    Shared-Use Bus Priority Lanes On City Streets: Case Studies in Design and Management, MTI Report 11-10

    This report examines the policies and strategies governing the design and, especially, operations of bus lanes in major congested urban centers. It focuses on bus lanes that operate in mixed traffic conditions; the study does not examine practices concerning bus priority lanes on urban highways or freeways. Four key questions addressed in the paper are: How do the many public agencies within any city region that share authority over different aspects of the bus lanes coordinate their work in designing, operating, and enforcing the lanes? What is the physical design of the lanes? What is the scope of the priority use granted to buses? When is bus priority in effect, and what other users may share the lanes during these times? How are the lanes enforced? To answer these questions, the study developed detailed cases on the bus lane development and management strategies in seven cities that currently have shared-use bus priority lanes: Los Angeles, London, New York City, Paris, San Francisco, Seoul, and Sydney. Through the case studies, the paper examines the range of practices in use, thus providing planners and decision makers with an awareness of the wide variety of design and operational options available to them. In addition, the report highlights innovative practices that contribute to bus lanes’ success, where the research findings make this possible, such as mechanisms for integrating or jointly managing bus lane planning and operations across agencies

    AVENUE21. Connected and Automated Driving: Prospects for Urban Europe

    This open access publication examines the impact of connected and automated vehicles on the European city and the conditions that can enable this technology to make a positive contribution to urban development. The authors argue for two theses that have thus far received little attention in scientific discourse: as connected and automated vehicles will not be ready for use in all parts of the city for a long time, previously assumed effects – from traffic safety to traffic performance as well as spatial effects – will need to be re-evaluated. To ensure this technology has a positive impact on the mobility of the future, transport and settlement policy regulations must be adapted and further developed. Established territorial, institutional and organizational boundaries must be investigated and challenged quickly. Despite – or, indeed, because of – the many uncertainties, we find ourselves at the beginning of a new design phase, not only in terms of technology development, but also regarding politics, urban planning, administration and civil society

    Automation-driven transformation of road infrastructure: a multi-perspective case study

    Automated driving is widely assumed to play a major role in future mobility. In this paper, we focus on “high driving automation” (SAE level 4) and analyze potentials in terms of more efficient traffic flows, travel times, and user benefits as well as potential impacts on urban neighborhoods and potentials for sustainable urban development. Along selected use cases of automated vehicles in the region of Karlsruhe, Germany, we show that at least moderate user benefits can be expected from travel time savings, with the extent depending on the defined operational design domain of the vehicles and the routes taken. With regard to residential development of urban neighborhoods, there are opportunities for repurposing public space. However, these are limited and require parallel regulatory measures to become effective

    The effect of short-term changes in air pollution on respiratory and cardiovascular morbidity in Nicosia, Cyprus.

Short-paper was submitted for peer-review and appears in proceedings of the conference.This study investigates the effect of daily changes in levels of PM10 on the daily volume of respiratory and cardiovascular admissions in Nicosia, Cyprus during 1995-2004. After controlling for long- (year and month) and short-term (day of the week) patterns as well as the effect of weather in Generalized Additive Poisson models, some positive associations were observed with all-cause and cause-specific admissions. Risk of hospitalization increased stepwise across quartiles of days with increasing levels of PM10 by 1.3% (-0.3, 2.8), 4.9% (3.3, 6.6), 5.6% (3.9, 7.3) as compared to days with the lowest concentrations. For every 10μg/m3 increase in daily average PM10 concentration, there was a 1.2% (-0.1%, 2.4%) increase in cardiovascular admissions. With respects to respiratory admissions, an effect was observed only in the warm season with a 1.8% (-0.22, 3.85) increase in admissions per 10μg/m3 increase in PM10. The effect on respiratory admissions seemed to be much stronger in women and, surprisingly, restricted to people of adult age

    What impressions do users have after a ride in an automated shuttle? An interview study

    In the future, automated shuttles may provide on-demand transport and serve as feeders to public transport systems. However, automated shuttles will only become widely used if they are accepted by the public. This paper presents results of an interview study with 30 users of an automated shuttle on the EUREF (Europäisches Energieforum) campus in Berlin-Schöneberg to obtain in-depth understanding of the acceptance of automated shuttles as feeders to public transport systems. From the interviews, we identified 340 quotes, which were classified into six categories: (1) expectations about the capabilities of the automated shuttle (10% of quotes), (2) evaluation of the shuttle performance (10%), (3) service quality (34%), (4) risk and benefit perception (15%), (5) travel purpose (25%), and (6) trust (6%). The quotes indicated that respondents had idealized expectations about the technological capabilities of the automated shuttle, which may have been fostered by the media. Respondents were positive about the idea of using automated shuttles as feeders to public transport systems but did not believe that the shuttle will allow them to engage in cognitively demanding activities such as working. Furthermore, 20% of respondents indicated to prefer supervision of shuttles via an external control room or steward on board over unsupervised automation.     Transportation for an Aging Population: Promoting Mobility and Equity for Low-Income Seniors

    This study explores the travel patterns, needs, and mobility problems faced by diverse low-income, inner-city older adults in Los Angeles in order to identify solutions to their mobility challenges. The study draws information from: (1) a systematic literature review of the travel patterns of older adults; (2) a review of municipal policies and services geared toward older adult mobility in six cities; (3) a quantitative analysis of the mobility patterns of older adults in California using the California Household Travel Survey; and (4) empirical work with 81 older adults residing in and around Los Angeles’ inner-city Westlake neighborhood, who participated in focus groups, interviews, and walkabouts around their neighborhood
