When co-management fails: a review of theory and lessons learned from reservoir fisheries in dry-zone of Sri Lanka
Over recent decades co-management has become an increasingly popular form of governance reform in many developing countries. Viewed as a means of promoting sustainable and equitable management of natural resources, it has seen wide application in small-scale inland fisheries. However, perhaps because of its worthy credentials, there has been insufficient critical assessment of the results. Resilient livelihoods and food security in coastal aquatic agricultural systems: Investing in transformational change
Aquatic agricultural systems (AAS) are diverse production and livelihood systems where families cultivate a range of crops, raise livestock, farm or catch fish, gather fruits and other tree crops, and harness natural resources such as timber, reeds, and wildlife. Aquatic agricultural systems occur along freshwater floodplains, coastal deltas, and inshore marine waters, and are characterized by dependence on seasonal changes in productivity, driven by seasonal variation in rainfall, river flow, and/or coastal and marine processes. Despite this natural productivity, the farming, fishing, and herding communities who live in these systems are among the poorest and most vulnerable in their countries and regions. This report provides an overview of the scale and scope of development challenges in coastal aquatic agricultural systems, their significance for poor and vulnerable communities, and the opportunities for partnership and investment that support efforts of these communities to secure resilient livelihoods in the face of multiple risks
Fisheries development in Nigeria with special reference to Cross River State
The paper appraises fisheries development in Nigeria with specific reference to Cross River State and the problems militating against increased fish production. The potential for developing the industry to supplement the low level of animal protein consumption in Nigeria is discussed as well as the import of a vibrant fishery industry to contribute to the employment and international trade. The need to legislate on fisheries activities while enforcing the existing laws for sustainable exploitation of the fisheries resources is elaborated. Similarly, the need to maximize the proceeds from Nigeria's Exclusive Economic Zone (EEZ) by protecting the operations of this economic sector and other unauthorized fishing practices is elucidated. In view of the present situation where most of the country's water bodies have been over-fished, more attention and emphasis should be placed on aquaculture development. Managing inequality: the political ecology of a small-scale fishery, Mweru-Luapula, Zambia
This paper starts from the perspective on resource management approaches as based upon a body of environmental knowledge. By analysing fisheries management in Mweru-Luapula, Zambia, we argue that this body of environmental knowledge has (i) remained largely unchanged throughout the recent shift to co-management and (ii) is to a great extent based upon general paradigmatic conventions with regard to common property regimes. We therefore simultaneously studied the historical trajectories of both resource management as the political ecology of Mweru-Luapula’s fishing economy. Using a relational perspective – by looking at interaction of the local fishing economy with external developments, but also by examining socioeconomic relations between individual actors – this study exposes constraints and incentives within the local fishing economy that are not absorbed in the current co-management regime. These findings challenge both policy goals as community-based resource management itself. We therefore argue that governance of small-scale fisheries – in order to close the gap between locally based understandings, policy and legislation – should always be built upon all dimensions (social, economic, ecological, political) that define a fisheries system
Ecological characterization of the Florida springs coast: Pithlachascotee to Waccasassa Rivers
This report covers the upper coast of west-central Florida. This region includes the drainage basins and nearshore waters of the west coast of Florida between, but not including, the Anclote River basin and the Suwannee River basin. The name Springs Coast wash chosen because this area contains a multitude of springs, both named and too small or inaccessible to have been names. Much of the area is karstic limestone. Most recognizable among the springs are the famous Crystal river, Weeki Wachee, and Homosassa. This territory includes large expanses of
marsh and wetland and, along its shores, the southern end of the largest area of seagrass beds in the state -- the Florida Big Bend Seagrass Beds preserve. It also possesses numerous spring-fed rivers and streams along the coast, whose constant discharges provide unique, relatively stable estuarine environments. This document is a summary of the available
information on the Springs Coast area of Florida, for
use by planners, developers, regulatory authorities,
and other interested parties. An understanding of the
factors affecting their plans and the possibly unexpected
impacts of their actions on others will, it is
hoped, promote intelligent development in areas
capable of supporting it. We have tried to provide a
clear, coherent picture of what is currently known
about how the physical, chemical, and biological

Subsistence Hunting and Fishing in Alaska: Does ANILCA’s Rural Subsistence Priority Really Conflict with the Alaska Constitution?
Alaska mining and water quality
The Institute of Water Resources has sought financial assistance
for some time in an attempt to initiate research relative to the impact
of mining on water quality. Attempts were made as early as 1971 by Dr.
Timothy Tilsworth and later by Dr. Donald Cook and Dr. Sage Murphy.
These investigators anticipated growth in placer gold mining and the
development of natural resources in Alaska during a period of national
and environmental concern. The subsequent energy "crisis," the major
increase in the price of gold on the world market, and dwindling nonrenewable
resource supplies have resulted in large-scale mineral
exploration in Alaska. This exploration, coupled with development of
the trans-Alaska oil pipeline, has attracted considerable capital for
potential investment and development in Alaska. Expected industrial
growth has already started and major new projects are "just around the
corner."
Yet, as of 1976, no major research effort has occurred to determine
the extent of or potential for water quality impacts from mining operations
in Alaska. Recently a series of interdisciplinary research projects
have been completed in Canada; however, the application of Canadian data
to Alaskan problems is uncertain. Although, state and federal government
agencies have been advised and are aware of this potential problem
and lack of baseline data they have not sought out new information or
rational solutions. Even now, with deadlines of Public Law 92-500 at
hand, some regulatory agencies give the impression of attempting to
ignore the situation. Interim limitations are proposed and permits
are issued with no discernible rationale or basis. Data have not been
obtained relative to the Alaskan mining operations and thus are not
available for use in seeking solutions compatible with mining and environmental protection. Numbers appear to have been arbitrarily
assigned to permits and water quality standards. When permits are
issued, self-monitoring requirements are negligible or nonexistent.
Nor have regulatory agencies demonstrated the ability or inclination
to monitor mining operations or enforce permits and water quality
standards.
It was hoped that the project would bring together miners, environmentalists, and regulators in a cooperative effort to identify the
problems and seek solutions. The investigators recognized the political
sensitivity of the subject matter but proceeded optimistically.
Relatively good cooperation, though not total, occurred early in the
project. In April 1976, a symposium was held to exchange ideas and
determine the state-of-the-art. Although the symposium had good
attendance and an exchange of information occurred, the symposium
itself was somewhat of a disappointment. With few exceptions, the
participants aligned on one side or the other in preconceived fixed
positions. Some even chose not to attend and were therefore able to
avoid the issues. Little hard data was presented.
Optimistically, some of the miners, environmentalists, and
regulators are prepared to resolve their differences. This report,
hopefully, will be of benefit to them. It is our experience that
miners and environmentalists share a love of the land that is uniquely
Alaska. We feel that technology is available for application to this
problem for those who care about doing the job right in the "last
frontier." Whether or not it will be effectively applied to protect
Alaska's water resources is a question which remains unanswered.The work upon which this report is based was supported in part by
