    A Critical Evaluation of Indian Government’s Strategies to bridge Digital Divide

    Emergence of Information and Communication Technology (ICT) has been a landmark for India. In one way, this sunshine sector has been instrumental in the economic growth of country and has glorified its image in the whole world but on the other end, it has also created a digital divide in our society. BBC's Jill McGivering reports that the IT revolution is only changing some lives in the world's largest democracy. (Bagla,2005) A small section of society is harnessing it fully for their advantage while the masses are even not aware of it. UNESCO report 1998 also stated that for the majority of the world’s population, telephones are a technology beyond reach; food, sanitation and literacy are more urgent needs. How can we reconcile major commitments of energy and funds to ICTs when more basic human needs remain unfulfilled? The conventional, even formulaic, answer to the alleged conflict between investment in ICTs and investment in meeting basic human needs is, "We need to do both. There is no contradiction between ICTs and other critical human and social goals." (Keniston, 2002) ICT sector has potential of reviving the hopes and fortunes of these deprived and hatred section of society. Application of ICT in the form of E-Governance possess the potential to bridge the gulf between the urban 'technology haves' and rural ‘have nots', within and among the countries. (Annan, 2002)

    Sustainability and Technology Diffusion in Small, Isolated Communities in the Developing World: an Applied Ethnographic Study

    Developing countries have placed information and communication technologies (ICTs) high on their national development agenda. The assumed model has been one in which ICTs are the means to deliver an information society, which is itself a means to economic and social development. Anthropologists theorize that small, isolated communities with limited local expertise innovate and adopt more sophisticated technologies as a reaction to perceived survival risk and to enable risk-buffering. We view the adoption and evolution of Information and Communication Technology (ICT) in remote communities in the developing world as a continuation of this anthropologic process. In our Research-in-Progress paper, we describe how we plan to use Applied Ethnography to produce a more granular understanding of the complex social, cultural and political dynamics that constrain or enable ICT interventions within small remote communities in the developing world. We will add to the body of knowledge by investigating how individual’s attitudes towards technology are influenced by their prior experience of high profile ICT projects such as One Laptop per Child. Our results will inform the discipline and provide avenues for future research

    Community Self-Organisation from a Social-Ecological Perspective: ‘Burlang Yatra’ and Revival of Millets in Odisha (India)

    In this paper, I focus on the revival of an Indigenous community seed festival known locally as Burlang Yatra (‘Indigenous Biodiversity Festival’) in the district of Kandhamal in Odisha (India). This annual event brings together millet farmers to share knowledge and practices, including exchange of Indigenous heirloom seeds. Such community seed festivals remain largely underappreciated (and underexplored). Investigating Burlang Yatra through a social-ecological lens allowed for a greater understanding of its capacity to build and strengthen relationships, adaptation, and responsibility, three key principles that together link the social and the ecological in a dynamic sense. These principles, driven by intergenerational participation and interaction as well as social learning, can be seen as fostering ‘social-ecological memory’ of millet-based biodiverse farming. The festival’s persistence and revival illustrate a form of grassroots self-organising that draws on values of an Indigenous knowledge system. Within a restorative context, it has the capacity to repair and restore cultural and ecological relationships that the community has with their own foods and practices. This paper offers a new understanding of community self-organising from a social-ecological perspective and particularly in a marginalised context as supporting the revitalisation of Indigenous food systems

    Mapping the policy process in Nigeria

    How research contributes to the policy process in developing countries in general, and in Nigeria more specifically, is not well understood. Yet such understanding is a critical part of doing effective policy research. This has become especially critical for the International Food Policy Research Institute (IFPRI), which has set up a country office for policy research in Nigeria. A key challenge for IFPRI, and other research organizations in the country, is how to better integrate research results into policy and communicate research results to Nigerian policymakers. To gain some useful insights into how research does, or does not, influence policy in Nigeria, we examined a case involving the process leading up to the adoption in 2006 of Nigeria’s National Fertilizer Policy. Rather than focusing on how research influences policy in general, examining a particular policy allowed us to trace the actual policy process that took place, the actors involved, and the types of links and interactions between them. A diverse group of stakeholders (government, donors, the research community, farmer organizations, and the private sector) undoubtedly debated the content of the fertilizer policy. Thus, its successful formulation and adoption offered a useful opportunity to examine how it came about in spite of competing vested interests (both for and against it) and what role, if any, research-based information played in developing it. The policy covered some highly contentious political issues, most prominently the issue of privatization of the fertilizer sector in place of the large-scale and long-standing subsidy program. How the actors engaged and appeased people with vested interests who would normally oppose the policy, and the degree to which research-based information played a role in policy development, is of interest to IFPRI and others engaged in policy research. To study the policy process that led to the formulation and adoption of the National Fertilizer Policy, we used a network-mapping tool, Net-Map. Drawing on social network approaches, the tool is particularly suitable since it can help highlight the actors and formal and informal interactions involved in the policy process, as well as examine the flows of information from researchers to help determine the pathways of research-based information. In support of the Net-Map method, we also undertook a content analysis of published and grey literature on fertilizer policies in Nigeria in the years prior to the passing of the fertilizer bill.     Access and Use of Information by Rural Communities in Arid and Semi-arid Lands (ASALs) of Kenya: the Case of Maarifa Centres

    Telecentres are community knowledge centres that offer shared access to information and Information Communication Technologies (ICTs) for the benefit of community development in alleviation of poverty. This article presents a case study that explored the extent to which rural communities in ASALs region of Kenya access and use information from the Maarifa centres (MC). The objective was to examine access and use pattern of information by ASAL communities benefiting from the MC. Using a multiple case study, 80 respondents drawn from five Maarifa centres were interviewed. The respondents were users of the respective Maarifa centres. The Maarifa centres selected  were namely; Nguruman MC in Magadi, Mutomo MC in Kitui, Isinya MC in Kajiado, Ng’arua MC in Laikipia and Sipili MC in Baringo. Further, five focus group discussions were conducted with the respondents. Key informants interviewed included, Director of Arid Lands Information Network (ALIN); Programme Coordinators of Maarifa centres; Officers of the Communication Authority of Kenya and the ICT board of Kenya.  Major findings indicate that rural communities appreciate Maarifa centres as a source of information. The respondents valued Maarifa centres as intermediaries for accessing information for socio-economic development. The biggest achievement is the use of Sokopepe, an online knowledge management platform which can be accessed through computers or the mobile phone. The challenges that hinder effective access and use of information are mainly infrastructural which slow down information uptake and internet access. The study revealed that Maarifa centres have addressed most of the community’s information needs of government information through access to e-government services; e-commerce, agricultural development and knowledge creation, resulting in improved livelihoods. Provision of these services was possible through collaboration of the government ministries and agencies, development partners, funding agencies and community participation.     A Review of IT Initiatives in Rural India

    Empowerment may be at the individual, organizational or up to the whole of country level. This paper examines ICT initiatives as an empowerment enabler in rural India. One rural eHealth empowerment initiative is the Karnataka Internet Assisted Diagnosis of Retinopathy of Prematurity (KIDROP). An example of an eGovernance initiative is Bhoomi, while the rollout of computers will enable not only eGovernance but eEducation as well. Facilitating such schemes is the use of Solar Minigrids as a means of strategically adding to the electrical power supply, as a means of overcoming electricity shortages, which is even more of a problem in rural areas than it also happens to be in the urban centres of India. This paper not only explores these technological empowerment initiatives, but examines parameters aiding and hindering such stratagems, including issues surrounding resistance to change, gender role expectations in communities and lack of basic infrastructure

    Gender and Social Capital Mediated Technology Adoption

    This study explores gender-differentiated benefits from the social capital buildup in technology uptake, and the decision-making patterns of men and women with respect to production, consumption and household task; and allocation of resources. The background research examined women’s role in developing social capital, and research developed a case study of the groundnut producing areas of Maharashtra in western India, and compared ‘with’ and ‘without’ technology situations, and ‘before’ and ‘after’ situations in relation to the package of groundnut production technology introduced in the region in 1987. The paper addresses three aspects: (1) social networks in technology adoption, (2) the gender-based activity pattern, and (3) build-up of social capital leading to improvements in the welfare of farmers and the farming community with a gender perspective. Available evidence suggests substantial differences in networks of men and women, particularly in composition. The evidence suggests that men belong to more formal networks reflecting their employment or occupation status, while women have more informal networks that are centered on family and kin. Findings show that women who are engaged in agriculture and allied activities develop bonding social capital characterized by strong bonds such as that found among family members or among members of an ethnic group. Men who are engaged in agriculture, on the other hand, develop bridging social capital characterized by weaker, less dense but more crosscutting ties such as with farmers, acquaintances, friends from different ethnic groups and friends of friends. Women’s employment opportunities significantly improved with the introduction of technology. Finally, the study concludes that while technology development and exchange can build upon social capital as a means of empowering women, much more needs to be learned about the approaches that foster build-up of social capital.
