by means of the term definition ontology improves the quality of gathered data, thus reducing potential mismatching problems and allowing a suitable skill gap analysis among real and ideal workers competence profiles. The procedure foresees the following steps: analyzing organograms and job descriptions; modelling Knowledge, Skills and Attitudes (KSA) for job descriptions; transforming KSAs of job descriptions into a standard-based model with integrations of other characteristics; extracting information from Curricula Vitae according to the selected model; comparing profiles and roles played by the employees. The 'a priori' ontology-driven approach adequately supports the operations that involve both the Public Administration and employees, as for the data storage of job descriptions and curricula vitae. The comparison step is useful to understand if employees perform roles that are coherent with their own professional profiles. The proposed approach has been experimented on a small test case and the results show that its objective evaluation represents an improvement for a decision support system for the re-organization of Italian Public Administrations where, unfortunately often, people are engaged in activities that are not so close to their competences

    Towards Cleaning-up Open Data Portals: A Metadata Reconciliation Approach

    This paper presents an approach for metadata reconciliation, curation and linking for Open Governamental Data Portals (ODPs). ODPs have been lately the standard solution for governments willing to put their public data available for the society. Portal managers use several types of metadata to organize the datasets, one of the most important ones being the tags. However, the tagging process is subject to many problems, such as synonyms, ambiguity or incoherence, among others. As our empiric analysis of ODPs shows, these issues are currently prevalent in most ODPs and effectively hinders the reuse of Open Data. In order to address these problems, we develop and implement an approach for tag reconciliation in Open Data Portals, encompassing local actions related to individual portals, and global actions for adding a semantic metadata layer above individual portals. The local part aims to enhance the quality of tags in a single portal, and the global part is meant to interlink ODPs by establishing relations between tags.Comment: 8 pages,10 Figures - Under Revision for ICSC201

    CLOUD-BASED SOLUTIONS IMPROVING TRANSPARENCY, OPENNESS AND EFFICIENCY OF OPEN GOVERNMENT DATA

    A central pillar of open government programs is the disclosure of data held by public agencies using Information and Communication Technologies (ICT). This disclosure relies on the creation of open data portals (e.g. Data.gov) and has subsequently been associated with the expression Open Government Data (OGD). The overall goal of these governmental initiatives is not limited to enhance transparency of public sectors but aims to raise awareness of how released data can be put to use in order to enable the creation of new products and services by private sectors. Despite the usage of technological platforms to facilitate access to government data, open data portals continue to be organized in order to serve the goals of public agencies without opening the doors to public accountability, information transparency, public scrutiny, etc. This thesis considers the basic aspects of OGD including the definition of technical models for organizing such complex contexts, the identification of techniques for combining data from several portals and the proposal of user interfaces that focus on citizen-centred usability. In order to deal with the above issues, this thesis presents a holistic approach to OGD that aims to go beyond problems inherent their simple disclosure by providing a tentative answer to the following questions: 1) To what extent do the OGD-based applications contribute towards the creation of innovative, value-added services? 2) What technical solutions could increase the strength of this contribution? 3) Can Web 2.0 and Cloud technologies favour the development of OGD apps? 4) How should be designed a common framework for developing OGD apps that rely on multiple OGD portals and external web resources? In particular, this thesis is focused on devising computational environments that leverage the content of OGD portals (supporting the initial phase of data disclosure) for the creation of new services that add value to the original data. The thesis is organized as follows. In order to offer a general view about OGD, some important aspects about open data initiatives are presented including their state of art, the existing approaches for publishing and consuming OGD across web resources, and the factors shaping the value generated through government data portals. Then, an architectural framework is proposed that gathers OGD from multiple sites and supports the development of cloud-based apps that leverage these data according to potentially different exploitation roots ranging from traditional business to specialized supports for citizens. The proposed framework is validated by two cloud-based apps, namely ODMap (Open Data Mapping) and NESSIE (A Network-based Environment Supporting Spatial Information Exploration). In particular, ODMap supports citizens in searching and accessing OGD from several web sites.     Assessment of the Conditions for a European Union Location Framework Report EUR

    The European Union Location Framework (EULF) is a set of good practices and actions to promote more effective and efficient use of location information in e-government services. The EULF is part of the Interoperability Solutions for Public Administrations (ISA) Programme, which supports interoperability solutions, sharing and re-use among European Public Administrations. This report assesses the conditions for an EULF, based on a survey of Member States and an examination of EU policies and work programmes. Five focus areas are being considered initially: policy and strategy alignment, e government integration, standardisation and interoperbility, costs and benefits and committed partnerships. The assessment confirmed their importance in realising and maximising the benefits of location-related information and services. There are various good practices demonstrating that these issues can be addressed and that benefits for governments, citizens and businesses can be delivered. However these good pratices are not universally deployed and there are some significant gaps. The assessment also identified other important issues, including the need for effective leadership and governance, a user-driven approach, an open and balanced data policy, training and awareness raising and appropriately targeted funding. There is, therefore, a need for an EULF, to build on the good practices and interest from Member States and to develop a framework of guidance and actions that will foster interoperable cross-sector and cross-border sharing and use of location information.JRC.H.6-Digital Earth and Reference Dat
