Innovative Asia: Advancing the Knowledge-Based Economy - Highlights of the Forthcoming ADB Study Report

[Excerpt] The development of knowledge-based economies (KBEs) is both an imperative and an opportunity for developing Asia. It is an imperative to sustain high rates of growth in the future and an opportunity whereby emerging economies can draw from beneficial trending developments that may allow them to move faster to advance in global value chains and in position in world markets. Over the last quarter of a century, driven mostly by cheap labor, developing countries in Asia have seen unprecedented growth rates and contributions to the global economy. Sustaining Asia’s growth trajectory, however, requires developing economies to seek different approaches to economic growth and progress, especially if they aspire to move from the middle-income to the high-income level. KBE is an important platform that can enable them to sustain growth and even accelerate it. It is time for Asia to consolidate and accelerate its pace of growth. Asia is positioned in a unique moment in history with many advantages that can serve as a boost: to name a couple, an expanding middle of the pyramid—Asia is likely to hold 50% of the global middle class and 40% of the global consumer market by 2020; and the growing importance of intra-regional trade within Asia, increasing from 54% in 2001 to 58% in 2011. A Racial Impact Analysis of HB 936: Accessibility of Electronic Textbooks

The economic and social consequences of the lack of access to technology for students in the Commonwealth of Virginia are real and significant. This report provides a legislative racial impact analysis of House Bill (HB) 936, a proposed bill in the Virginia General Assembly, prohibiting school boards from making electronic textbooks available for students, unless the school board adopts a plan to ensure that e-textbooks are available on or before July 1, 2017. The bill focuses solely on developing a plan for installing prior to implementing electronic textbooks in K-12 classrooms. Electronic textbooks are important as they offer updated content, ease of accessibility, multimedia features to enhance the learning experience, and the ability for educators to customize learning. Delegating this decision to each local school board in Virginia raises important potential racial implications, including the digital divide. Previous research suggests a correlation between the number of students receiving free and reduced lunch and the lack of availability of electronic textbooks. Districts with high rates of students on free and reduced lunch have a high population of minority students. This analysis provides maps that capture the trends on the probability of providing electronic textbooks for high minority areas across the state. The primary recommendation is to advance policy approaches that make electronic textbooks available to all K‐12 students in the Commonwealth of Virginia

Towards evaluation design for smart city development

Smart city developments integrate digital, human, and physical systems in the built environment. With growing urbanization and widespread developments, identifying suitable evaluation methodologies is important. Case-study research across five UK cities - Birmingham, Bristol, Manchester, Milton Keynes and Peterborough - revealed that city evaluation approaches were principally project-focused with city-level evaluation plans at early stages. Key challenges centred on selecting suitable evaluation methodologies to evidence urban value and outcomes, addressing city authority requirements. Recommendations for evaluation design draw on urban studies and measurement frameworks, capitalizing on big data opportunities and developing appropriate, valid, credible integrative approaches across projects, programmes and city-level developments

REVISTING THE RELATIONSHIPS BETWEEN BROADBAND DIFFUSION AND REGIONAL SYSTEM DEVELOPMENT: A PRIMER

As they create generative conditions for socioeconomic development ICTs and broadband technology, can be understood as an innovation kernel for system evolution. Whereas for a regional system (a local area), technological progress may at certain times be regarded as exogenous, information endowments and expected level of functionalities are not. An innovation kernel, in fact, cannot exist outside the organization of the regional/local system which it belongs to. To grow and deploy its potentials, a fertile environment capable to adapt pro-actively to the changes it produces is needed. In this paper the conceptual underpinnings of an innovation kernel are overviewed and their relationships with those conventionally addressed in regional science studies briefly discussed. Bbuilding upon the IRES research undertaken as a part of the Piedmont ICT Observatory activities, an effort is made to pinpoint the determinants and processes of regional development on which an innovation kernel would encroach. A conceptual framework is outlined which makes it possible to elicit some main relationships between ICTs, broadband and developmental processes in a regional system.
