Twitter in local government: A study of Greater London authorities

Potential benefits evolve around enhancing transparency and interactivity, as well as sharing information regularly or during emergency events. The purpose of this exploratory study is to advance our empirical understanding of microblogging in local government. In particular, we reflect on online data collected to profile the use of Twitter by 29 Greater London local authorities (LAs). The study shows that London LAs have been accumulating significant experience with Twitter mainly over the past two years. In fact, many of them appear to incorporate conversational characteristics in their Tweets other than simply disseminating information. Furthermore, an analysis of Tweets during the August 2011 riots in England indicates the usefulness of the medium for responsibly informing the public and preventing rumours. Nevertheless, the study also identifies several points of improvement in the way public authorities are building their online networks; for example, in terms of connecting with each other and exploiting even more the conversational characteristics of Twitter

Professor Theresa Lillis, Maria Leedham and Alison Twiner are carrying out the first national project on writing and recording in social work: WiSP - Writing in professional social work practice in a changing communicative landscape. Alongside the project advisory panel, chaired by Lucy Gray, they are working to ensure findings can be used for informing education and training, as well as professional and institutional policy making
PACMAS state of media and communication report 2013
The PACMAS State of Media and Communication Report 2013 was undertaken through a partnership between RMIT University (Australia), the University of Goroka (Papua New Guinea) and UNITEC (New Zealand). The research for this report was developed and undertaken between June 2012 and April 2013 across 14 Pacific Island nations: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Republic of Nauru, Niue, Republic of Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The report provides a regional overview of the PACMAS key components (Media Policy, Media Systems, Media Capacity Building and Media Content) as they emerged through 212 interviews focused upon the six PACMAS strategic areas. It also provides basic background information, an overview of the media and communications landscape and discusses in detail media and communications technicians; emergency broadcast systems, Technical and Vocational Education and Training (TVETs), media associations, climate change and non-communicable diseases (NCDs). For this reason, observations on the four PACMAS components should be understood to represent changes in the media and communication environment based upon an investigation focused on the PACMAS strategic activities. Part 1 & Part II of the report make up a Regional Overview of the State of Media and Communication in the Pacific. The report also includes 14 separate Country Reports which provide additional information on the media and communications landscape specific to each of the Pacific Island countries included in the PACMAS program. The country reports were written with the objectives of the PACMAS program in mind, however they may have utility for media, communication and development practitioners across the region
Future directions for scientific advice in Europe
Across Europe, scientific evidence and advice is in great demand, to inform policies and decision making on issues such as climate change, new technologies and environmental regulation. But the diversity of political cultures and attitudes to expertise in different European countries can make the task of designing EU-wide advisory institutions and processes both sensitive and complex.
In January 2015, President Juncker asked Commissioner Moedas to report on options for improving scientific advice within the European Commission. At a time when these issues are higher than usual on the political agenda, it is important that the case for scientific advice and evidence-informed policy is articulated and analysed afresh.
To support these efforts, this collection brings together agenda-setting essays by policymakers, practitioners, scientists and scholars from across Europe. Authors include Anne Glover, Ulrike Felt, Robert Madelin, Andy Stirling, Vladimír Šucha and Jos van der Meer. Their contributions outline various challenges but also constructive ways forward for scientific advice in Europe
Health and medical research funding agencies' promotion of public engagement within research: a qualitative interview study exploring the UK context
Background:
Public engagement (PE) has become a common feature of many liberal governmental agendas worldwide. Since the turn of this century there has been a succession of United Kingdom policy initiatives to encourage research funding agencies, universities and researchers to reconsider how they engage with citizens and communities. Although most funding agencies now explicitly promote PE within research, little empirical work has been carried out in this area. In this study, we explored why and how health and medical research funding agencies in the United Kingdom have interpreted and implemented their role to promote PE within research.
Methods:
Semi-structured interviews were carried out with 30 key informants from 10 agencies that fund health or medical research. Data were also gathered from agencies’ websites and documentation. The analysis was based on the constant comparative method.
Results:
Across agencies, we found that PE was being interpreted and operationalised in various different ways. The terminology used within funding agencies to describe PE seems to be flexibly applied. Disciplinary differences were evident both in the terminology used to describe PE and the drivers for PE highlighted by participants – with applied health science funders more aligned with participatory models of PE. Within the grant funding process PE was rarely systematically treated as a key component of research. In particular, PE was not routinely incorporated into the planning of funding calls. PE was more likely to be considered in the application and assessment phases, where it was largely appraised as a tool for enhancing science. Concerns were expressed regarding how to monitor and evaluate PE within research.
Conclusions:
This study suggests funding agencies working within specific areas of health and medicine can promote particular definitions of PE and aligned practices which determine the boundaries in which researchers working in these areas understand and practice PE. Our study also highlights how the research grant process works to privilege particular conceptions of PE and its purpose. Tensions are evident between some funders’ core concepts of traditional science and PE, and they face challenges as they try to embed PE into long-standing systems that prioritise particular conceptions of ‘scientific excellence’ in research
Analyzing the patterns of ICT utilization for online public participatory planning in Queensland, Australia
Public participation in urban planning includes involving, informing, and consulting the public in planning, management, and other decision-making activities. It is an important part of the planning process, providing opportunity and encouragement for members of the public to express their views. Despite the usefulness of new technologies, however, the majority of Internet and GIS applications have not been very successful in encouraging significant public participation. One reason for this is the lack of readiness in accepting ICTs, both on the part of planning agencies, such as local councils, and members of the public. The purpose of this article is to evaluate the readiness of local councils in Queensland, Australia, to implement online urban planning. Local government authorities (LGAs) comprise the third tier of government in Australia. In Queensland, the local councils have statutory powers over land use zoning and the development approval processes. LGAs develop and implement strategic and local plans, including those for land use. This article considers the extent to which local councils are willing to embrace ICTs as a public participation tool and the extent to which households might be ready to access new computer technologies
A survey of homelessness and homeless services in West Dorset: A way forward
This report reviews the nature and extent of homelessness in West Dorset District Council (WDDC). In particular it focuses on:
• exploring current levels of homelessness;
• identifying the causes of homelessness within the local authority area;
• gauging current service provision for homeless people/households;
• identifying gaps in the provision of current services.
In an attempt to reflect the local authority’s desire to develop a more proactive and preventative approach in addressing housing need, this report identifies a number of strategies that it may wish to adopt to ensure that
this particular aspect of housing need is tackled effectively
The EU's dialogue on migration, mobility, and security with the Southern Mediterranean: filling the gaps in the global approach to migration. CEPS Liberty and Security in Europe, June 2011
Recent events in North Africa and the Mediterranean have had consequences in terms of human mobility,
and are putting the foundations and components of EU’s migration policy under strain. The forthcoming
European Council summit of 23-24 June 2011 is expected to determine ‘the orientations for further work’
under the Polish Presidency and the next JHA Trio Presidency Programme for the EU’s policies on crossborder
migration in the Mediterranean and internal mobility within the scope of the Schengen regime.
This paper constitutes a contribution to current and future EU policy discussions and responses on
migration, mobility and security. It provides a synthesised selection of recommendations in these domains
resulting from the research conducted by the Justice and Home Affairs (JHA) Section of the Centre for
European Policy Studies (CEPS) during the last nine years of work.
This Policy Brief argues that for the EU’s Global Approach to Migration to be able to satisfactorily address
its unfinished elements and policy incoherencies, the Union needs to devise and develop common policy
strategies focused on: first, new enforcement and independent evaluation mechanisms on the
implementation of the European law on free movement, borders and migration, and the compatibility of EU
member states and EU agencies’ actions with the EU Charter of Fundamental Rights. And second, the
development of a kind of cooperation (dialogue) with third states that goes beyond security-centred
priorities and that is solidly based on facilitating human mobility, consolidating fundamental rights and the
general principles of the rule of law upon which the EU legal system is founded
