    Objectives achieved in this study was to examine the effect: the support of top management, information systems management, user satisfaction, organizational culture and use of information systems on the effectiveness of information systems. This type of research is descriptive quantitative research by questionnaire directly to the respondents, the employee or the employee user information system in PT. PLN. and Pos Indonesia Surakarta as many as 34 people and processed using SPSS version 16 o'clock. The analytical tool used by multiple regression analysis, t test, and test F. The results showed that: 1) the support of top management does not affect the effectiveness of information systems; 2) management information system does not affect the effectiveness of information systems; 3) User satisfaction influence the effectiveness of information systems; 3) Cultural organizations do not affect the effectiveness of information systems; 4) The use of information systems influence the effectiveness of information systems in public sector organizations in the city of Surakarta. It was concluded that there is significant influence between user satisfaction and system usage information on the effectiveness of information systems and there is no significant influence of top management support, management information systems and organizational culture on the effectiveness of public sector information systems in the city of Surakarta

    Managerial styles and management information systems for improving organizational performance

    In a more dynamic and competitive environment, organizations are changing towards more flexible organizations, with the object of improving their performance. Thus some organizations are changing their information systems, others their managerial styles, and other both of them. This research attempts to explain how certain managerial styles and management information systems influence organizational performance. This study is developed in the Spanish public hospital sector. A three-stage analysis involving archival data, interviews and a questionnaire, was adopted thus enabling a systematic and comprehensive analysis.     PARTICIPATORY GOVERNANCE IN THE PUBLIC HEALTHCARE SYSTEMS OF THE SCANDINAVIAN AND BALTIC COUNTRIES

    The diminished trust of citizens in the public sector, the increased complexity of policy issues and the reforms in accordance with the new public management principles generate the need of focusing more extensively on participatory governance. Participatory governance can be defined as the genuine engagement of citizens and other organizations in the formulation of policies and strategies, in the decision-making process from the public sector and in the implementation of the decisions. The present paper's objectives are to define the concept of participatory governance, to argue in favor of implementing it in the public sector and to find to what extent public healthcare institutions from Scandinavian and Baltic countries publish information on participatory governance and how they perceive community engagement. The research findings are that the information on participatory governance disclosed on the websites of relevant institutions from within the Scandinavian and Baltic public healthcare systems is scarce. The countries with the greatest concern for community engagement are Denmark and Sweden. It is argued that there should be a shift in focus within the public sector in general and within the healthcare system in particular, so that citizens are genuinely involved in the relevant processes and their satisfaction is indeed at an adequate level.participatory governance, engagement, public healthcare, Scandinavian, Baltic

    Secrets of a successful outsourcing contract: a risk analysis

    Outsourcing information systems on a large scale is a difficult challenge. The public sector has seen some spectacular information systems (IS) outsourcing failures. Public officials have come under fire for sloppy management of IS outsourcing engagements and legislators are demanding higher standards of outsourcing practice and more accountability from public sector managers. This paper analyzes a large outsourcing contract for software maintenance services in Alberta, Canada from a risk perspective. This contract offers insights into how one public organization approaches the risks inherent in the practice of IS outsourcing. We use a risk framework and content analysis to identify which risk management strategies are included in the contract and how they are implemented. Although IS outsourcing risk factors are widely acknowledged in the literature, they may not be fully specified in the outsourcing contracts implemented in some public organizations. Our findings highlight some of the differences in the suggestions made in the academic literature on IS outsourcing and the techniques implemented in an actual outsourcing contract to manage the risks inherent in this growing sector of the international economy. We also find that not all risks need to be addressed in the contract to have a successful outsourcing relationship

In making Policies in order to increase work efficiency and effectiveness in organizations needs to implement a Management Information System as a basis for decision making, management and policies, especially in terms of employee management. The Electronic Personnel Management System at the Ministry of Public Works and Public Housing manages personnel which covers all civil servant management activities, namely a personnel data management application called eHRM (Electronic Human Resource Management The aim of this research is to determine the role of employees in updating data and the benefits felt by users (employees) when using the e-HRM application at the PUPR Ministry. Qualitative method is used in this research. The results of the research shows that e-HRM is an effort to move manual processes to electronic ones so that personnel processes are fast, precise and up-to-date as well as making the administrative process of civil servants easier, one of which is promotion so that employees are required to always update their personal data so that the promotion process runs smoothly without constraints as well as providing a number of key benefits for organizations, such as increasing efficiency and reducing costs associated with Human Resource Management, facilitating the shift of HR's role to a more strategic level and improving client services, from manual administrative handling of entities to online-based systems

    Evolution of the Governmental Accounting Reform implementation in Greek Public Hospitals: Testing the institutional framework

    Purpose – In an attempt to promote efficiency, effectiveness and economy in health service production, the Greek government imposed in 2003 an accrual basis financial and cost accounting system in all public hospitals of the National Health System (NHS). The purpose of this study is not to investigate thoroughly the accounting reform implementation and adoption in specific organizations, but rather to obtain an overall idea of the reform adoption process in Greek public hospitals by identifying major areas of non-compliance with the mandatory legislative accounting framework and various organisational contingencies that influence the level of reform adoption within a broad institutional framework. Design/methodology/approach – Our analysis is based on the results of an empirical survey that took place during 2009. For the purposes of this survey, a compliance index is constructed and applied on a sample of 94 Greek public hospitals using a structured questionnaire and semi-structured interviews with six public hospital Financial and Accounting executives. Findings – The empirical evidence reveals that the level of accrual basis financial and especially cost accounting adoption in Greek public hospitals is realized only to a limited extent. In particular, results show that the relationship between the institutional isomorphic pressures and accounting reform implementation process is restricted by organizational capability factors (i.e., the quality of existing Information Technology systems, the education level of finance and accounting staff, the extent of reform related training, and the professional support of consultants). Research limitations/implications – Although this study takes into consideration the work of previous researchers in the health care area, it acknowledges that empirical research on the subject in the Greek environment is limited. Therefore this study should be viewed as an initial step to address this limitation. Originality/value – This study draws on the information systems change, management accounting innovation, and public sector reform literatures to contribute to the current knowledge in public sector accounting by examining a number of factors that are expected to influence the implementation and adoption process of accrual and cost accounting practises in the Greek public healthcare sector within a broad institutional framework. Contribution - This study contributes to the international literature of New Public Management (NPM) initiatives in public health sector by providing, to our knowledge, the first large cross-sectional assessment of accrual accounting reform adoption and implementation in Greek public hospitals. Additionally, the empirical evidence of this study can enhance researchers’ and managers’ understanding of major implementation processes and challenges and thus help them refine models of effective implementation process and improve systems and processes on similar future projects.Accrual Accounting, Public Sector Accounting, Compliance Index, Public Hospitals, Isomorphism.

    Revitalizing Zambia’s Agricultural Marketing Information Centre (Amic)

    1. Public sector agricultural market information systems (MIS) can provide useful information to farmers, uninformed traders, and policy makers. While private information networks offer a valuable service to select clients, only a well-functioning public MIS can redress information asymmetries among marketing actors that can inhibit competition. 2. The second core mission of a public MIS should be to organize and manage data in such a way that government decision-makers and civil society organizations can accurately diagnose and even anticipate emerging market problems and respond to them in a timely manner. 3. Zambia’s AMIC suffers from a range of weaknesses all along the supply chain for price information. Data collection and transmission is irregular and unreliable, data management is unstructured and lacks strategic oversight, and dissemination is entirely supply-driven. 4. The primary reasons for AMIC’s weak performance are competing priorities and a misguided incentive structure for staff at the national, provincial, and most importantly at the district level, where the viability of the collection process depends on reciprocity between price collectors and traders. 5.
