    A semantic web service-based architecture for the interoperability of e-government services

    We propose a semantically-enhanced architecture to address the issues of interoperability and service integration in e-government web information systems. An architecture for a life event portal based on Semantic Web Services (SWS) is described. The architecture includes loosely-coupled modules organized in three distinct layers: User Interaction, Middleware and Web Services. The Middleware provides the semantic infrastructure for ontologies and SWS. In particular a conceptual model for integrating domain knowledge (Life Event Ontology), application knowledge (E-government Ontology) and service description (Service Ontology) is defined. The model has been applied to a use case scenario in e-government and the results of a system prototype have been reported to demonstrate some relevant features of the proposed approach

    Potential applications of geospatial information systems for planning and managing aged care services in Australia

    [Abstract]: This paper discusses the potential applications of Geospatial Information Technology (GITs) to assist in planning and managing aged care programs in Australia. Aged care is complex due to the numbers of participants at all levels of including planning of services, investing in capacity, funding, providing services, auditing, monitoring quality, and in accessing and using facilities and services. There is a vast array of data spread across the entities that are joined to aged care. The decision-making process for investment in capacity and service provision might be aided by technology including GIT. This is also expected to assist in managing and analysing the vast amount of demographic, geographic, socio-economic and behavioral data that might indicate current and future demand for services the aged and frail-aged population. Mapping spatio-temporal changes in near real time can assist in the successful planning and management of aged care programs. Accurate information on the location of aged care services centres and mapping the special needs of clients and their service needs may assist in monitoring access to services and assist in identifying areas where there are logistic challenges for accessing services to meet needs. GIT can also identifying migrations of aged people and of the cohorts of the population who are likely to be the next wave of clients for aged care services. GITs include remote sensing, geographic information systems (GIS) and global positioning systems (GPS) technologies, which can be used to develop a user friendly digital system for monitoring, evaluating and planning aged care and community care in Australia. Whilst remote sensing data can provide current spatiotemporal inventory of features such as locations of carer services, infrastructure, on a consistent and continuous coordinate system, a GIS can assist in storing, cross analysing, modeling and mapping of spatial data pertaining to the needs of the older people. GITs can assist in the development of a single one-stop digital database which will prove a better model for managing aged care in Australia. GIT will also be a component of technologies such as activity monitors to provide tracking functionality.     COBRA framework to evaluate e-government services: A citizen-centric perspective

    E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.     Mobile phone and e-government in Turkey: practices and technological choices at the cross-road

    Enhanced data services through mobile phones are expected to be soon fully transactional and embedded within future mobile consumption practices. While private services will surely continue to take the lead, others such as government and NGOs will become more prominent m-players. It is not yet sure which form of technological standards will take the lead including enhance SMS based operations or Internet based specifically developed mobile phone applications. With the introduction of interactive transactions via mobile phones, currently untapped segment of the populations (without computers) have the potential to be accessed. Our research, as a reflection of the current market situation in an emerging country context, in the case of mobile phones analyzes the current needs or emergence of dependencies regarding the use of m/e-government services from the perspective of municipality officers. We contend that more research is needed to understand current preparatory bottlenecks and front loading activities to be able to encourage future intention to use e-government services through mobile phone technologies.     A Planning Template for Nonwork Travel and Transit Oriented Development, MTI Report 01-12

    The Mineta Transportation Institute (MTI) at San José State University assigned a project team to design a planning template for transit-oriented development (TOD) that incorporates an understanding of nonwork travel, that is, trips for shopping, eating out, and engaging in recreational and cultural activities. Nonwork trips are growing in signifigance and now account for four of every five trips. At the same time, TOD has become a popular planning response to the impacts of metropolitan growth. Some planners believe that TOD will induce more pedestrian and transit trips and will reduce the average length and frequency of household auto travel. This effect is assumed to result from improved accessibility to employment and nonwork venues located in compact, mixed-use centers. Planning professionals in many MPOs also suggest that if multiple centers are linked by high quality transit, such as light or heavy rail, access is enabled to the broad range of nonwork activities. The project arrived at these essential findings: (1) Venues for nonwork activities are very numerous and geographically dispersed. 2) The spatial environment for nonwork activities is the result of growing prosperity, technical innovation, and a dynamic, competitive marketplace. (3) The consumer marketplace will provide many more places to go than mass transit can cost-effectively serve. (4) Current metropolitan planning methods and modeling tools focus on the work trip and do not adequately account for the complexity of nonwork trips and their linkage to work trips. These findings support the need for a new regional planning process to complement current methods. One recommended approach is that metropolitan communities establish a Nonwork Travel Improvement Planning Process using a multidisciplinary expert advisory group interacting with a core, Internet-enabled, professional transportation planning staff. An iterative interaction across varied but relevant skill sets could be achieved through a Backcasting Delphi process. The focus of the interaction would be on understanding the ramifications of consumer and retail industry behavior for TOD and other new transportation strategies, and then assessing the available strategies for cost-effectiveness in reducing the impacts of growth and automobility in a complex and uncertain metropolitan market

    Promoting Intermodal Connectivity at California’s High Speed Rail Stations

    High-speed rail (HSR) has emerged as one of the most revolutionary and transformative transportation technologies, having a profound impact on urban-regional accessibility and inter-city travel across Europe, Japan, and more recently China and other Asian countries. One of HSR’s biggest advantages over air travel is that it offers passengers a one-seat ride into the center of major cities, eliminating time-consuming airport transfers and wait times, and providing ample opportunities for intermodal transfers at these locales. Thus, HSR passengers are typically able to arrive at stations that are only a short walk away from central business districts and major tourist attractions, without experiencing any of the stress that car drivers often experience in negotiating such highly congested environments. Such an approach requires a high level of coordination and planning of the infrastructural and spatial aspects of the HSR service, and a high degree of intermodal connectivity. But what key elements can help the US high-speed rail system blend successfully with other existing rail and transit services? That question is critically important now that high-speed rail is under construction in California. The study seeks to understand the requirements for high levels of connectivity and spatial and operational integration of HSR stations and offer recommendations for seamless, and convenient integrated service in California intercity rail/HSR stations. The study draws data from a review of the literature on the connectivity, intermodality, and spatial and operational integration of transit systems; a survey of 26 high-speed rail experts from six different European countries; and an in-depth look of the German and Spanish HSR systems and some of their stations, which are deemed as exemplary models of station connectivity. The study offers recommendations on how to enhance both the spatial and the operational connectivity of high-speed rail systems giving emphasis on four spatial zones: the station, the station neighborhood, the municipality at large, and the region
