Can models for forest attributes based on airborne laser scanning be generalized for different silvicultural management systems?
In Finland, interest in continuous cover forestry (CCF) has increased rapidly in recent years. During those years CCF has been examined from various viewpoints but not from the perspective of forest inventories. This holds especially true for applications based on remote sensing. Conversely, airborne laser scanning (ALS) data have been widely used to predict forest characteristics such as size distribution and vertical forest structure, which are closely related to the forest information needs of CCF. In this study we used the area-based approach to predict a set of stand attributes from ALS data (5 pulses per m2) in a CCF forest management experiment in Katajama & BULL;ki, eastern Finland. In addition to the CCF stands, the experiment included shelterwood stands and untreated stands. The predicted attributes included volume, biomass, basal area, number of stems, mean diameter, Lorey's height, dominant height, standing dead wood volume, parameters of the theoretical stem diameter distribution model, understory height and number of understory stems. Our main aim was to test whether the same model could be used across different management systems. The accuracy of the attributes predicted for the CCF stands was compared with the predictions for the other management systems in the same experiment. We also compared and discussed our results in relation to the even-aged stand attribute predictions that were conducted by using separate operational forest data collected from sites surrounding Katajama & BULL;ki. The results showed that forest data from the different management systems could be combined into a single model of a stand attribute, i.e., ALS metrics were found to be suitable for comparing different management systems in regard to differences in forest structure. The accuracy of the predicted attributes in the CCF plots was comparable to that of the other management alternatives in the experiment. The accuracy was also comparable to that of even-aged forests. The results of this study were promising; the stand attributes of CCF-managed forests could be predicted analogously to those of other management systems. This indicates that for the purposes of forest inventories there may not be a need to stratify forest lands by management system. It should be noted, however, that the study area was relatively small, that the forest stands were harvested in the 1980 s, and that the attributes may not have been completely exhaustive for CCF

Centralized vs. decentralized computing : organizational considerations and management options
The long-standing debate over whether to centralize or decentralize computing is examined in terms of the fundamental organizational and economic factors at stake. The traditional debate is examined and found to focus predominantly on issues of efficiency vs. effectiveness, with solutions based on a rationalistic strategy of optimizing in this tradeoff. A more behavioralistic assessment suggests that the driving issues in the debate are the politics of organization and resources, centering on the issue of control. The economics of computing deployment decisions is presented as an important issue, but one that often serves as a field of argument that is based on more political concerns. The current situation facing managers of computing, given the advent of small and comparatively inexpensive computers, is examined in detail, and a set of management options for dealing with this persistent issue is presented

Electricity from photovoltaic solar cells: Flat-Plate Solar Array Project final report. Volume VI: Engineering sciences and reliability
The Flat-Plate Solar Array (FSA) Project, funded by the U.S. Government and managed by the Jet Propulsion Laboratory, was formed in 1975 to develop the module/array technology needed to attain widespread terrestrial use of photovoltaics by 1985. To accomplish this, the FSA Project established and managed an Industry, University, and Federal Government Team to perform the needed research and development.
This volume of the series of final reports documenting the FSA Project deals with the Project's activities directed at developing the engineering technology base required to achieve modules that meet the functional, safety and reliability requirements of large-scale terrestrial photovoltaic systems applications. These activities included: (1) development of functional, safety, and reliability requirements for such applications; (2) development of the engineering analytical approaches, test techniques, and design solutions required to meet the requirements; (3) synthesis and procurement of candidate designs for test and evaluation; and (4) performance of extensive testing, evaluation, and failure analysis to define design shortfalls and, thus, areas requiring additional research and development.
During the life of the FSA Project, these activities were known by and included a variety of evolving organizational titles: Design and Test, Large-Scale Procurements, Engineering, Engineering Sciences, Operations, Module Performance and Failure Analysis, and at the end of the Project, Reliability and Engineering Sciences.
This volume provides both a summary of the approach and technical outcome of these activities and provides a complete Bibliography (Appendix A) of the published documentation covering the detailed accomplishments and technologies developed
ROLE OF REGIONAL HEAD OF STATE’S ATTITUDES IN IMPLEMENTATION OF FINANCE POLICY ABOUT THE GOVERNMENT ACCOUNTING STANDARDS IN INDONESIA
ndonesian state financial policies have undergone major changes since the release the Law on State Finance package in 2003 and 2004 as well as the Law on Local Government Package of 2004. The legislation has been set up clearly financial management with a transparent and accountable as well as the financial management in the region from President to the Regional Head. This implies a stronger role of the Regional Head in implementing the financial policy in the local government. The financial policy communication to local governments are often disruption whereby the policy is not communicated clearly and consistently. This study is a single case study for examining the phenomenon in which the object of research is the Semarang City Government as the only one that has been implemented government accounting standards accrual-based policy. In adequately of the financial policy’s communication about implementation of government accounting standards accrual-based policy from the central government to the local government can be overcome by the attitude of the Regional Head avoiding uncertainty (uncertainty avoidance) and has a vision for the future (confucian dynamism) so to encourage the attitude of the staff at the local government and also encourage the emergence of support from external parties to support the implementation of the financial policy of the country
