Integer programming modeling on group decision making with incomplete hesitant fuzzy linguistic preference relations
© 2013 IEEE. Complementing missing information and priority vector are of significance important aspects in group decision making (GDM) with incomplete hesitant fuzzy linguistic preference relations (HFLPRs). In this paper, an integer programming model is developed based on additive consistency to estimate missing values of incomplete HFLPRs by using additive consistency. Once the missing values are complemented, a mixed 0-1 programming model is established to derive the priority vectors from complete HFLPRs, in which the underlying idea of the mixed 0-1 programming model is the probability sampling in statistics and minimum deviation between the priority vector and HFLPR. In addition, we also propose a new GDM approach for incomplete HFLPRs by integrating the integer programming model and the mixed 0-1 programming model. Finally, two case studies and comparative analysis detail the application of the proposed models
Managing Incomplete Preference Relations in Decision Making: A Review and Future Trends
In decision making, situations where all experts are able to efficiently express their preferences over all the available options are the exception rather than the rule. Indeed, the above scenario requires all experts to possess a precise or sufficient level of knowledge of the whole problem to tackle, including the ability to discriminate the degree up to which some options are better than others. These assumptions can be seen unrealistic in many decision making situations, especially those involving a large number of alternatives to choose from and/or conflicting and dynamic sources of information. Some methodologies widely adopted in these situations are to discard or to rate more negatively those experts that provide preferences with missing values. However, incomplete information is not equivalent to low quality information, and consequently these methodologies could lead to biased or even bad solutions since useful information might not being taken properly into account in the decision process. Therefore, alternative approaches to manage incomplete preference relations that estimates the missing information in decision making are desirable and possible. This paper presents and analyses methods and processes developed on this area towards the estimation of missing preferences in decision making, and highlights some areas for future research
Consistency improvement with a feedback recommendation in personalized linguistic group decision making

However, existing linguistic consistency studies omit the fact that words mean different things for different people, that is, decision makers' personalized individual semantics (PISs) over their expressed linguistic preferences are ignored. Therefore, the aim of this article is to propose a novel consistency improving approach based on PISs in linguistic group decision making. The proposed approach combines the characteristics of personalized representation and integrates the PIS-based model in measuring and improving the consistency of linguistic preference relations. A detailed numerical and comparative analysis to support the feasibility of the proposed approach is provided
Hesitant Fuzzy Linguistic Multicriteria Decision-Making Method Based on Generalized Prioritized Aggregation Operator
Based on linguistic term sets and hesitant fuzzy sets, the concept of hesitant fuzzy linguistic sets was introduced. The focus of this paper is the multicriteria decision-making (MCDM) problems in which the criteria are in different priority levels and the criteria values take the form of hesitant fuzzy linguistic numbers (HFLNs). A new approach to solving these problems is proposed, which is based on the generalized prioritized aggregation operator of HFLNs. Firstly, the new operations and comparison method for HFLNs are provided and some linguistic scale functions are applied. Subsequently, two prioritized aggregation operators and a generalized prioritized aggregation operator of HFLNs are developed and applied to MCDM problems. Finally, an illustrative example is given to illustrate the effectiveness and feasibility of the proposed method, which are then compared to the existing approach
An overview of fuzzy techniques in supply chain management: bibliometrics, methodologies, applications and future directions
Every practice in supply chain management (SCM) requires decision making. However, due to the complexity of evaluated objects and the cognitive limitations of individuals, the decision information given by experts is often fuzzy, which may make it difficult to make decisions. In this regard, many scholars applied fuzzy techniques to solve decision making problems in SCM. Although there were review papers about either fuzzy methods or SCM, most of them did not use bibliometrics methods or did not consider fuzzy sets theory-based techniques comprehensively in SCM. In this paper, for the purpose of analyzing the advances of fuzzy techniques in SCM, we review 301 relevant papers from 1998 to 2020. By the analyses in terms of bibliometrics, methodologies and applications, publication trends, popular methods such as fuzzy MCDM methods, and hot applications such as supplier selection, are found. Finally, we propose future directions regarding fuzzy techniques in SCM. It is hoped that this paper would be helpful for scholars and practitioners in the field of fuzzy decision making and SCM
Supplier evaluation and selection in fuzzy environments: a review of MADM approaches
In past years, the multi-attribute decision-making (MADM)
approaches have been extensively applied by researchers to the
supplier evaluation and selection problem. Many of these studies
were performed in an uncertain environment described by fuzzy sets.
This study provides a review of applications of MADM approaches
for evaluation and selection of suppliers in a fuzzy environment. To
this aim, a total of 339 publications were examined, including papers
in peer-reviewed journals and reputable conferences and also some
book chapters over the period of 2001 to 2016. These publications
were extracted from many online databases and classified in some
categories and subcategories according to the MADM approaches,
and then they were analysed based on the frequency of approaches,
number of citations, year of publication, country of origin and
publishing journals. The results of this study show that the AHP and
TOPSIS methods are the most popular approaches. Moreover, China
and Taiwan are the top countries in terms of number of publications
and number of citations, respectively. The top three journals with
highest number of publications were: Expert Systems with Applications,

Fuzzy linear programming problems : models and solutions
We investigate various types of fuzzy linear programming problems based on models and solution methods. First, we review fuzzy linear programming problems with fuzzy decision variables and fuzzy linear programming problems with fuzzy parameters (fuzzy numbers in the definition of the objective function or constraints) along with the associated duality results. Then, we review the fully fuzzy linear programming problems with all variables and parameters being allowed to be fuzzy. Most methods used for solving such problems are based on ranking functions, alpha-cuts, using duality results or penalty functions. In these methods, authors deal with crisp formulations of the fuzzy problems. Recently, some heuristic algorithms have also been proposed. In these methods, some authors solve the fuzzy problem directly, while others solve the crisp problems approximately
Pairwise comparison matrix in multiple criteria decision making
The measurement scales, consistency index, inconsistency issues, missing judgment estimation and priority derivation methods have been extensively studied in the pairwise comparison matrix (PCM). Various approaches have been proposed to handle these problems, and made great contributions to the decision making. This paper reviews the literature of the main developments of the PCM. There are plenty of literature related to these issues, thus we mainly focus on the literature published in 37 peer reviewed international journals from 2010 to 2015 (searched via ISI Web of science). We attempt to analyze and classify these literatures so as to find the current hot research topics and research techniques in the PCM, and point out the future directions on the PCM. It is hoped that this paper will provide a comprehensive literature review on PCM, and act as informative summary of the main developments of the PCM for the researchers for their future research.

Managing Non-Homogeneous Information and Experts’ Psychological Behavior in Group Emergency Decision Making
After an emergency event (EE) happens, emergency decision making (EDM) is a common and effective way to deal with the emergency situation, which plays an important role in mitigating its level of harm. In the real world, it is a big challenge for an individual emergency manager (EM) to make a proper and comprehensive decision for coping with an EE. Consequently, many practical EDM problems drive group emergency decision making (GEDM) problems whose main limitations are related to the lack of flexibility in knowledge elicitation, disagreements in the group and the consideration of experts’ psychological behavior in the decision process. Hence, this paper proposes a novel GEDM approach that allows more flexibility for preference elicitation under uncertainty, provides a consensus process to avoid disagreements and considers experts’ psychological behavior by using the fuzzy TODIM method based on prospect theory.
