    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    A PRISMA-driven systematic mapping study on system assurance weakeners

    Context: An assurance case is a structured hierarchy of claims aiming at demonstrating that a given mission-critical system supports specific requirements (e.g., safety, security, privacy). The presence of assurance weakeners (i.e., assurance deficits, logical fallacies) in assurance cases reflects insufficient evidence, knowledge, or gaps in reasoning. These weakeners can undermine confidence in assurance arguments, potentially hindering the verification of mission-critical system capabilities. Objectives: As a stepping stone for future research on assurance weakeners, we aim to initiate the first comprehensive systematic mapping study on this subject. Methods: We followed the well-established PRISMA 2020 and SEGRESS guidelines to conduct our systematic mapping study. We searched for primary studies in five digital libraries and focused on the 2012-2023 publication year range. Our selection criteria focused on studies addressing assurance weakeners at the modeling level, resulting in the inclusion of 39 primary studies in our systematic review. Results: Our systematic mapping study reports a taxonomy (map) that provides a uniform categorization of assurance weakeners and approaches proposed to manage them at the modeling level. Conclusion: Our study findings suggest that the SACM (Structured Assurance Case Metamodel) -- a standard specified by the OMG (Object Management Group) -- may be the best specification to capture structured arguments and reason about their potential assurance weakeners

    Fuzzy Inference Systems for Risk Appraisal in Military Operational Planning

    Advances in computing and mathematical techniques have given rise to increasingly complex models employed in the management of risk across numerous disciplines. While current military doctrine embraces sound practices for identifying, communicating, and mitigating risk, the complex nature of modern operational environments prevents the enumeration of risk factors and consequences necessary to leverage anything beyond rudimentary risk models. Efforts to model military operational risk in quantitative terms are stymied by the interaction of incomplete, inadequate, and unreliable knowledge. Specifically, it is evident that joint and inter-Service literature on risk are inconsistent, ill-defined, and prescribe imprecise approaches to codifying risk. Notably, the near-ubiquitous use of risk matrices (along with other qualitative methods), are demonstrably problematic at best, and downright harmful at worst, due to misunderstanding and misapplication of their quantitative implications. The use of fuzzy set theory is proposed to overcome the pervasive ambiguity of risk modeling encountered by today’s operational planners. Fuzzy logic is adept at addressing the problems caused by imperfect and imprecise knowledge, entangled causal relationships, and the linguistic input of expert opinion. To this end, a fuzzy inference system is constructed for the purpose of risk appraisal in military operational planning

    The Incidence of Job Security Regulations on Labor Market Flexibility and Compliance in Colombia: Evidence from the 1990 Reform

    Utilizing differences-in-differences estimates, this paper reviews the impact of reduced firing costs on the dynamism of the Colombian labor market. The effects include raising exit rates into and out of unemployment, increasing compliance with labor legislation by lowering the costs of formal production, and reducing unemployment from the late 1980s to the early 1990s. On the other hand, labor market reform appeared to explain in part increasing unemployment during the late 1990s. In general, greater flexibility in hiring and firing is likely to translate into increased hiring relative to firing during expansions, but increased firing relative to hiring during recessions.

    The Effect of Job Security Regulations on Labor Market Flexibility: Evidence from the Colombian Labor Market Reform

    Job security provisions are widely believed to reduce dismissals and hiring. In addition, in developing countries job security is believed to reduce compliance with labor regulations and to increase informal activity. Reductions in dismissal costs are, thus, often advocated as a way to increase labor market flexibility and to increase compliance with labor regulations. This paper analyzes the impact of a substantial reduction in dismissal costs introduced by the Colombian Labor Market Reform of 1990. A theoretical model illustrates the effect of dismissal costs when there is a noncompliant sector. The model shows the direct effect of a reduction in dismissal costs on increased turnover as well as the second order effects on wages and on the composition of the compliant and noncompliant sectors. Using microdata from the Colombian National Household Surveys, I exploit the temporal variability in dismissal costs together with the variability in coverage between formal and informal workers (who are not covered and were, thus, not directly affected by the reform). The differences-in-differences results indicate increased separations and accessions for formal workers relative to informal workers after the reform. Moreover, the increase in worker turnover was greatest among younger workers, more educated workers, and workers employed in larger firms who are most likely to have been affected by the reform. The estimates, together with the steady-state conditions of the model, suggest the reform contributed to 10% of the reduction in unemployment during the period of study.
