    REPOSITIONING OF LIBRARIES SERVICES TOWARD NATIONAL INTEGRATION AND NATIONAL DEVELOPMENT IN NIGERIA

    ABSTRACT National integration and national development are the important tools for the growth and existence of the nation. This cannot be possible without reliable and adequate information resources and services. One of the social institutions that responsible for the delivery of information resources and services are libraries. From the literature reviewed, the study showed that for library to easily achieve these goals, they need to tailored their collection and services toward Millennium Development Goals (MDGs) which will help them to easily achieve these goals. The study also suggest different ways by which library could reposition their services to contribute to national integration and development. In doing this, the study revealed that libraries could encounter some challenges such as insufficient of funds, poor infrastructural facilities among others which they need to address. The study recommends that, federal government and parent institution of the library should allocate enough funds for the library to reposition and restructure their mode of operation for national integration and development. The paper concludes that libraries will contribute greatly towards the achievement of national integration and development if they are able to reposition their services toward the national integration and national development

    Knowledge transfer : a model framework for construction knowledge integration

    Managing information and knowledge in the construction industry is an important focus for research. The goal is to expedite better integration of construction knowledge amongst the stakeholders. Better use of this knowledge could allow the building industry to achieve quality outputs making best use of resources – the linked goals of time, cost and quality. Information networks and knowledge transfer are central to this and are recognized as integral to an industry strategy to improve productivity. However, poor delivery of information to those at the construction site and lack of effective methods of transferring knowledge between parties involved in construction become major challenges. Based on a critical review of literature and an interview survey, this paper identifies the information networks adopted in the Malaysian construction industry and models these using four knowledge transfer components classified as ‘control’, ‘innovation’, ‘best practice’ and ‘audit’ element. Knowledge integration practices - attitude, communication, skills, commitment and monitoring; and factors related to information barriers including accessibility, service delivery, information updates and publication, were identified as critical features for the success of knowledge integration in the Malaysian construction industry. A framework for knowledge transfer is proposed to promote better practices in the Malaysian construction industry

    Digital learning objects: A need for educational leadership

    Despite increasing interest in technology-assisted education, technology-based instructional design still lacks support from a reliable body of empirical research. This dearth of reliable information hampers its integration into mainstream school systems. In fact, many teachers remain resistant to using technology in the classroom. In order to overcome teacher resistance to technology in the classroom, we have sought to follow a process described by Friesen to evaluate the advantages and disadvantages of the educational use of digital learning objects (DLOs) from the teachers' point of view. This article explores the opportunities and challenges inherent in using digital learning objects and reports on the impact of DLO use at both the classroom and school levels. By providing research that links students' use of DLOs with the development of key competencies, we hope to sharpen teachers' visions of how DLOs can help them achieve their educational goals, and to encourage DLO uptake for educational purposes. Finally, we envision a DLO that can assist school principals in the facilitation of educational leadership and help transform teachers' attitudes toward technology-based teaching

    An Ontological Framework for Context-Aware Collaborative Business Process Formulation

    In cross-enterprise collaborative environment, we have dealt with challenges in business process integration for common business goals. Research directions in this domain range from business to business integration (B2Bi) to service-oriented augmentation. Ontologies are used in Business Process Management (BPM) to reduce the gap between the business world and information technology (IT), especially in the context of cross enterprise collaboration. For a dynamic collaboration, virtual enterprises need to establish collaborative processes with appropriate matching levels of tasks. However, the problem of solving the semantics mismatching is still not tackled or even harder in case of querying space between different enterprise profiles as considered as ontologies. This article presents a framework based on the ontological and context awareness during the task integration and matching in order to form collaborative processes in the manner of cross enterprise collaboration

    Impact of Industry 4.0 on Environmental Sustainability

    Industry 4.0 is a concept that originated from the German industry, and whose essence is the use of technology for efficient production. In business today, the emergence of Industry 4.0 for production, and its related technologies, such as the Internet of Things (IoT) and cyber-physical systems, amongst others, have, however, a negative impact on environmental sustainability as a result of air pollution, the poor discharge of waste, and the intensive use of raw materials, information, and energy. The method used in this study is an analysis of a literature review of manuscripts discussing topics related to Industry 4.0 and environmental sustainability published between 2000 and 2020. There is currently a gap existing between the actual and the desired situation, in that production occurs in a weak sustainability model, and, therefore, this research debates the effects on environmental sustainability and the challenges facing Industry 4.0. Four scenarios are discussed: a deployment scenario, an operation scenario, integration and compliance with sustainable development goals, and a long-run scenario. The results indicate that there is a negative relationship related to the flow of the production process from the inputs to the final product, including raw materials, energy requirements, information, and waste disposal, and their impacts on the environment. However, the integration of Industry 4.0 and the sustainable development goals enhance environmental sustainability to create ecological support that guarantees high environmental performance with a more positive impact than before. This paper will help stakeholders and companies to provide solutions to the existing environmental challenges that can be mediated through adopting new technologies. The novelty of this study is its depiction of Industry 4.0 and its technologies integrated with sustainable development goals to create a sustainable Industry 4.0 combining environmental protection and sustainability

    A community-based approach to new medium integration in South African education : a combination of ICT4D process approach and ethnographic action research techniques

    Includes bibliographical references.Our initial study indicates that successful integration of new communication medium into South African schools is not only challenging from the financial point of view, but also in terms of designing tools that fit within educational goals, as well as the training and support of relevant personnel in order to use the new medium effectively. Training and support effort, however, are often seen as top-down or outside-in approach that many teachers and past integration efforts have identified as being one of the contributing factors to integration failure. By looking at past integration efforts, as well as through our own initial study and in the field, we recognise similar results and challenges in efforts to introduce information and communication technologies into developing communities. Work done by Heeks et al. (Heeks & Molla, 2009) (Walton & Heeks, 2011) identified the Process approach as a contributing factor towards successful Information and communication technologies for development projects. We developed a novel approach to medium integration in education by combining the Process approach with Ethnographical Action Research techniques as well as taking into account recommendations made by past medium integration in education. To evaluate our approach we implemented the Process approach at an Ethnographical Action Research site with the researcher as one of the teachers with the objective of integrating the mobile medium into the school

    An Informatics-Based Approach for Sustainable Management of Factors Affecting the Spread of Infectious Diseases

This paper presents an informatics-based approach to the management and monitoring of infectious diseases, in the context of one of these SDGs focusing on the eradication of vector-borne diseases such as malaria, Zika and other neglected tropical diseases. Here we outline the challenges faced by many conventional approaches to ecoepidemiological modelling and proposes a distributed interactive architecture for teamwork coordination, and data integration at different levels of information, and across disciplines. This approach is illustrated by an application to the surveillance of Leishmaniasis, a neglected tropical disease, in remote regions.Peer reviewe

    Data interoperability across borders : a case study of the Abbotsford-Sumas aquifer (British Columbia-Washington State)

    The ability to integrate data from multiple sources is central to geographic information science (GIS).  Although data integration is an active field of research in the GIS community, a number of challenges remain unresolved. Interoperability research addressing data integration challenges experienced by institutions in an international setting also remains sparse. Groundwater is an example of an environmental phenomenon which does not respect political borders, and its management requires data from multiple jurisdictions. The Abbotsford-Sumas aquifer, straddling the Canada US border, is used as a case study to explore integration challenges in an international setting. Development of groundwater management practices to ensure a sustained source of good quality groundwater is dependent, on an understanding of the conceptual model of the aquifer. Due to a lack of geophysical studies, geological information contained in the water well reports, is the chief source of depth-specific lithological information. The use of this information in constructing the conceptual model is constrained by poor data quality and a lack of an integrated and standardized lithological database. To achieve the research goals of exploring integration challenges in an international setting, lithological datasets from BC and Washington State are integrated. The resultant lithological database is used to test the usability of water well reports for constructing the conceptual model. Numerous interoperability challenges such as data availability, lack of metadata, data quality and formats, database structure, semantics, policies and cooperation are identified as inhibitors of data integration. Despite the numerous challenges the lithological database is useful in constructing a generalized conceptual model. This research is important as it presents challenges to data integration that should be considered as a starting point for environmental management projects
