    Industry Advisory Board Assessment and Evaluation

    Virtually all academic programs in any given discipline have an Industry Advisory Board (IAB) whose purpose is to add value to the academic program. It must be noted that the term “IAB” is generic in nature and refers to any Industry Advisory Board, Committee, Council, or otherwise named advisory group. An IAB exists to advise, assist, support, and advocate for their associated academic program and the constituents of that program. Similar to what accreditation requires of an academic program, an IAB must periodically assess and evaluate their performance, which can lead to corrective actions and have a profound impact upon an IAB and the academic program. The contents of this paper describe two methods that an IAB can use for assessment and evaluation, namely IAB Self-Assessment and IAB Benchmarking

    These are minutes of the Advisory Committee on the Future of the U.S. Space Program (C-FUSSP). From September 13-15, 1990, presentations were made by the major leaders at NASA as well as industry leaders. The presentations draw on previous studies of the future of NASA space programs. Allowance was made for plenty of questions. The minutes reflect the views of governmental units such as the National Space Council, the NASA Administrators Office, Office of Space Science and Applications, Office of Space Flight, Office of Space Operations, Office of Aeronautics, Exploration, and Technology as well as other pertinent units and outside organizations.     Legislative Organization and Administrative Redundancy

    Congress regularly enacts legislation providing for redundant administrative programs. For example, there are more than 100 federal programs for surface transportation, 82 programs to ensure teacher quality, 80 programs to promote domestic economic development, and 47 programs to provide employment and job-training services. Recent high-profile legislation–-such as the financial-industry reform measure and the health-care reform measure–-add new programs without repealing existing ones directed at the same policy goals. Prior academic analyses generally have not considered why Congress pursues redundancy. This article addresses that question through both theoretical and institutional analysis. The article first constructs an organizational theory that attributes redundancy in administrative programs to the congressional committee system. Specifically, the article demonstrates that two critical components of the existing committee system-–fragmented jurisdictions and parliamentary prerogatives–-systematically bias legislative outcomes in favor of redundancy. Building on leading theoretical accounts of congressional committees from political science, the article then presents a novel cost-benefit analysis of this tendency toward redundancy. It shows that redundancy allows legislators to increase distributive favors for constituents and interest groups but that redundancy is also linked to the desirable pursuit of informational efficiency. Thus, the institutional structures facilitating redundancy have mixed effects. Consequently, the article describes and analyzes specific institutional reforms that trade off the distributive costs and the informational benefits associated with redundancy. One approach would subject more legislative decisions to external advisory processes such as that used to close unneeded military facilities. A second and more promising approach would preserve existing committee jurisdictions but would scale back committees’ parliamentary prerogatives, thereby encouraging redundancy in program design but discouraging redundancy in program implementation

    Foreign competitors are challenging the world leadership of the U.S. aerospace industry, and increasingly tight budgets everywhere make international cooperation in aerospace science necessary. The NASA STI Program has as part of its mission to support NASA R&D, and to that end has developed a knowledge base of aerospace-related information known as the NASA Aerospace Database. The NASA STI Program is already involved in international cooperation with NATO/AGARD/TIP, CENDI, ICSU/ICSTI, and the U.S. Japan Committee on STI. With the new more open political climate, the perceived dearth of foreign information in the NASA Aerospace Database, and the development of the ESA database and DELURA, the German databases, the NASA STI Program is responding by sponsoring workshops on foreign acquisitions and by increasing its cooperation with international partners and with other U.S. agencies. The STI Program looks to the future of improved database access through networking and a GUI; new media; optical disk, video, and full text; and a Technology Focus Group that will keep the NASA STI Program current with technology

    Establishment of a clinical gestational carrier program: medical, ethical, legal and policy issues

    Pressures to expand, advancing technologies, and increased public exposure of in vitro fertilization (IVF) compels ongoing evaluation of the medical, ethical, and legal proprietary of this high tech infertility treatment, especially when used to build non-traditional families. Recently, the University of Iowa’s Center for Advanced Reproductive Care considered the possibility of adding gestational carrier (popularly known as “surrogacy”) services to our program. The IVF Ethics Committee considered practical realities and inherent ethical issues including the number of invested parties, significant economic costs, risks taken on by the gestational carrier, and the potential for free market exploitation. The Committee resolved that efforts to combat these concerns should include a push for industry self-regulation with restrictions on reimbursement, better professional guidance on this topic from professional organizations, collaborative research on program development, trends, and outcomes, and uniform laws to protect all parties involved. With this in mind, the Committee and program physicians approved moving forward with careful institution of this program in collaboration with handpicked surrogacy agencies

    This research was conducted with the aim of knowing the effect of the Expertise of the Audit Committee, Special Industry Auditors, and Internal Control on Earnings Management in Manufacturing Companies listed on the IDX for the period 2016 – 2018. The independent variables are Audit Committee Expertise, Industry Specific Auditors, and Internal Control and the dependent variable is Earnings Management. The data analysis method uses linear regression analysis using the IBM SPSS Statistics 25 program. The data used is taken from secondary data originating from annual reports and financial reports with a sample selection procedure using a purposive sampling method with a total sample of 207 observational data consisting of 69 companies. Data analysis used is descriptive statistical analysis, classic assumption test, compatibility test, and hypothesis testing. The results of this study reveal that the expertise of the Audit Committee and Industry Specific Auditors has no effect on Earnings Management and Internal Control has an impact on Earnings Management.   &nbsp

    CRITICAL SUCCESS FACTORS THAT INFLUENCING SAFETY PROGRAM PERFORMANCE IN MALAYSIAN CONSTRUCTION PROJECTS: CASE STUDIES

    The construction industry is characterized as one with a poor safety culture globally. To achieve better site safety performance, emphasis has been placed on implementing effective safety programs. The main aim of this paper is to identify the Critical Success Factors that influencing safety program performance in Malaysian construction projects. In order to accomplish the aim of this study, the following objective was taken into consideration which is to study the factors contributing to the success of implementing safety program in construction projects. The study was carried out within Penang and Kedah States; it was basically focused on the respondents who involve in construction. Of 40 sets questionnaires were distributed, only 36 sets questionnaire returned and analyzed. After all the raw data obtained, the data were then inputted and analyzed with the software of Statistical Package for the Social Sciences (SPSS, version 17). The results of this study showed that good communication shall be treated as the most important factor, followed by clear and realistic goals, safety committee/safety officer, sufficient resource allocation and continuous participation of employee. On the other hand, work load/pressure was perceived as the least important factors. Apparently, these five factors have been given appropriate consideration in the construction sites and should be implied if it is not emphasized in construction industry in Malaysia.CSFs; Safety programme, Construction projects, Malaysia
