    Gender, Violence and Peace: A Post-2015 Development Agenda

    Gender has increasingly become a part of the international peace and security agenda, particularly since the passage of UN Security Council Resolution (UNSCR) 1325 and subsequent resolutions on women, peace and security. Yet little attention has been given to examining how the resources and political will generated by the post-2015 framework could help move this agenda forward.In this paper, Saferworld and Conciliation Resources set out a vision for including gender, peace and security in the post-2015 framework. A gender, peace and security approach to post-2015 includes, but also goes beyond a focus on women's empowerment. Inter alia, it means paying attention to the relationships between gender, violence and inclusive decision-making. Building on our previous recommendations for including peacebuilding commitments in the post-2015 development agenda, we suggest targets and indicators that illustrate how gender, peace and security can best be integrated into the framework

    Authentication and authorisation in entrusted unions

    This paper reports on the status of a project whose aim is to implement and demonstrate in a real-life environment an integrated eAuthentication and eAuthorisation framework to enable trusted collaborations and delivery of services across different organisational/governmental jurisdictions. This aim will be achieved by designing a framework with assurance of claims, trust indicators, policy enforcement mechanisms and processing under encryption to address the security and confidentiality requirements of large distributed infrastructures. The framework supports collaborative secure distributed storage, secure data processing and management in both the cloud and offline scenarios and is intended to be deployed and tested in two pilot studies in two different domains, viz, Bio-security incident management and Ambient Assisted Living (eHealth). Interim results in terms of security requirements, privacy preserving authentication, and authorisation are reported

    Building upon the current emphasis on the importance of assets in increasing the productivity and reducing the vulnerability of poor peoples' livelihoods, a conceptual framework is developed that relates the functions and attributes of poor peoples' assets to their livelihood status and strategies. The framework promotes more integrated consideration of different assets held by the poor, and hence facilitates analysis for policy, capacity building and technological interventions to expand livelihood opportunities for the poor.     European Energy Union? Caught between securitisation and ‘riskification’

    Fears about the security of supplies have been central to debates about the development of an integrated EU energy policy over the past decade, leading to claims that energy has been ‘securitised’. Previous analyses have found, however, that although shared security concerns are frequently used as justification for further integration, they can also serve as a rationale for Member States to resist sharing sovereignty. Transcending this apparent paradox would require not just agreement about whether energy supplies are security concerns, but also agreement about what kind of security concern they are. In this article, we examine whether such an agreement could emerge through a comparative analysis of constructions of gas security in the UK and Poland. Utilising a framework that draws from both the philosophical and sociological wings of Securitisation Studies, we demonstrate that although gas has been elevated on the security agendas of both states, the specific logic of insecurity – securitisation or riskification – underpinning these constructions differs substantially, and is conditioned by distinct modes of governance in each Member State. This, we contend, limits the potential for further integration of EU energy policies in the context of the European Commission’s proposals for an ‘Energy Union’

The strategic framework of asset development helps to create an effective, integrated, and sustainable system, enabling families to move through safety nets into financial security and opportunity. Asset building integration shifts investment goals from remedying deficiencies to building on strengths by increasing capability, access, and opportunity. It enables foundations to integrate and expand the scope, scale, and long-term impact of their work, shifting the focus from families' vulnerabilities to their opportunities for success. This paper provides compelling evidence about how funders are applying this strategic approach to effect greater social and economic impact
