Key Information Technology Issues In Higher Education In The 1990s
The results of a delphi survey of the key information technology (IT) issues facing IS managers in college and universities in the U.S. in the 1990s are reported in this paper. The participants represent 161 colleges and universities that grant at least baccalaureate degrees. The study is similar to those conducted by the Society for Information Management (SIM) and the MIS Research Center (MISRC) at the University of Minnesota which have focused almost exclusively on the private sector, and studies sponsored by CAUSE, a nonprofit association concerned with the use and management of information technology in higher education. The purpose of the research is to identify the key issues facing higher education IS managers in the U.S. in the 1990s. This paper reports that the rank ordering of the key issues for the respondent institutions. The top key issues for research institutions include integrating new technologies into existing systems; improving user access to IS and communications systems; integrating systems and local area networks; managing administrative data resources; developing administrative support systems; establishing an information technology architecture; and improving IS strategic planning. Examining the strategic benefits of information systems: A global case study
In the context of the emerging evaluation of Information Systems (IS) as strategic enablers, this paper critically reviews the literature relating to the strategic benefits of IS. Understanding the importance of IS benefits can be significant in the development of strategy in an organisation, although most organisations have diverse environments and, likewise, diverse benefits for decision-makers. Thus, taxonomies of the benefits of IS are produced from both the academic literature and published case studies. In this way, a classification of benefits as they relate to organisational strategic focus has been developed to provide a greater understanding of the benefits needed to obtain a specific focus. The result of this paper is a taxonomy of IS benefits in the strategic focus of IS, using Y bank as a case study. This categorisation can support the evaluation of IS processes, which will, in turn, support decision-makers throughout the planning process

Using ERP as a basis for Enterprise application integration
Architecting and implementing e-Business supply chain solutions across and within the modern day enterprise, is now becoming a necessity in order to maintain competitive and be adaptable to market needs. As such, the integration of information and processes is a vital step, using technologies such as using Enterprise Resource Planning (ERP), Supply Chain Management (SCM) and enterprise portal platforms. The effective sharing of resource planning and other enterprise related data across and within the enterprise is typically seen as a facet of a business to business (B2B) platform. However, such infrastructures typically involve a tight integration across intra and inter-organisational systems. This paper examines an Enterprise Application Integration (EAI) initiative taken by a global manufacturer of industrial automation products, which attempted to utilise ERP as an integration tool across its internal B2B infrastructure, to achieve such an aim. This paper discusses those integration considerations and complexities, experienced by the case company upon embarking on an EAI integration programme through the adoption of a core ERP as a catalyst for organizational change. In doing so the authors present an analysis of the inherent risks and limitations of this approach in terms of previously published literature in the field, relating to technology-driven organizational change and EAI impact and adoption frameworks
Information systems evaluation: Navigating through the problem domain
Information systems (IS) make it possible to improve organizational efficiency and effectiveness, which can provide
competitive advantage. There is, however, a great deal of difficulty reported in the normative literature when it comes to the
evaluation of investments in IS, with companies often finding themselves unable to assess the full implications of their IS
infrastructure. Although many of the savings resulting from IS are considered suitable for inclusion within traditional
accountancy frameworks, it is the intangible and non-financial benefits, together with indirect project costs that complicate the
justification process. In exploring this phenomenon, the paper reviews the normative literature in the area of IS evaluation, and
then proposes a set of conjectures. These were tested within a case study to analyze the investment justification process of a
manufacturing IS investment. The idiosyncrasies of the case study and problems experienced during its attempts to evaluate,
implement, and realize the holistic implications of the IS investment are presented and critically analyzed. The paper
concludes by identifying lessons learnt and thus, proposes a number of empirical findings for consideration by decisionmakers
during the investment evaluation process
Integration of decision support systems to improve decision support performance
Decision support system (DSS) is a well-established research and development area. Traditional isolated, stand-alone DSS has been recently facing new challenges. In order to improve the performance of DSS to meet the challenges, research has been actively carried out to develop integrated decision support systems (IDSS). This paper reviews the current research efforts with regard to the development of IDSS. The focus of the paper is on the integration aspect for IDSS through multiple perspectives, and the technologies that support this integration. More than 100 papers and software systems are discussed. Current research efforts and the development status of IDSS are explained, compared and classified. In addition, future trends and challenges in integration are outlined. The paper concludes that by addressing integration, better support will be provided to decision makers, with the expectation of both better decisions and improved decision making processes
Enterprise resource planning in construction: An evaluation of recent implementations
In a large number of construction firms, Enterprise Resource Planning (ERP) systems have replaced non-integrated information systems by integrated and maintainable software. The implementation of ERP systems in the construction industry is a difficult task. So far, ERP implementations have yielded more failures than successes in this industry. Our study tries to understand the underlying factors that cause success or failure of ERP in construction by analysing how ERP fits into the IT and business strategy of a firm. Empirical research was conducted by a multiple case study of three ERP-implementations in different business environments. Based on the results of this study, propositions are developed that relate factors for the success of ERP in construction to concepts of the existing literature on IT and strategy. Comparing alignment factors in SMEs and large organizations: a planning integration perspective
Measurement of the alignment between business strategies and information systems (IS) has demonstrated positive impact for the organizational performance. The factors that have proved relevant when assessing the maturity level of alignment are: communication, competency/value measurement, governance, partnership, architecture & scope, and skills. Existing research, however, has focused on the assessment of these factors on large organizations and has barely explored their impact on Small and Medium Enterprises (SME). This paper uses the data provided by 127 participants from large and SMEs in order to identify whether the aforementioned factors are also relevant for assessing the level of alignment maturity in SMEs. The results from this research suggest that there are not significant differences between large organizations and SMEs when assessing those factors. In addition, this research also explored the relation between different planning integration of alignment (independent, sequential and simultaneous) in order to measure the perceived relevance of the factors. The results suggest that the planning integration identified on SMEs and large organizations has a positive correlation on how these factors are ranked. For both SMEs and large organizations where the formulation is simultaneous, the relevance of the factors is higher perceived than it is for those where the formulation is independent or sequential

A strategic framework for e-government adoption in public sector organisations
E-government has been recognized as a change agent for public sector reform. Through this change, the public sector
organisation plans to increase operating efficiencies, build information-sharing partnerships and improve communication
with other organisations, as well as with the public. Several studies have discussed how e-government will transform public
sector organisations from traditional paper-based systems to electronic delivery that leads self-service operations that develop
efficiently managed internal business process. However, a number of voids exist in the immature e-government literature,
regarding its adoption strategy and process.
This paper looks at the implementation aspect of e-government in public sector organisations. The paper critically reviews the
issues of e-government adoption and identifies factors that affect the implementation process, such as, technical,
organisational, and environmental. In addition, the authors discuss the benefits and barriers that might influence the decision
making process toward the adoption of e-government in public sector. Since, e-government is an emerging research area,
there is limited literature explaining the framework of e-government adoption. Therefore, this study suggests a strategic
framework for e-government adoption that will assist decision makers in public sector organisations to support their egovernment
adoption strategy and guide the IT developers for implementation process of e-government project
