Perspectives of Integrated âNext Industrial Revolutionâ Clusters in Poland and Siberia

SokoĆowicz.The paper presents the mapping of potential next industrial revolution clusters in Poland and Siberia. Deindustrialization of the cities and struggles with its consequences are one of the fundamental economic problems in current global economy. Some hope to find an answer to that problem is associated with the idea of next industrial revolution and reindustrialization initiatives. In the paper, projects aimed at developing next industrial revolution clusters are analyzed. The Design of a System Architecture for Mobile Multimedia Computers
This chapter discusses the system architecture of a portable computer, called Mobile Digital Companion, which provides support for handling multimedia applications energy efficiently. Because battery life is limited and battery weight is an important factor for the size and the weight of the Mobile Digital Companion, energy management plays a crucial role in the architecture. As the Companion must remain usable in a variety of environments, it has to be flexible and adaptable to various operating conditions. The Mobile Digital Companion has an unconventional architecture that saves energy by using system decomposition at different levels of the architecture and exploits locality of reference with dedicated, optimised modules. The approach is based on dedicated functionality and the extensive use of energy reduction techniques at all levels of system design. The system has an architecture with a general-purpose processor accompanied by a set of heterogeneous autonomous programmable modules, each providing an energy efficient implementation of dedicated tasks. A reconfigurable internal communication network switch exploits locality of reference and eliminates wasteful data copies
Application of Supercomputer Technologies for Simulation of Socio-Economic Systems
To date, an extensive experience has been accumulated in investigation of problems related to quality, assessment of management systems, modeling of economic system sustainability. The studies performed have created a basis for formation of a new research area â Economics of Quality. Its tools allow to use opportunities of model simulation for construction of the mathematical models adequately reflecting the role of quality in natural, technical, social regularities of functioning of the complex socioeconomic systems. Extensive application and development of models, and also system modeling with use of supercomputer technologies, on our deep belief, will bring the conducted researches of social and economic systems to essentially new level. Moreover, the current scientific research makes a significant contribution to model simulation of multi-agent social systems and that isnât less important, it belongs to the priority areas in development of science and technology in our country. This article is devoted to the questions of supercomputer technologies application in public sciences, first of all, â regarding technical realization of the large-scale agent-focused models (AFM). The essence of this tool is that owing to increase in power of computers it became possible to describe the behavior of many separate fragments of a difficult system, as social and economic systems represent. The article also deals with the experience of foreign scientists and practicians in launching the AFM on supercomputers, and also the example of AFM developed in CEMI RAS, stages and methods of effective calculating kernel display of multi-agent system on architecture of a modern supercomputer will be analyzed. The experiments on the basis of model simulation on forecasting the population of St. Petersburg according to three scenarios as one of the major factors influencing the development of social and economic system and quality of life of the population are presented in the conclusion

The lack of adequately skilled and qualified teachers in developing nations, and the impact this has on the educational experiences of children within those nations constitutes an educational crisis comparable to the challenges global medicine faces with malaria or AIDS. The educational challenges, like many other aspects of development, are often most severe in rural areas (Mulkeen, 2005). It has been argued that such a challenge requires a new open-learning architecture for teacher professional development, situated in the context of the teachers daily practice, supported by the teachers peers, and accessing the full potential of new ICTs (Leach & Moon, 2006).
There is substantial activity and expenditure to provide âcomputersâ for schools in the global south, but this tends to conform to a pattern identified here as âthinking as usualâ about ICT; a pattern often framed by assumptions about the costs of various forms of ICT. However, little is really known about what constitutes âappropriateâ ICT for education in poor rural communities (InfoDev 2005); even less about ICT as a vehicle for teacher professional development in such contexts.
This paper applies a model of âtotal costs of ownershipâ to a âfreely donatedâ ICT suite, and finds that the costs may well be much higher than alternative, more educationally empowering forms of ICT. Demonstrating that âcommon-senseâ assumptions about appropriate ICTs may not be correct, this paper seeks to clear the ground for establishing a framework for identifying appropriate ICTs for rural teacher and community development in the global south

Can biological quantum networks solve NP-hard problems?
There is a widespread view that the human brain is so complex that it cannot
be efficiently simulated by universal Turing machines. During the last decades
the question has therefore been raised whether we need to consider quantum
effects to explain the imagined cognitive power of a conscious mind.
This paper presents a personal view of several fields of philosophy and
computational neurobiology in an attempt to suggest a realistic picture of how
the brain might work as a basis for perception, consciousness and cognition.
The purpose is to be able to identify and evaluate instances where quantum
effects might play a significant role in cognitive processes.
Not surprisingly, the conclusion is that quantum-enhanced cognition and
intelligence are very unlikely to be found in biological brains. Quantum
effects may certainly influence the functionality of various components and
signalling pathways at the molecular level in the brain network, like ion
ports, synapses, sensors, and enzymes. This might evidently influence the
functionality of some nodes and perhaps even the overall intelligence of the
brain network, but hardly give it any dramatically enhanced functionality. So,
the conclusion is that biological quantum networks can only approximately solve
small instances of NP-hard problems.
On the other hand, artificial intelligence and machine learning implemented
in complex dynamical systems based on genuine quantum networks can certainly be
expected to show enhanced performance and quantum advantage compared with
classical networks. Nevertheless, even quantum networks can only be expected to
efficiently solve NP-hard problems approximately. In the end it is a question
of precision - Nature is approximate.Comment: 38 page
