    The existing buildings in the UK are not designed to be functionally adaptive to fit a spectrum of purposes. Alternatively, scrapping these buildings and building anew does not appear to be an economically viable and environmentally sustainable solution either. Proactive solutions to respond to future potential changes of use are rare in previous and current building designs, which ultimately make these buildings functionally redundant. At present, curiosity about adaptable buildings is spreading among owners, developers and policy makers; however, no detailed investigation has been undertaken to identify the economic costs and benefits of adaptability in new buildings. Thus, the present endeavour was designed to bridge this gap. The research exploited both case studies and survey designs to explore the answers to the above problem. Two case studies were undertaken to establish that building changes occur over time, as well as to assess their economic implications in the current built environment at both macro and micro levels. Three web-based surveys (WBS) were designed and circulated among quantity surveyors and architects of the 100 leading consultancy practices in the UK to identify both the design and economic aspects of adaptability in buildings. The total numbers of respondents to WBS1, WBS2 and WBS3 were 13, 32 and 42, respectively. In addition, data was collected from semi-structured interviews with two policy makers, two structural engineers, a quantity surveyor and a facilities manager. Unstructured interviews with a senior planner, a project manager, two architects and a services engineer were used to clarify the issues of design and planning for adaptability in buildings. The findings were interwoven to develop a conceptual framework to identify the economic considerations for adaptability in new buildings. Two workshops were undertaken with the industry partners for the Adaptable Futures research project to verify the results obtained from the case studies and to test the usability of the developed conceptual framework. The group members had multi-disciplinary backgrounds of architecture, quantity surveying and structural engineering, allowing a robust grounding for verification. The results contribute to the body of knowledge in two ways. Firstly, the developed conceptual framework identifies the economic considerations (costs and benefits) for change of use in buildings within the wider context of adaptability over the lifecycle aspects. This will assist owners/clients and developers in their economic decisions for designing new buildings for potential adaptations. Secondly, the research findings strengthen the reliability of the existing body of knowledge whilst confirming the urgent need for designing new buildings towards potential adaptations. In addition, the findings strongly emphasise plan depth and floor to ceiling height as the most influential design parameters for building change of use, the details of which are not highlighted in the previous literature

    Enhancing the Cultural Heritage through Adaptive Reuse. A Multicriteria Approach to Evaluate the Castello Visconteo in Cusago (Italy)

    Cultural heritage can play a strategic role in developing a sustainable built environment, contributing to the improvement of the economic, social, and environmental productivity of a city. Human activities are constantly affecting the quality of the environment and altering the ecosystems, which produce negative consequences also on human wellbeing. Within this context, it has been much discussed how cities and the built environment can counteract this process by supporting more sustainable development. Adaptive reuse is defined as “a process that changes a disused or ineffective item into a new item that can be used for a different purpose”, which strongly triggers the sustainable development of cities. It can be recognized as a promoter of economic growth, social wellbeing, and environmental preservation, given its capability of both preserving past values and creating new ones. The adaptive reuse matches the main points of the circular economy, seen as the sustainable economy, which is aimed at the reduction of natural resource extraction and environmental impact by extending the useful life of materials and promoting recovery, reuse, and regeneration processes. Given these premises, the current contribution aimed to evaluate alternative scenarios for reuse in Castello Visconteo in Cusago, located in the Lombardy region (Italy), and understanding how adaptive reuse could contribute to generating new values within a circular economy perspective. In detail, four alternative scenarios were proposed to face the new needs born during the COVID-19 pandemic period. Since both intangible and tangible values must be considered, a multicriteria decision analysis (MCDA) has been applied by combining economic and qualitative indicators to define the most suitable function for its adaptive reuse. In detail, the Novel Approach to Imprecise Assessment and Decision Environments (NAIADE) was used to identify the best alternative solution based on the opinions of conflicting stakeholders. The innovativeness of the contribution is given by the combination of different methodologies, the preservation of the memory and the generation of new values, and the consideration of adaptive reuse as a strategy for the achievement of sustainable development within a circular economy perspective

    GISualisation: a tool for visually supporting planning processes

    The evaluation of quality of life in cities can be supported by the analysis of data coming from different sources and describing different aspects such as economic, social, environmental, energy, housing or mobility issues. Nevertheless, the analysis of such big amounts of data is difficult so that only expert technicians can access to their inner contents. Furthermore, the outcomes of these analyses are often presented in static outcomes which reproduce the reasoning of technicians who have not expertise in urban studies. Thus, planners and decision-makers have to base their own choices on given outcomes without opportunities for personally investigating the inner contents of data. In order to facilitate the data exploration and readability by non-technicians, a GIS-based visualization tool, namely “GISualisation”, has been realized to give to both planners and actors involved in planning processes, a decision support system useful to visualize the inter-relations between data which describe cities. The tool is a web-based interactive visual tool, which works on geo-referenced dynamic maps, currently created with free Web GIS applications. GISualisation displays data on a map and offers the possibility to select and filter data by single attributes, allowing users to interact readily with large databases and customise the visualisation of information. Thus, the tool offers a simple interface to visualise GIS data on the basis of users’ requests, providing a support for planners and decision-makers to explore data and detect issues of inefficiency, ineffectiveness or critical areas which needs further reasoning on their planning or design. Furthermore, it can be used in collaborative and participatory session so to improve the information sharing among participants. Depending on the case study, the tool can be adapted and customized to visualise different type of data, ensuring user-friendliness and possibility to explore the relationships between data. GISualisation has already been applied in investigating inefficiencies in a public transport system (Pensa, Masala, Arnone, & Rosa, 2013), in studying pedestrian paths in an urban area, in analysing urban population health and in the evaluation of social housing projects. Further developments will include the integration with the interactive Visualisation Tool (InViTo) (Pensa, Masala, & Lami, 2013; Pensa & Masala, 2014) and the possibility to include real-time data feeds. Through GISualisation, data on quality of life can be investigated and visually analysed so to offer a new tool to actors involved in planning process for detecting critical areas and improving the urban planning process

    The Active Role of Students, Teachers, and Stakeholders in Managing Economic and Cultural Value, Urban and Built Heritage

    Innovation in architecture education is increasingly oriented towards the analysis of real problems considered in their complexity and multi-dimensionality and the active involvement of the stakeholders. The aim of this paper is to highlight how the active role of stakeholders can improve the economic and cultural value of enhancement projects developed in architecture and planning schools, focusing on the potentialities of the problem-based learning (PBL) approach. A three-step educational procedure based on the PBL approach, applied at the atelier “Heritage Preservation and Enhancement” of the Politecnico di Torino, is presented. The results showed how a continuous interaction and dialogue with teachers and stakeholders can effectively support students in addressing real problems and in developing sustainable and feasible enhancement projects able to integrate heritage preservation and economic-financial issues.     Geo-Design. Advances in bridging geo-information technology and design brings together a wide variety of contributions from authors with backgrounds in urban planning, landscape architecture, education and geo-information technology presenting the latest insights and applications of geodesign. Geo-Design is here understood as a hybridization of the concepts “Geo” – representing the modelling, analytical and visualisation capacities of GIS, and “Design” – representing spatial planning and design, turning existing situations into preferred ones. Through focusing on interdisciplinary design-related concepts and applications of GIS international experts share their recent findings and provide clues for the further development of geodesign. This is important since there is still much to do. Not only in the development of geo-information technology, but especially in bridging the gap with the design disciplines. The uptake on using GIS is still remarkably slow among landscape architects, urban designers and planners, and when utilised it is often restricted to the basic tasks of mapmaking and data access. Knowledge development and dissemination of applications of geodesign through research, publications and education, therefore, remain key factors. This publication draws upon the insights shared at the Geodesign Summit Europe held at the Delft University of Technology in 2014.     Valuation of ecological retrofitting technology in existing buildings: A real-world case study

    The world’s existing buildings are aged, in a state of deterioration and in need of inter-ventions. When selecting the type of possible intervention to be applied, the choice falls between two alternatives: simple unsustainable ordinary maintenance versus ecological retrofitting i.e., an increase in the quality of the indoor environment and building energy saving using local bio-natural materials and products. The present research seeks to respond to the requests of recent comprehen-sive reviews which ask for the retrofitting of the world’s huge existing building stocks and portfolios by proposing an approach and testing it in a specific case study (at the unit, building and urban block level) which can then be carried out and repeated in the future on a larger urban scale. The real-world experimentation in the provided case study achieved the important outcome and goal of a Green Building strategy and post-carbon city framework i.e. the significant enhancement of the thermal performance of the buildings as a result of a few targeted key external works and the con-sequent saving of energy in those already existing (but not preserved and not included in the state national register or record of monuments) Liberty-style constructions. All the above show that these important existing buildings can be ecologically retrofitted at an affordable cost, although initially slightly more expensive than the cost of ordinary unsustainable maintenance. However, this difference is offset by the favorable pay-back period, which is fast, acceptable and of short duration. The tried and tested approach, the positive proposed case study and the experimental database-GIS joint platform (the details of which can be found in an additional supplementary research which is currently being carried out) are the bases on which a future decision support system will be proposed. This support system can be carried out as a tailor-made solution for the ecological retrofitting of the enormous existing building stocks and portfolios which must be considered on a larger scale i.e., at ward, quartier, city, regional and country level

    Ecology-based planning. Italian and French experimentations

    This paper examines some French and Italian experimentations of green infrastructures’ (GI) construction in relation to their techniques and methodologies. The construction of a multifunctional green infrastructure can lead to the generation of a number of relevant bene ïŹ ts able to face the increasing challenges of climate change and resilience (for example, social, ecological and environmental through the recognition of the concept of ecosystem services) and could ease the achievement of a performance-based approach. This approach, differently from the traditional prescriptive one, helps to attain a better and more ïŹ‚ exible land-use integration. In both countries, GI play an important role in contrasting land take and, for their adaptive and cross-scale nature, they help to generate a res ilient approach to urban plans and projects. Due to their ïŹ‚ exible and site-based nature, GI can be adapted, even if through different methodologies and approaches, both to urban and extra-urban contexts. On one hand, France, through its strong national policy on ecological networks, recognizes them as one of the major planning strategies toward a more sustainable development of territories; on the other hand, Italy has no national policy and Regions still have a hard time integrating them in already existing planning tools. In this perspective, Italian experimentations on GI construction appear to be a simple and sporadic add-on of urban and regional plans
