Working Report #3: Use of Legal Measures and Formal Authority (Service Provider Perspectives)
The focus of this report is, across service delivery models, how front-line protection workers viewed their formal authority role and the extent to which they relied on legal measures in order to achieve protection goals. The analysis is guided by several overarching questions including (1) how does each model view the use of legal measures and formal authority? (2) How does each model impact service providers’ actual use of legal measures? (3) What value do workers place on the authority figure role? And (4) how effective is the use of formal authority in reaching child protection goals?
Type of program model and setting can impact the use of legal measures in a number of ways including fundamental beliefs about the effectiveness of cooperative vs. legal measures, supervisory guidance, the presence or absence of legal apparatus, and the access, time and 4 support to seek creative alternatives to legal measures. Across all community based and school based models there seemed to be an expressed desire to avoid legal and authoritative measures and authoritarian approaches. Agency based sites did not have the same homogeneity and in some sites there was strong support for use of legal and authoritative measures. There also appeared to be a stronger identification with the authoritarian role in the discourse of workers. One cannot conclusively say that authoritative and legal approaches are more prevalent in one type of model than in another but one can surmise from the data that community based and school based programs are strongly in favour of alternatives to these measures
Technology library modeling for information-driven circuit synthesis
Due to weaknesses in circuit synthesis methods used in todaypsilas CAD tools, the opportunities created by modern microelectronic technology cannot effectively be exploited. This paper considers major issues and requirements of circuit synthesis for the nano CMOS technologies, and discusses our new information-driven circuit synthesis technology that satisfies these requirements. It focuses on an adequate technology library modelling for information-driven circuit synthesis. The new circuit synthesis technology considerably differs from all other known synthesis methods and overcomes their main weaknesses. The experimental results demonstrate that it is able to produce very fast, compact and low-power circuits

Strategic management of intellectual capital of the enterprise in the framework of informatization of the economy
In the course of the research, one has determined the scientific and theoretical
approaches, related to the identification of the directions and tools needed to improve strategic
management; one also provided the main directions of the intellectual capital formation and
development within the enterprise, which include the state of the capital at the present stage and
the requirements to it from the future knowledge economy: the introduction of human capital into
the assets of the enterprise, the promotion of the creative activity of the employees of the
enterprise by using factors of human and social capital activation, as well as the establishment
of an accounting system and evaluation of intangible assets. We have highlighted a range of
specific principles of the intellectual capital management at the enterprise: the establishment of
a partnership between all participants of the production process within the enterprise, namely,
its owners, managers, and employees; the determination of criteria for assessing the contribution
of every employee into the final result of the enterprise activity; the arrangement of an integrated
network of the workers’ mass participation to identify the potential reserves, improve the
production efficiency, and the product quality; the development of measures upon the principles’
implementation; and the primary task orientation of management on the future competition.

coordination and the process of determination of the worth or whether the proposed creation of an IMB permitted
by the citizens, and to get the authority publishing letters IMB from Regent to the head of BPMPP in order to
shorten the time of clearance process IMB hierarchy; Preparation of the SOP are simpler, clearer and
transparent; Apparatus Setup through recruitment and placement apparatus based on competencies, making the
details of the task is clear and unequivocal, as well as the development of the ability of the apparatus through the

Genetic, epigenetic and exogenetic information
We describe an approach to measuring biological information where ‘information’ is
understood in the sense found in Francis Crick’s foundational contributions to
molecular biology. Genes contain information in this sense, but so do epigenetic factors, as many biologists have recognized. The term ‘epigenetic’ is ambiguous, and we
introduce a distinction between epigenetic and exogenetic inheritance to clarify one
aspect of this ambiguity. These three heredity systems play complementary roles in
supplying information for development.
We then consider the evolutionary significance of the three inheritance systems. Whilst
the genetic inheritance system was the key innovation in the evolution of heredity, in
modern organisms the three systems each play important and complementary roles in
heredity and evolution.
Our focus in the earlier part of the paper is on ‘proximate biology’, where information
is a substantial causal factor that causes organisms to develop and causes offspring to
resemble their parents. But much philosophical work has focused on information in
‘ultimate biology’. Ultimate information is a way of talking about the evolutionary
design of the mechanisms of development and inheritance. We conclude by clarifying
the relationship between the two. Ultimate information is not a causal factor that acts
in development or heredity, but it can help to explain the evolution of proximate
information, which is
