    Increasing the Timeliness of U.S. Annual I-O Accounts

    The timeliness of the U.S. input-output (I-O) accounts is a major concern for policymakers and industry analysts, as well as academics. In response, the Bureau of Economic Analysis initiated research in 2001 to identify, develop and implement an estimating method for producing more timely and reliable annual I-O accounts than are currently available. The research included reviewing the frameworks and methods currently used by other statistical agencies and academic researchers, obtaining more timely industry source data, and developing enhanced methods and processes for the automated updating and balancing of annual I-O tables. The results of this research indicate that our new automated updating and balancing method can reduce time lag for producing the annual I-O accounts from three years to one year without reducing quality. Our method is based on an adjusted RAS process that simultaneously balances the I-O table in producers’ and purchasers’ prices; uses more exogenous data; and processes tables at the most detailed level.

    Data Cube Approximation and Mining using Probabilistic Modeling

    On-line Analytical Processing (OLAP) techniques commonly used in data warehouses allow the exploration of data cubes according to different analysis axes (dimensions) and under different abstraction levels in a dimension hierarchy. However, such techniques are not aimed at mining multidimensional data. Since data cubes are nothing but multi-way tables, we propose to analyze the potential of two probabilistic modeling techniques, namely non-negative multi-way array factorization and log-linear modeling, with the ultimate objective of compressing and mining aggregate and multidimensional values. With the first technique, we compute the set of components that best fit the initial data set and whose superposition coincides with the original data; with the second technique we identify a parsimonious model (i.e., one with a reduced set of parameters), highlight strong associations among dimensions and discover possible outliers in data cells. A real life example will be used to (i) discuss the potential benefits of the modeling output on cube exploration and mining, (ii) show how OLAP queries can be answered in an approximate way, and (iii) illustrate the strengths and limitations of these modeling approaches

    Creation of public use files: lessons learned from the comparative effectiveness research public use files data pilot project

    In this paper we describe lessons learned from the creation of Basic Stand Alone (BSA) Public Use Files (PUFs) for the Comparative Effectiveness Research Public Use Files Data Pilot Project (CER-PUF). CER-PUF is aimed at increasing access to the Centers for Medicare and Medicaid Services (CMS) Medicare claims datasets through PUFs that: do not require user fees and data use agreements, have been de-identified to assure the confidentiality of the beneficiaries and providers, and still provide substantial analytic utility to researchers. For this paper we define PUFs as datasets characterized by free and unrestricted access to any user. We derive lessons learned from five major project activities: (i) a review of the statistical and computer science literature on best practices in PUF creation, (ii) interviews with comparative effectiveness researchers to assess their data needs, (iii) case studies of PUF initiatives in the United States, (iv) interviews with stakeholders to identify the most salient issues regarding making microdata publicly available, and (v) the actual process of creating the Medicare claims data BSA PUFs

    Utility Cost of Formal Privacy for Releasing National Employer-Employee Statistics

    National statistical agencies around the world publish tabular summaries based on combined employer-employee (ER-EE) data. The privacy of both individuals and business establishments that feature in these data are protected by law in most countries. These data are currently released using a variety of statistical disclosure limitation (SDL) techniques that do not reveal the exact characteristics of particular employers and employees, but lack provable privacy guarantees limiting inferential disclosures. In this work, we present novel algorithms for releasing tabular summaries of linked ER-EE data with formal, provable guarantees of privacy. We show that state-of-the-art differentially private algorithms add too much noise for the output to be useful. Instead, we identify the privacy requirements mandated by current interpretations of the relevant laws, and formalize them using the Pufferfish framework. We then develop new privacy definitions that are customized to ER-EE data and satisfy the statutory privacy requirements. We implement the experiments in this paper on production data gathered by the U.S. Census Bureau. An empirical evaluation of utility for these data shows that for reasonable values of the privacy-loss parameter ϵ≥1, the additive error introduced by our provably private algorithms is comparable, and in some cases better, than the error introduced by existing SDL techniques that have no provable privacy guarantees.     Motorized cart is known as an effective tool and timeless that help people carry heavy loads. For farmers, it has an especially vital tool for moving goods. Oil palm farmers typically uses the wheelbarrow to move the oil palm fruit (Figure 10.1). However, there is a lack of equipment that should be further enhanced in capabilities. Motorized carts that seek to add automation to wheelbarrow as it is to help people save manpower while using it. At present, oil palm plantation industry is among the largest in Malaysia. However, in an effort to increase the prestige of the industry to a higher level there are challenges to be faced. Shortage of workers willing to work the farm for harvesting oil palm has given pain to manage oil palm plantations. Many have complained about the difficulty of hiring foreign workers and a high cost. Although there are tools that can be used to collect or transfer the proceeds of oil palm fruits such as carts available. However, these tools still have the disadvantage that requires high manpower to operate. Moreover, it is not suitable for all land surfaces and limited cargo space. Workload and manpower dependence has an impact on farmers' income

    Applications of satellite technology to broadband ISDN networks

    Two satellite architectures for delivering broadband integrated services digital network (B-ISDN) service are evaluated. The first is assumed integral to an existing terrestrial network, and provides complementary services such as interconnects to remote nodes as well as high-rate multicast and broadcast service. The interconnects are at a 155 Mbs rate and are shown as being met with a nonregenerative multibeam satellite having 10-1.5 degree spots. The second satellite architecture focuses on providing private B-ISDN networks as well as acting as a gateway to the public network. This is conceived as being provided by a regenerative multibeam satellite with on-board ATM (asynchronous transfer mode) processing payload. With up to 800 Mbs offered, higher satellite EIRP is required. This is accomplished with 12-0.4 degree hopping beams, covering a total of 110 dwell positions. It is estimated the space segment capital cost for architecture one would be about 190Mwhereasthesecondarchitecturewouldbeabout190M whereas the second architecture would be about 250M. The net user cost is given for a variety of scenarios, but the cost for 155 Mbs services is shown to be about $15-22/minute for 25 percent system utilization
