Free/Open Source Software - Education
Co-published with Elsevier a division of Reed Elsevier India Private LimitedFree/Open Source Software (FOSS) is a recent phenomenon that has the potential to revolutionize the
software industry. It has already gained a strong foothold in the server software segment, with a leading
market share worldwide in some software categories. It is also gaining ground in desktop applications
and it has been predicted that its use on the desktop will become significant in the near future.
Interest in FOSS is growing globally, particularly in developing countries. Governments are considering
policies to promote its use, businesses are recognizing its potential and various other sectors are giving
increasing attention to the opportunity for localization that it presents.
The impact of FOSS will be felt in many areas. In this primer we focus on FOSS in education and the role
it can play in schools, colleges and universities.
Information and communication technologies (ICTs) have the potential to improve the quality of
education. However, educational institutions are often faced with financial constraints. Competing
demands for resources and the high costs of ICTs can be a major obstacle to providing ICT facilities in
educational institutions. FOSS has the potential to help lower the cost barrier by reducing the cost of
software, which is an important component of ICT facilities.Besides the cost benefits, there are numerous
other advantages in using FOSS in education, including pedagogical benefits.
This primer is intended to help policy-makers and decision-makers understand the potential use of FOSS
in educationâwhere and how it can be used, why it should be used, and what issues are involved. In
particular, officials in ministries of education, school and university administrators, academic staff and
researchers should find this primer useful.

Open Access Publishing: A Literature Review
Within the context of the Centre for Copyright and New Business Models in the Creative Economy (CREATe) research scope, this literature review investigates the current trends, advantages, disadvantages, problems and solutions, opportunities and barriers in Open Access Publishing (OAP), and in particular Open Access (OA) academic publishing. This study is intended to scope and evaluate current theory and practice concerning models for OAP and engage with intellectual, legal and economic perspectives on OAP. It is also aimed at mapping the field of academic publishing in the UK and abroad, drawing specifically upon the experiences of CREATe industry partners as well as other initiatives such as SSRN, open source software, and Creative Commons. As a final critical goal, this scoping study will identify any meaningful gaps in the relevant literature with a view to developing further research questions. The results of this scoping exercise will then be presented to relevant industry and academic partners at a workshop intended to assist in further developing the critical research questions pertinent to OAP
Economic barriers to development : cost of access to internet infrastructure
The Internet is increasingly viewed as an "indispensable" resource for general development and economic growth (UNDP 1999). Its adoption by governments, organizations and individuals has resulted in the shrinking of spatial and temporal distances between different regions of the world, and has greatly facilitated the "free" and quick exchange of information. Such constrictions of time and space impact upon social and economic interactions at all levels of society. Furthermore, ramifications of this impact are felt by a society, group or individual irrespective of whether or not they use the Internet. The ability to access the Internet, and in particular the costs associated with such access, are therefore important points of consideration. Not only do these costs contribute to the disproportional spread of the Internet across the world's population; they also potentially contribute to uneven patterns of development within, and between countries

Playing catch-up: investigating public and institutional policies for OER practices in Australia
This article explores many of the most well-known Open Educational Resource (OER) initiatives worldwide and then reports on OER developments in Australia. It also discusses a current research project funded by the Australian Learning and Teaching Council (ALTC), including its design and methods of data collection and analysis. Although the study reported here is ongoing, a survey of the tertiary sector to establish current 'state of play' of OERs in Australia has been completed. The authors examine a preliminary analysis that focuses mostly on OER policies at governmental and institutional levels. The analysis shows that the OER movement remains relatively immature in Australia. Also, according to the survey's participants, the government and educational institutions need to give much greater consideration to a regulatory framework in which the use of OER and Open Educational Practices (OEP) can be fostered and encouraged. Isolated OER activities exist, but there appears to be a great deal of catching up required if Australia is to have coordinated initiatives to foster innovation and a culture of more OEPs

Adoption of Free Open Source Geographic Information System Solution for Health Sector in Zanzibar Tanzania

The study aims at developing in-depth understanding on how Open Source Geographic Information System technology is used to provide solutions for data visualization in the health sector of Zanzibar, Tanzania. The study focuses on implementing the health visualization solutions for the purpose of bridging the gap during the transition period from proprietary software to the Free Open-Source Software using Key Indicator Data System. The developed tool facilitates data integration between the two District Health Information Software versions and hence served as a gateway solution during the transition process. Implementation challenges that include outdated spatial data and the reluctance of the key users in coping with the new Geographical Information System technologies were also identified. Participatory action research and interviews were used in understanding the requirements for the new tool to facilitate the smooth system development for better health service delivery.\u
