    Contingent Information Systems Development

    Situated approaches based on project contingencies are becoming more and more an important research topic for information systems development organizations. The Information Services Organization, which was investigated, has recognized that it should tune its systems development approaches to the specific situation. A model has been developed, dealing with the matching between prevailing contingency factors and the preconditions of already existing situated approaches. Furthermore, a generic process model for systems development, including the information systems operations stage, is proposed. This model makes it possible to derive from it specific systems development strategies. A number of basic development strategies, specific for the Information Services Organization, are described. Preconditions, specific for this organization, are added to the standard situated approaches

    It is significant for businesses, especially in the digital economy, the solution of theoretical and methodological justifications and the development of practical recommendations for building an organization\u27s information architecture as a holistic description of its key strategies, related to business, information, application systems and technologies, and also their impact on the functions and business processes of an organization. The article discusses issues, related to methodological approaches to modeling an organization\u27s information architectureб using information management tools to help manage innovation in information systems (IS) and information technologies (IT). The relevance of organizational provisions to determine the way, in which a business entity\u27s business model is functionally integrated with the IS architecture is substantiated. The consideration and analysis of the use of industrial standards for describing the architecture of an organization, adopted by such institutions as the International Organization for Standardization (ISO), The Open Group, Institute of Electrical and Electronics Engineers (IEEE), etc. reveal that none of these standards is dominant and does not provide teams, responsible for the architecture development with all the tools, necessary from the methodological point of view and from the point of view of the templates, used to describe the architecture. Recommendations are given on the theoretical and methodological substantiation and construction of the information architecture of an organization as a complete description of its key strategies related to business, information, application systems and technologies, as well as their impact on the functions and business processes of an organization

    Executive Information Systems are design to improve the quality of strategic level of management in organization through a new type of technology and several techniques for extracting, transforming, processing, integrating and presenting data in such a way that the organizational knowledge filters can easily associate with this data and turn it into information for the organization.     INFORMATION SYSTEMS AND THE ORGANIZATION: MEASURING ALIGNMENT

    Achieving alignment between the goals of the information systems (IS) function and the organization as a whole remains a top priority. A perceptual instrument is described that sets out to measure this alignment. It allows organizations to monitor the alignment and effectiveness of their IS function over time and to compare their situation with others. Largescale surveys of different industry sectors and more extensive studies of individual companies in the United States and South Africa have been undertaken using the instrument. The results are used to evaluate the reliability and validity of the instrument. Several hypotheses regarding alignment are tested. The results suggest that the degree of alignment between the importance and performance of specific aspects of IS influences overall perceptions of IS success. This applies to assessments of both IS staff and users. It is also found that IS staff and users are mostly in agreement about the importance of different aspects of IS and the success with which they are being performed, but the extent of this agreement is not a predictor of overall success. Conclusions are drawn regarding the link between alignment and effectiveness of the IS function and recommendations are made for researchers and practitioners.Information Systems Working Papers Serie

    The emergence of information systems: a communication-based theory

    An information system is more than just the information technology; it is the system that emerges from the complex interactions and relationships between the information technology and the organization. However, what impact information technology has on an organization and how organizational structures and organizational change influence information technology remains an open question. We propose a theory to explain how communication structures emerge and adapt to environmental changes. We operationalize the interplay of information technology and organization as language communities whose members use and develop domain-specific languages for communication. Our theory is anchored in the philosophy of language. In developing it as an emergent perspective, we argue that information systems are self-organizing and that control of this ability is disseminated throughout the system itself, to the members of the language community. Information technology influences the dynamics of this adaptation process as a fundamental constraint leading to perturbations for the information system. We demonstrate how this view is separated from the entanglement in practice perspective and show that this understanding has far-reaching consequences for developing, managing, and examining information systems

    Diagnosing performance management and performance budgeting systems: A case study of the U.S. Navy

    We present here a case study of an organization within the U.S. Navy that created a new organizational construct and performance management system. We explore the issues faced by naval leaders as they attempt to use their performance information to make resource allocation decisions at the sub-organization level, and base budgets at the organization and service (navy) level. We attempt to diagnose many of the practical problems a government organization encounters when implementing a performance management system, to include trying to inform budgets, and make recommendations on actions that would improve the strength of the performance system. We find in the organization a good conceptual framework, organizational enthusiasm, and reasonable attempts to link disparate information systems into a coherent whole. The good intentions are hindered, however, by inadequate accounting systems, a lack of understanding of cost accounting methods, weak use of terminology and longstanding institutional attitudes. This case confirms challenges associated with both performance management systems and performance budgeting found in the literature, and we offer recommendations for public officials considering such endeavors

All living systems, either unicellular or multicellular organisms, are extremely complex systems compared to all the other species of the non living matter that exist in the Universe. Complexity is the result of effect processes, leading to systems with great organization, containing large information stocks. This organization of the molecules of a living organism, a result of accumulation of information, is what makes them able to produce useful work. The useful work involves both the fulfillment of basic biological processes, such as metabolism and reproduction, and the further increase in the information content that builds up in living systems. This last process is subject to the great chain of evolution of biological systems, this development is governed by the law of natural selection. The capability of reproduction, mutation and metabolism are necessary conditions for the latter
